VI. Highlights of the Discussion

Ms. Katherine Muller, the CENRO representative, brought up unresolved issues from the
previous meeting. She mentioned that the Tuesday group is the only one without a licensed
driver. The group decided that officers would be responsible for the tricycle and the purchase
of gasoline.

Some officers raised a question about whether the LGU covered their premiums for
PhilHealth. It was noted that in past years, PhilHealth was part of the benefits for the Bantay
Dagat and enforcers of Kasay.

Mr. Espina presented the agreement discussed in the previous meeting, where KMPA is
considering implementing an environmental fee. The body decided on the following fee
structure:
 ₱10 for every visitor.
 ₱5 per visitor for restroom access and ₱10 for those taking a bath.
 ₱5 for two chairs.

The collected fees will contribute to the overall operation of Kasay. Also, the body has
designated swimming area. Enforcers recommended placing the area on the southern part of
the watchtower.
Regarding the penalty for two navy officers, Mr. Rogelio was assigned the task of contacting
the Philippine Navy.

In Mr. Jonel's report, the collection of monthly dues for 2023 amounted to ₱1,200. The
beginning balance of monthly dues is ₱200, which represents the collection from 2022.

For the upcoming general assembly, the decision was made not to accept new members at the
moment. New member admissions will resume in January 2024. The body also decided that
November 30 is the deadline for this year's monthly dues.

KMPA generated ₱1,150 from the sale of fishing tools. Mr. Alfredo Pulido revealed that no
gamaw was turned over to him when he assumed the role of Kasay's auditor. Ms. Judy
asserted that there are 6 pieces turned over to Kasay. Ms. Kim will verify this information
with Ms. Kim. To resolve the matter, Mr. Rogelio, the current officer handling the sale of
patrolling paraphernalia, provided the cost of the missing fishing tool to Ms. Judy.

During the meeting, it was discussed that Mr. Lando's loan, who migrated to the US, was
transferred to Mr. Jose.

Mr. Julius reported that he collected money for two uniforms: one long sleeve and one polo.

In the previous basic life support that Ms. Julius apilado attended, the organizer of the said
activity expressed that they are willing to conduct the same training to PO. He added to have
partnership with LINK for more conservation efforts.

The body acknowledged the challenge of a stray animals near the KMPA watchtower,
particularly Mr. Eugene's goats, proposing the setup of a designated area enclosed with
chicken or barbed wire for containment.
Regarding financial assistance from the six barangays, the body will suggest a proposal to
increase the yearly assistance from ₱5,000 to ₱7,500.00 during the general assembly.

From Mr. Lando's ₱1,000 honorarium, ₱500 was allocated to his team, and the remaining
₱500 was transferred to the Petty Cash Fund. Mr. Jose Apillanes reported the current petty
cash fund balance as ₱4,200.00.

Mr. Richard Lisama reported the deployment of one buoy on November 3, 2023, and three
more the next day, bringing the total marker buoys in Kasay to eight. The monitoring team
used ₱955.00 for 15 liters of gasoline and ₱1,000 for snacks during the activity. Honorarium
for divers will be processed by Ms. Katherine Muller.
The new patrolling team leader reported a smooth operation in Kasay, emphasizing positive
rapport among enforcers. To acquire patrol boat engine, the body plans to solicit support from
the Governor or Congressman.

Considering recent apprehensions in Kasay, the body reaffirmed the ₱5,000 penalty based on
the city ordinance, calculated as five times the total value of confiscated fish catch. Ms. Kim
emphasized that confiscated fishing paraphernalia would not be returned to violators.

Mr. Alfredo was reminded to finalize the inventory list as he will vacate his post as auditor
due to his election as kagawad in Brgy. Canaoay.

Ms. Judy Munar requested a session to discuss and finalize reports in preparation for the
upcoming GA on December 11, 2023, at 9 am, with officers and bantay call time at 7 am. A
Christmas party on December 17 will be realized and the fund will come from the Kasay
Fund. Ms. Judy uttered that she will sponsored cash rewards for participants in the games.
Roles during the GA were assigned:
• Presentation of Accomplishment Report – President
• Financial Report – Treasurer
• 2024 Management Plan – Vice President

Elections will be conducted through secret ballots, with a list of eligible voters posted in the
registration area. Logistics for the GA include 50 chairs from Canaoay Council and sound
system charges to CENRO.

The term for newly elected officers starts on January 1. Mr. Espina reminded the team about
the upcoming CRA and FGD in Canaoay on December 7, urging finalization of the participant
list.
