1 OBJECTIVE

Determine the technical requirements to be observed when purchasing silicone


rubber insulation (HTV) to be installed on substation and transmission line equipment
insulators to mitigate flashover caused by local pollution and enable safety washing in
Hotline at Argo substations equipment insulators.

2 CHARACTERISTICS OF SILICONE RUBBER INSULATION COATING FOR


INSULATORS (HTV)

This specification applies to substation equipment insulators, including support


isolators (IP's).

2.1 FEATURES:

2.1.1 High Temperature Vulcanization (HTV) is made of insulating material and installed on
the insulator surface of the transmission equipment as per Table-1. It is commonly
used as an auxiliary component to improve external insulation performance against
flashover, torrential rain, and severely polluted locations such as salt spray, acid rain,
and suspended particulates.

2.1.2 The surface of the HTV should be smooth and shiny, the seam should not occur
where the reinforcing ribs are present.

2.1.3 Hydrophobic nature:


a. Static contact angle θ > 100 °.
b. Grade HC1- HC2.
c. HTV layer thickness ≥ 3.0 mm.
d. Percentage of silicone oil > 30% by weight of LMWS. (Low Molecular Weight
Silicon - method TGA – ASTM E2402-11)

2.1.4 Insulation Property:


a. Volume resistivity ≥ 1.0 x 1012 Ω.m2.
b. Surface resistivity ≥ 1.0 x 1012 Ω.m2.
c. Breaking strength A.C. ≥ 20 kV/mm, D.C. ≥ 30 kV/mm.
d. Resistance to trampling and electrical erosion ≥ TMA 4.5 Level.

2.1.5 Mechanical Property:


a. Tear strength ≥ 10 kN/m.
b. Tensile Strength ≥ 4 MPa.

2.1.6 Elongation > 200%.

2.1.7 Shore Hardness ≥ 50 Shore A.

2.1.8 Combustibility: FV-0 level.

2.1.9 Durability Guarantee greater than 20 years.

2.1.10 Enable pressure washing up to 300 PSI (20 Bar).

2.1.11 Solar radiation Resistance: 1.5 W/m2 intensity of radiating surface (IEC 60060-
1 Standard).

2.1.12 Booster shed must have buttons to facilitate its splicing (adhesive), as picture
below.

2.1.13 Booster shed should have 11 ribs on the bottom surface (and edges) to ensure
mechanical resistance to flexion when installed under strong sunstroke.

3 TECHNICAL STANDARDS

4 DESIGN AND MANUFACTURING REQUIREMENTS

4.1 Dimensional and Quantity Requirements

Support and bushing isolators, silicone rubber (HTV) coating requirements:

According to the AC/DC isolation parameters of Q / GDW 1152.1 and Q / GDW


1152.2, the recommended amount of Booster Sheds for support and bushing
isolators are shown in Table-2.

4.2 Installation Position

4.2.1 Support and bushing isolator


The HTV should be approximately equidistant along the insulator axis. Figure-
1 shows the schematic diagram of the isolator with the HTV installation
indication. Install HTV on larger insulator skirts and should not be installed on
first insulator skirts.

5 TECHNICAL DOCUMENTATION TO BE PROVIDED

5.1 General Requirements

5.1.1 Detailed drawings of the silicone rubber liner for insulator application and
packaging is included in the delivery. All drawings must be made to scale on A4
or A3 size paper and contain a bill of materials indicating for each item the
quantity per set and the material, dimensions, weight, treatment and applicable
technical standards.
5.1.2 Test reports already performed, all certified reports required in Chapter 6 of this
Technical Specification and any other drawings or documents necessary for the
manufacture, testing, inspection and assembly of materials subject to this
Technical Specification shall also be provided.
5.1.3 The table with guaranteed characteristics presented in Table-3 of this Technical
Specification shall be filled by the Supplier as indicated in Chapter 6 and shall
be part of the Inspection and Quality Control Plan.
5.1.4 The documents must have all the necessary information to be enable the
verification of their compliance with these Specifications and be sufficiently clear
to ensure the proper execution of manufacture and assembly on site.
5.1.5 All technical documentation prepared by the Supplier shall be submitted to the
CONTRACTING PARTY's engineering for approval.
5.1.6 Drawings already approved by the CONTRACTING PARTY may not be
modified without the written permission of the CONTRACTING PARTY.

5.2 Silicone Rubber Coating Drawings

5.2.1 The drawings shall indicate all relevant dimensions and tolerances, for each
component the material used, and applicable technical standard.
5.2.2 All the guaranteed characteristics of the silicone rubber coating shall be stated
in the drawings.

5.3 Package Design

5.3.1 Design of boxed loads to be used, including dimensions and type of protection
to prevent contact of the silicone rubber liner with the box.

6 INSPECTION AND TESTS

6.1 Introduction

6.1.1 It is the Supplier's responsibility to prepare the Inspection and Quality Control
Plan applicable to the materials being supplied, to perform all tests stipulated in
this Technical Specification and to submit the corresponding certified test
reports for approval. of the CONTRACTING PARTY.
6.1.2 The Inspection and Quality Control Plan, the procedures to be used in the tests
and the facilities where they will be performed must be approved by the
CONTRACTING PARTY, prior to the tests.
6.1.3 The Supplier shall ensure the free access of the CONTRACTING PARTY’s
Inspectors to the location where the materials object of this Technical
Specification is being manufactured, provided that the rights, patents and / or
internal regulations of the company are followed.
6.1.4 The Supplier must submit to the CONTRACTING PARTY’s Inspector all
technical specifications used for the purchase of raw materials and components
purchased from subcontractors, as well as the respective certified acceptance
testing reports for these materials.
6.1.5 The Supplier is fully responsible for the design, execution and satisfactory
performance of all material supplied by it or any of its suppliers.
6.1.6 Any expenses that may be required for replacement of defective materials or for
design change shall be borne by the Supplier.
6.2 Definitions

6.2.1 In this Technical Specification there are three categories of tests for which the
Supplier is responsible: Type Tests, Routine Tests and Receiving Tests.
6.2.2 Type Tests are those normally performed to verify the suitability of your design
to the electrical and mechanical criteria and parameters specified for the
transmission line, before the item or component is scheduled for manufacture.
6.2.3 Routine Tests are all checks, tests, analysis and examinations made during the
various stages of the manufacturing process to ensure that it is proceeding
normally and that no defects are being caused by poor workmanship, defective
component or material or improper handling.
6.2.4 Receiving Tests are all checks, tests, analyzes and examinations made on the
finished components, in the presence of the CONTRACTING PARTY’s
Inspector, aiming to ensure the compliance of the materials to be supplied and
their packaging with the requirements of this Technical Specification.
6.2.5 The acceptance and rejection criteria for subjects submitted to type, routine and
receiving tests of the silicone rubber coating are those recommended by IEEE
1523/2018.

6.3 Installation steps

6.3.1 Inspection
a) The upper and lower surfaces of the booster shed should be clean and smooth. The
shape of the booster shed should be in good agreement with the surface of the
insulated shed.
b) Adhesive should be within the validity period.
6.3.2 Installation method of booster shed
a) The adhesive is applied to the bonding parts of booster shed and insulator shed
respectively.
b) Booster shed should be bonded from the inside of insulator shed. Booster shed with
reinforcing ribs should be downward when installing.
c) Cover the booster shed on the insulator shed, and the bonding surface should be
closely combined.
6.3.3 Installation method of adjacent insulators
Adhesion joints of adjacent booster shed on an insulator should be staggered
at a certain angle. The installation of auxiliary booster shed should not cause
serious fluid accumulation at the bonding interface.
6.3.4 Appearance
After installation, the booster shed should not have warping. No trampling or
collision is allowed. After installation and inspection, it can be put into operation.
6.3.5 Anti-deformation performance
After installation, the booster shed shall be tested for deformation resistance in
accordance with ANNEX B.
6.3.6 Coordination of Auxiliary Booster Shed and Anti-pollution Flash Coatings
CT, CVT, lightning arrester, etc. should be used together with anti-pollution
flashover coatings.
6.3.7 Salt spray test
Accord with GB/T 19519, 1000 hours salt spray test.
6.3.8 Service life
Under General operating conditions, the service life of the booster shed after
installation is not less than 20 years.

6.4 HTV Isolator Type Tests

6.4.1 Table-3 lists the tests to be adopted.

6.4.2.1 Type Tests shall be performed on standard production line HTV isolators or
prototypes manufactured by processes identical to those to be used in the
manufacture of the materials to be supplied and shall have been successfully
completed prior to the release of the first batch supply.

6.4.2.2 For this provision some of the tests may be waived. In this case the Supplier
shall make available for examination and approval by the CONTRACTING
PARTY certified copies of the Type Test reports already carried out
containing the information necessary to ensure that the tested HTV isolators
are identical to those that will be effectively supplied and that their
performance in accordance with tests have met or exceeded the
requirements of this Technical Specification. Certificates older than 10 (ten)
years will not be accepted.

6.4.2.3 Type Tests for which the Supplier does not have execution reports
compatible with the requirements of this Technical Specification shall be
performed prior to the commencement of manufacture in the presence of the
CONTRACTING Inspectors.

6.4.2.4 The Supplier shall communicate the dates of the tests 15 days in advance to
ensure the presence of the CONTRACTING Inspectors. For tests abroad this
communication must be made 45 days in advance, so that there may be time
to authorize the travel of the CONTRACTING inspectors.

6.4.2.5 The manufacture of any material will only be authorized by the


CONTRACTING PARTY after its approval in the Type Tests. If material fails
in these tests, manufacturing will be authorized only after a new design has
been approved by the CONTRACTING PARTY and the material has been
approved in a new test.

6.5 Routine Tests

6.5.1 Table-4 presents the list of tests to be adopted.

6.5.2 Criteria for conducting the tests

6.5.2.1 Routine Tests shall be systematically performed by the Supplier to ensure


the quality of the raw materials used and the manufacturing process.

6.5.2.2 It will be at the CONTRACTING PARTY's discretion to send Inspectors to


accompany the Routine Tests.

6.5.2.3 Whenever requested, the Supplier shall submit to the CONTRACTING


PARTY's Inspector reports of the Routine Tests that are being performed
during the manufacture, with the results and quantities tested.

6.6 Receiving Tests

6.6.1 Table-5 lists the tests to be adopted

6.6.2 Testing Criteria

6.6.2.1 Receiving Tests shall be performed by the Supplier, in the presence of the
CONTRACTING PARTY’S Inspectors, in order to guarantee the quality of the
finished products and their packaging.

6.6.2.2 The Supplier shall communicate the dates of the tests 30 days in advance,
so that the Contractor's Inspectors may be present.

6.6.2.3 After each series of Acceptance Tests, the Supplier shall submit to the
CONTRACTING PARTY’s Inspector for approval complete reports of the
tests performed. No materials will be released for shipment prior to receipt of
these reports, unless the CONTRACTING PARTY waives this requirement
in writing for each specific case.

6.6.2.4 The sampling and acceptance / rejection criteria for Acceptance Tests are
those defined in accordance with the standards applicable to the materials
concerned and as required in this Technical Specification.

6.6.2.5 Samples to perform Receiving Tests shall be selected by the


CONTRACTING PARTY’s Inspector, unless otherwise authorized in writing.

6.6.2.6 Samples will be randomly selected by the Inspector for each batch. The
inspector may, at its discretion, select more samples from any batch of
material and submit them for testing if deemed necessary.

6.6.2.7 A batch shall be considered as a set of items from which samples will be
taken to verify compliance with the requirements of this Technical
Specification.

6.6.2.8 Each batch shall consist of items of the same type, grade, class, shape and
composition, manufactured essentially under the same conditions and in the
same production period and offered for inspection at one time.

6.6.2.9 Each batch must be arranged in such a way as to ensure that it is not mixed
with material that has already been approved or not yet tested.

7 SPARE PARTS

7.1.1 The supplier must include 5% or a minimum of 2 spare parts for each type /
model of Booster Shed (HTV).
7.1.2 Spare parts must be identified by type and be identical to those on the original
equipment. They shall be subjected to inspection and testing and shall be
included in the same consignment of the equipment, packaged in separate
volumes and clearly marked "SPARE PARTS".
7.1.3 The supplier shall undertake to supply for a period of 10 (ten) years from the
date of delivery and no later than 2 (two) months from the date of issue of the
Purchase Order, any part whose replacement maybe be needed.

8 PACKAGING AND STORAGE

8.1 Packaging

8.1.1 Insulators shall be packed in packages of up to 30 kg for manual handling.


8.1.2 Packaging shall be designed to prevent damage to parts. The silicone rubber
coating should be placed in perfectly packaged boxes.
8.1.3 Palletized crates shall be suitable for transport by truck across unpaved roads
and rough terrain.

8.1.4 As the cargo is docked, it must be identified by means of a plastic bag or plastic
label, including the following items:
• Name or brand of manufacturer;
• Name of the buyer;
• Product model;
• Number of units;
• Approximate gross and net mass.

8.1.5 All packaging or samples should be inspected for compliance with the designs
approved by the CONTRACTING PARTY.
8.1.6 Packaging contrary to the requirements of these Specifications shall be
rejected. In this case the product must be packed in new packaging and
resubmitted for inspection.

8.2 Storage

8.2.1 Auxiliary booster shed, and adhesives should be stored in a cool and dry place,
away from fire sources, to prevent sunshine and rain.
8.2.2 The auxiliary booster shed should not be folded and to ensure thatit is not
deformed or damaged during storage

9 WARRANTY

9.1 The warranty period of the materials will be twenty (20) years from the installation
of the product. (manufacturing?)

9.2 The Inspection and Technical Reception Term will be issued by the
CONTRACTING PARTY, characterizing the approval of the results of all tests
and acceptance tests in the factory (including packaging), performed to
determine their compliance with the standards and Technical Specifications.

9.3 During the term of the warranty period the SUPPLIER shall repair or replace at
no cost to the CONTRACTING PARTY any defective material due to any defects
in product design, raw material or manufacture. This item does not include
handling and installation problems.

9.4 The warranty period shall be suspended in any of the following cases:

9.4.1 Defect in materials and / or components that alters the functioning together;
Depending on the extent of the damage, the CONTRACTING PARTY may
suspend the warranty of the entire set affected;

9.4.2 Defect in materials and / or components that does not cause malfunction or
alteration of the joint operation; In this case, the CONTRACTING PARTY will
suspend the warranty only for defective materials and / or components, normally
the warranty period of the other materials.

10 ANNEX A – Typical Structure

A.1 Plate Booster Shed - HTV: Typical structure

Before installation, the booster shed is flat, after installation, it is a conical platform
body, with perforations in the axial direction and notches in the conical platform body,
so that the booster shed is sheathed on the insulator, and then the notches are bonded,
as shown in figure below.

A.2 Typical booster shed installation

The auxiliary booster shed (HTV) only needs to be bonded with the upper surface of
the insulator shed. The auxiliary booster shed installed on the insulator shed is shown
in figure below.

11 ANNEX B – Test Method of Deformation Resistance

Test Method of Deformation Resistance-Single Point Weight Method

B.1 Test procedure

The deformation resistance of the booster shed is evaluated by the displacement


of the outer edge of the booster shed before and after the weight pressure. The test
procedure is as follows. The measurement method of deformation and displacement
of booster shed is shown in figure B.1.

a) A ruler is placed vertically on one side of the booster shed to measure the
deformation displacement of the booster shed.

b) Record the scale X1 corresponding to the edge of the booster shed in the initial state
when the weight is not placed on the booster shed.

c) The first test point is at the edge of booster shed (less than 10mm from the edge of
booster shed), where a weight of 60g is placed.

d) When the deformation of the silicone rubber booster shed under the action of
weights reaches a stable state, the scale x 2 corresponding to the edge of the booster
shed is recorded.

e) Calculate the deformation displacement of the silicone rubber booster shed before
and after placing the weight | x1-x2 |.

f) Take the second test point at the opposite edge of the booster shed at the first test
point and repeat steps a) to e).

g) Take the average value of deformation displacement of the above two test points as
the test result.

Note: Necessary measures should be taken in the test to prevent the drop of testing
tools (e.g.weights).
