ELECTRICAL

GENERAL

The specifications and requirements under this section cover the general scope of supply, install,
testing and commissioning for the electrical services for the whole project.
Specifications and compliances to be complied are as follows:

1. Jabatan Kerja Raya Malaysia (JKR): LS1, 2, 3, 5, 6, 9, 10, 12, 13-15 & LS20

3. Peraturan Peraturan Elektrik 1994 UBBL 1972

1.1 SCOPE OF WORKS

The scope of works for this development will include the following:

a. Internal Electrical LV System


b. Compound Lighting
c. Street Lighting

1.2 SYSTEM DESCRIPTION

1.2.1 LV SYSTEM

1.2.1.1 UNDERGROUND CABLE (DIRECT LAID IN GROUND)


PVC/SWA/PVC CABLE - Cable shall be manufactured and tested in
accordance with MS 274 or BS 6346 and shall have high conductivity
plain copper stranded conductor insulated with PVC suitable for voltage
of 600/1000V laid together and bedded with PVC, armored with
galvanized steel wires and sheathed with PVC.

XLPE/SWA/PVC CABLE - Cable shall be manufactured and tested in


accordance with BS 5467 or IEC 60502 and shall have high conductivity
plain copper stranded conductor, insulated with cross-linked
polyethylene (XLPE) suitable for voltage of 600/1000V laid together and
bedded with extruded PVC, armored with galvanized steel wire and
sheathed with PVC.

1.2.1.2 UNDERGROUND CABLE (IN GALVANISED STEEL PIPE)


At road crossing, sewerage pipe crossing, water pipe crossing, paved
areas, concrete areas and where specific cable shall be protected by
galvanized steel pipe buried to a depth of 900mm below finish ground
level. The pipe shall be if heavy duty, complying with BS 1387 and
complete with screwed and socket joints. Unless otherwise specified the
pipes shall be 150mm diameter. The pipes shall be supported at each end
in concrete block and shall project through the blocks into the ground at
a depth of at least 750mm.

1.2.1.3 CABLE TRENCH


Unless otherwise specified, cable trenches shall be 750mm deep. The
trenches shall be of sufficient width to enable provision of adequate
spacing between cables but in any case shall not be less than 450mm
wide. The bottom of the trenches shall be firm and of smooth contour
and any other objects likely to damage the cable sheathing shall be
removed.

1.2.1.4 CABLE LAYING AND INSTALLATION


All cables shall be handled, laid and installed according to the
specification, BS 7671 cable manufacturer‟s recommendations and ERA
Report by using proper installation equipment and tools.

CABLE DIRECT LAID IN GROUND – Before cable is laid, the


trench shall be thoroughly inspected and any debris and sharp objects
shall be removed. The bottom of the trench shall be covered with a layer
of 75mm of clean sand. The cables shall then be laid on this bedding in
an orderly manner without overlapping and crossing each other. After
laying the cables, a layer of 75mm of clean sand shall cover the cables
and carefully spread over the trench before placing the cable protective
covers. Unless otherwise specified, the cable protective covers shall be
of clay bricks. They shall be laid length wise from end to end along the
entire route of the underground cable if the cable size is more than 120
sq mm. Each cable shall be separately protected by these bricks and the
cover shall have at least 25mm overhang on each side of the cable. If
uPVC cable protective cover are specified, the cover shall be of
polyvinylchloride without plasticize type with specific density between
1.37g/cm to 1.42g/cm. The uPVC cover shall be resistant to aggressive
soils and of dimension 150mm wide and 1000mm long. The cover shall
be single colored orange and top side shall be embossed with standard
danger sign and bolt letters bold “BAHAYA! KABEL ELEKTRIK
DIBAWAH”. The cover shall be provided with male and female
interlocking device. An orange colored, multi-strand nylon rope of
minimum 6mm diameter shall be laid at depth of 300mm along the
trench to identify the cable route. At every 10m interval, an extra 2m
length of nylon rope shall be coiled and laid. The finished surface shall
be left proud by 50mm to allow for subsidence and the Electrical
Contractor shall be responsible for the removal of any surplus to a
position indicated.

CABLE MARKERS – Cable marker with lettering and sign shall be


provided by the Electrical Contractor at every change in direction of
underground cable route and at every 15m on straight run. Cable markers
shall be of heavy duty reinforced concrete construction. The cable
marker shall be of trapezoidal block with 100mm sq top face, 150mm sq
bottom face and 400mm in height. The top face shall be indented with
bold lettering „L.V‟ and directional sign indicating the
direction/directions of the cable route. The cable marker shall be buried
to a depth of 300mm.

1.2.1.5 TESTING UNDERGROUND CABLE

The Electrical Contractor shall be responsible for the testing of the cable.
Test shall include continuity, phasing out and insulation resistance
between conductor and between conductor and sheath by employing a 500
volts insulation tester. The Electrical Contractor shall ensure that the
installation if safe before the cable is energized.

1.2.1.6 MAIN SWITCH BOARD / SUB SWITCH BOARD


The type of switchboard shall be as specified in the drawing and shall be
of the following type:
a. Self-contained, floor mounted, flush fronted, metal clad cubicle type
suitable for front and rear access;
b. Self-contained, floor mounted, flush fronted, metal clad cubicle type
suitable for front access;
c. Pedestal, floor mounted, metal clad type suitable for front access;
d. Wall mounted metal clad type suitable for front access.
The degree of protection shall be IP42 for indoor installation and IP54 for
outdoor installation in accordance to IEC 60529. The switchboards shall
comply with IEC 60439 and outdoor switchboard shall also comply with
IEC 60439-5. The framework of the switchboard shall be fabricated from
rolled steel sections of thickness not less than 2.5mm and shall be self-
supporting when assembled, uniform in height and depth from front to
back. The switchboard shall be dust and vermin proof. Louvers or
ventilation with filter shall be provided at the sides and back for adequate
ventilation. Bus-bar shall conform to BS 159, BS 1432 and BS 1433 and
shall be tinned hard drawn high conductivity copper with an adequate
uniform rectangular cross section to carry continuously their rated current
without overheating. Bus-bar rating shall be based on a current density of
not more than 1.5A/sq mm. In any case, the bus-bar rating shall not be less
than the rating of the incoming switchgear. All bus-bar, whether horizontal
or vertical, shall be of the same size.

1.2.1.7 DISTRIBUTION BOARD


The distribution board shall comply with IEC 60439-3 shall be surface
mounted metal clad type with hinged cover, rust-proof and finished with
epoxy dry powder and oven baked enamel grey. The distribution board
unit shall be equipped with miniature circuit breaker (MCB) of rating
specified in the drawing. MCB shall have rupturing capacity shall comply
with IEC 60898. The metal surfaces adjacent to any live part and all
spaces between phases shall be protected by insulation barriers. The bus-
bar shall be hard drawn high conductivity copper. The neutral and earth
connection for each circuit shall be individually connected to the neutral
and earth bar respectively.

1.2.1.8 CAPACITOR BANK


The power factor correction capacitor shall be dry type and self-healing.
The dielectric medium shall be metalized polypropylene film or foil. The
element shall be insulated with fire-proof material. The capacitor shall
comply with IEC 60831 part 1 and part 2. The losses of the capacitor shall
be not more than 0.5 watt per kvar at the specified ambient temperature
measured at the connecting terminals. The capacitor shall be provided with
overload disconnector which will interrupt the internal connection and

disconnect the capacitor from the circuit in the event of pressure built-up
within capacitor. Each capacitor shall be provided with suitable means to
discharge the capacitor to 50 volts or less within 60 seconds from an initial
peak voltage of √2 times the rated voltage. No isolating device, fuse or
otherwise shall be placed between capacitor and the discharge device. The
capacitor shall be rated at 525volts, 50Hz. The regulator shall incorporate
minimum following automatic switching sequence modes.

1.2.1.9 SYSTEM OF WIRING


The system of wiring shall be either surface wiring, concealed wiring,
surface conduit wiring or concealed conduit wiring. The wiring shall
comply with MS IEC 33364-5-52. Standard colour (Red, Yellow, Blue,
Green) coded cable shall be used for three phase circuit to identify the
phase conductor, neutral conductor and protective conductor respectively.

SWITCHED SOCKET OUTLETS AND SOCKET OUTLETS –


Switch socket outlets shall be shuttered, 2 pole and earthing pin type. 13A
switched socket outlets and socket outlets shall be of the rectangular pin
type complying with MS 589, IEC 60083, IEC 60884-1 and IEC 60884-2-
3. 15A switch socket outlet shall be of round pin type and comply with
IEC 60083, IEC 60884-1 and IEC 60884-2-3. Circuit protective conductor
of the circuit shall terminate directly at the switched socket outlet and
socket outlet.

1.2.1.10 SWITCHROOM
Approved type of rubber mat shall be provided in front of switchboards
and any other control boards. The rubber mat shall extend to the full length
of the switchboards, and shall be of thickness not less than 6mm and width
1000mm. Standard notices displaying the words „BAHAYA‟ and
„DILARANG MASUK‟ and Electrical Shock Treatment Chart shall be
provided and installed at a place as required in accordance with Electricity
Regulations 1994. Signage with words „BILIK SUIS UTAMA‟, „BILIK
SUIS‟, „BILIK KHIDMAT ELEKTRIK‟ and „DILARANG MEROKOK‟
shall be installed for all rooms containing electrical switchboard
equipment. All electrical switchrooms shall be be provided with one unit
9kg dry powder fire extinguisher for A,B,C class of fire complete with
pressure gauge, discharge/hose with nozzle installed on wall bracket.

1.2.1.11 LUMINAIRES
FLORESCENT LUMINAIRES - Florescent luminaries shall be of the
type approved by SIRIM and comply with MS 619 and relevant part of
IEC 60598. For 18 watts and 36 watts fluorescent tubes, the watt loss of
the ballast shall be no more than 8 watts. Florescent luminaries shall have
housing made from good quality mild steel sheet of minimum thickness
0.50mm and shall be of sound and rigid construction suitable for
suspended installation. Unless specified the colour temperature of the tube
shall be approximately 4000K. The light output, after 100 hours, shall not
be less than 1350 lumens for 18 watts tube and 3350 lumens for 36 watts
tube.

SELF-CONTAINED EMERGENCY LUMINAIRES – Self-contained


luminaries shall be of the type comply with MS 619 IEC60598-2-22 and
approved with JABATAN BOMBA DAN PENYELAMAT MALAYSIA
and JKR. The diffuser shall be of prismatic polycarbonate. The battery
shall be fully rechargeable to its operational capacity not more than
24hours after discharge of battery. The fluorescent shall be 8 watt of
colour temperature 3500K and lumen output of 480 lumens type. The
operation shall not be less than 3 hours.

KELUAR SIGN – Notwithstanding the lumen output specified above, the


minimum battery capacity shall not be less than 6AH. For self-contained
emergency luminaries with “KELUAR” signage, they shall be of the
maintained 3 hours rating type and complying with relevant part of MS
983 and approved by JABATAN BOMBA DAN PENYELAMAT
MALAYSIA and JKR. The lamp shall be of 2 florescent tube type and the
diffuser shall be of fire retardant molded acrylic.

1.2.1.12 EXTERNAL LIGHTING INSTALLATION

POLE – a. 4.5meter Galvanized Steel Pole (Single Arm type) Compound


Light
b. 10meter Galvanized Steel Pole (Single Arm type) Street Light

FITTING – The lamps shall have a colour temperature between 2000K.


The majority (80%) of the spectral energy shall fall within the 560-610
nanometer wave band. Lamp shall conform to IEC 662.

FEEDER PILLAR – The feeder pillar shall be manufactured from steel


thickness 14 SWG minimum. The pillar shall be self-ventilated and
weatherproof. The foundation of the feeder pillar shall be filled where
required, compacted and leveled before reinforce concrete base is
constructed to a minimum of 300mm above the finished ground level.

UNDERGROUND CABLE – ducts for road crossing shall be laid using


galvanized steel accordance with the drawing. Cable in the centre median
shall be laid close to the columns and as far away as possible from the
edge of the pavement.

FLOOD LIGHT – Floodlight fitting shall generally consist of high


pressure type of lamps. The fitting shall be completed with control gears
and power factor correction capacitors within the light fitting housing. The
floodlight fitting shall be heavy duty corrosion resistant glass reinforced
plastic material or die-cast aluminum with clear toughened glass diffuser
and toughened front rubber gasket, which renders the unit to IP 54
protection.

1.2.1.13 LIGHTNING PROTECTION SYSTEM AND EARTHING SYSTEM


Generally, methods and materials used for the construction and installation
of the conventional lightning protection shall comply with BS 6651. Air
termination network other than the air terminal or vertical finials shall be

of 25mm x 3mm annealed copper tape. Each test point shall be installed at
2500mm above the ground level. Each earth termination connected to the
down conductor shall have a resistance to earth not exceeding the 10
Ohms. The whole of the lightning protective system shall have a combined
resistance to earth not exceeding 10 Ohms. Bonding conductor of 70mm²
PVC insulated green/yellow twin coloured cable shall be provided for
connection between the earth termination for the lightning protection
system at the testing joint and the main earthing bar for the electrical
installation

1.2.1.14 SPD & VOLTAGE STABILIZING SYSTEM


The surge protective device (SPD) shall be full mode type compatible with
the system it is protected for either single phase or three phase power
supply system. The type of SPD to be installed with respect to the location
of switchboard shall be as Table below:

1.2.2 AS BUILT DRAWING, OPERATION MANUAL, DRAWING SOFTCOPY


IN CD

Within three calendar months after the practical completion of the project, one
CD, one set of true to scale negative (155/155 gm AO or A1 size) and four sets of
prints for each of the following drawings shall be submitted.
1. Site plan
2. Layout plan
3. Schematic plan
4. All approved shop drawing

In addition, four set of the following manual and operation for all services related
shall be supplied:-
1. Installation manual
2. Operation manual
3. Services and maintenance manual
4. Part list
5. Product data and catalogue

6. Product test certificates


7. Installation test and certificate and approvals.

1.3 TESTING & COMMISSIONING


After the installation works have been completed the whole electrical system installation
cover under this contract shall be tested to the requirement of the specification. Copies of
all the test certificates shall be submitted within one week after the completion of the
testing,

1.4 DEFECT & LIABILITY PERIOD


The contractor required to guarantee the complete installation period of twelve (12)
months from the date of handing over the completed installation. The guarantee shall
include the equipment Manufacturer‟s Standard Warranties, and the Contractor‟s own
guarantee on all materials supplied and installed by him, and his workmanship.
