EXECUTIVE ORDER NO 04 S. 2018

“AN ORDER REORGANIZING THE BARANGAY DISASTER RISK REDUCTION AND


MANAGEMENT COMMITTEE (BDRRM) OF BARANGAY SANDOR, BALOI, LANAO DEL
NORTE”

WHEREAS, the organization of the Barangay Disaster Risk Reduction


Management Committee made mandatory under PD 1566 and Republic Act 10121 to
provide for the development of policies and plans and the implementation of actions
and measures concerning all aspects of disaster risk reduction and management;

WHEREAS, Executive Order No. 888 Series of 2010 adopts the strategic National
Action Plan on Disaster Risk Reduction for CY 2009 – 2019, principal among the
concerns is the enhancement of the capacities of the Local Disaster Coordinating
Councils now referred to as the Local Disaster Risk Reduction Management Council
(LDRRM);

WHEREAS, as the Local Chief Executive of the Barangay shall carry out such
emergency measures as maybe necessary during and after disaster and calamities;

NOW, THEREFORE, I, MAMINTAL B. AROBERO, Punong Barangay of SANDOR,


Baloi, Lanao del Norte, by virtue of the power vested in me by law, do hereby order and
direct the organization of the Barangay Disaster Risk Reduction Management
Committee (BDRRMC), to be composed of the following:

Section 1: The Barangay Disaster Risk Reduction and Management Committee.


The Barangay Disaster Risk Reduction Management Committee which are under the
supervision of the Punong Barangay shall be composed of a chairperson, a vice-
chairperson, an action officer, service team leaders and volunteer members. The
Barangay Disaster Risk Reduction Management office shall be manned by three (3)
personnel/s staff responsible for;

Section 2. Functions of the BDRRMC. The BDRRMCs, in coordination with concerned


national agencies and instrumentalities, shall perform the following functions with
impartiality, given the emerging challenges brought by disaster of our times;

1. Set the direction, development, implementation and coordination of disaster risk


management programs within their territorial jurisdiction.
2. Design, program and coordinate disaster risk reduction and management
activities consistent with the national council’s standards and guidelines.
3. Facilitate and support risk assessment and contingency planning activities at the
barangay level.
4. Consolidate barangay disaster risk information which includes natural hazards,
vulnerabilities, and climate change risk and maintain a barangay/local risk map.
5. Organize and conduct training, orientation and knowledge management
activities on disaster reduction and management at the barangay level.
6. Operate a multi-hazard early warning system, linked to disaster risk reduction to
provide accurate and timely advice to national or local emergency response
organizations and to the general public, through diverse mass media, particularly
radio, landline communications, and technologies for communication within
rural communities.
7. Formulate and implement a comprehensive and integrated BDRRMP in
accordance with the national, regional and provincial framework, and policies on
disaster risk reduction in close coordination with the barangay and local
development council.
8. Prepare and submit to the Local Sanggunian through the BDRRMC and the BDC
the Annual BDRRMO plan and budget, the proposed programming of the
BDRRMF, other dedicated disaster risk reduction and management resources,
and other regular funding source’s and budgetary support of the
LDRRMO/BDRRMC.
9. Conduct continuous disaster monitoring and mobilize instrumentalities and
entities of the CSOs, private groups and organized volunteers, to utilize their
facilities and resources for the protection and preservation of life and properties
during emergencies in accordance with existing policies and procedures.
10. Identify access and manage the hazards vulnerabilities and risks that may occur
in the premise.
11. Disseminate information and raise public awareness about those hazards,
vulnerabilities and risks, their nature, effects, early warning signs and counter
measures.

Section 3. Effectivity. The Barangay Disaster Responders. Duties that a Barangay


Disaster Responders may perform under direct control of the Punong Barangay as the
BDRRMC Chairperson are widely varies and include, but are not limited to:

1. Disaster Preparedness, Prevention and Mitigation Advocate


2. Disaster Risk Reduction and Management Responders.
3. Help to promote prevention and mitigation of disaster programs.
4. Evacuate the civilians and cordon off the designated perimeter are during any
incidents;
5. Crime prevention programs ( neighborhood watch ), etc.
6. Assist if warranted in securing crime scenes to protect evidence.
7. Conduct individual frisking and baggage check on probable target areas.
8. Perform other related work related to disaster, peace and order, insurgency and
etc.

Section 4. Repealing Clause. All orders and other issuance or part thereof which is
inconsistent with this order are hereby repealed or modified accordingly.

Section 5. Effectivity. This Executive Order shall take effect immediately and hereby
made of record.
