Instructions: Imagine that you and your group are tourists visiting Washington DC right after Lee
surrenders at Appomattox Courthouse in April 1865. You are standing outside the Capitol
Building, when all of a sudden, congressmen come flooding out of the front doors looking like
they are getting ready to fight each other. They run up to your group, shove a paper in your
hands, and tell you that your group has 20 minutes to make a plan on how to bring the United
States back together. Work together with your group and create a plan for how to reunify the
United States based on these issues.

1. How do we bring the South back into the Union?

a. Should they be punished? If so, how do we do that? No punishment, they already

have been through enough

b. What do they have to do to be worthy to come back in? Pledge to follow the U.S
government

2. What do we do about all the refugees that lost their homes and land? Provide Temporary
housing until they can Rebuild their own houses

3. What do we do about all the freedmen?

a. Do we provide government assistance? Yes, Temporary homes and offer

education

b. Do we give them land? If so, where? Give them land in the west

4. Who should be able to vote?

a. Former Confederates? Yes, they are apart of the country, but agree to follow the
constitution

b. Freedmen? 5 year citizenship, learned about constitution and agree to terms of

constitution
