II – Purpose of the call for tenders

Expertise France is the French public international cooperation agency. It designs and implements
projects which aim to contribute to the balanced development of partner countries, in line with the
Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external
action. Expertise France’s mission is to meet the demand of partner countries seeking to enhance the
quality of their public policies in order to address the environmental, social, economic and security
challenges they are facing. The agency achieves this goal by implementing projects in the main areas
of public action:
- Democratic, economic and financial governance;
- Stability, international security and peace Stability, international security and peace
- Sustainable development, climate and agriculture
- Health and human development

Expertise France assists the French Development Agency (Agence Française de Développement) by
ensuring the administrative management of the EU-funded project “EVN_Team Europe EVN Energy
Transition Facility” (ETEF) in Vietnam. The beneficiary of this financing is the public operator EVN
Group.

The main objectives of this Facility are:

- Strengthening policy dialogue on EVN energy transition and its 2045 roadmap to be aligned on
Vietnam commitments to COP26, as well as its capacities in project appraisal and project
implementation;
- Improving clean/green/renewable energy and energy efficiency;
- Reinforcing power infrastructures, especially advanced infrastructures necessary for the integration
of intermittent RE.

This call for tenders pertains to contract the services of translators (batch 1) and interpreters (batch 2)
to facilitate exchanges between Vietnamese counterparts and technical experts in the framework of
the « EVN – #TEAMEUROPE Energy Transition Facility » project in Vietnam.

IV – Purpose of the expression of interest

This expression of interest is submitted as part of the call for tenders to contract the services of
translators (batch 1) and interpreters (batch 2) in order to select qualified companies and individuals
able to insure English-Vietnamese and Vietnamese-English translation and interpretation services,
mainly in the field of energy and power. The services will be provided in Vietnam.

V – Information on registration with a professional register

The tenderer must provide proof that it is registered with a professional register (e.g.: ‘extrait Kbis’ for
company established in France or an equivalent document).

VI – Information on the economic and financial capacity of the tenderer

VII – Information on the tenderer’s references

The technical and professional capacity of the tenderer will be assessed on the basis of the relevant
information:
A. Qualifications and skills:
- Graduate degree or equivalent,
- Excellent ability to communicate, understand and relay information,
- Excellent mastery of English and Vietnamese,
- High availability, reactivity and ability to work under tight deadlines, and on worksites.

B. General professional experience

- Professional experience in interpreting/translating highly technical meetings in English and
Vietnamese, notably in the framework of international cooperation projects, and with
international institutions,
- Professional experience in interpreting/translating in the field of energy (power sector) and
particularly hydropower and transmission/distribution grid,
- Professional experience in interpreting/translating for Health, Safety, Environment (HSE) and
Social, or Public procurement thematic would be a plus.

C. Tools and equipment

- In case, availability of tools and equipment needed to insure interpretation.

D. Availability to work on Vietnamese territory

- Capacity of intervention in Hanoi, Ho Chi Minh City and Khánh Hòa / Ninh Thuan Provinces.

VIII – Proof of fulfilment of tax and social security obligations

means of proof (latest URSSAF certificate or available equivalent, last tax certificate or an available
equivalent, etc.)

IX – Sworn statement
The tenderer fills in, dates and signs the sworn statement relating to the exclusion criteria and the
absence of conflict of interest provided in the Appendix to this form.

X - Tenderer identification sheet and Bank account details

The tenderer fills in, dates and signs the “third party identification sheet” provided in the Appendix
and must include bank account details.
Some countries or banks do not issue bank account details. In this case, the tenderer also gets
the “Third party identification sheet” signed from the banking establishment.

the additional information which would allow to consider that this decision of exclusion is not
relevant within the framework of the market.
