Types of Traffic Signs:
Regulatory Signs: these signs are traffic signs that convey laws, regulations, or
instructions that drivers must follow. These signs typically have a circular shape
with a red border and often include black symbols or letters on a white
background.
Regulatory signs inform drivers about speed limits, lane usage, parking
restrictions, and other rules of the road. Examples include speed limit signs, stop
signs, yield signs, no parking signs, and one-way street signs. Compliance with
regulatory signs is mandatory and failure to obey them can result in traffic
violations.

Warning Signs: are traffic signs that alert drivers to potential hazards or
dangerous conditions ahead. These signs typically have a yellow background
with black symbols or letters, and they are designed to catch the attention of
drivers and prompt them to exercise caution. Warning signs inform drivers about
road conditions such as sharp curves, steep hills, slippery roads, pedestrian
crossings, animal crossings, and intersections. They serve as early warnings to
drivers, allowing them to adjust their speed and behavior accordingly to prevent
accidents or injuries. Compliance with warning signs is essential for safe driving
and avoiding potential hazards on the road.

Guide signs and informative signs serve similar purposes in providing information to
drivers, but they are not exactly the same. Guide signs primarily provide directional
information to guide drivers to specific destinations or facilities, while informative signs
offer additional information about services, amenities, landmarks, or attractions along
the roadway. While there may be some overlap in the information they provide, their
primary focus differs, with guide signs emphasizing navigation and direction and
informative signs focusing on providing supplementary details about the surrounding
area.
Lane Lines: Lane lines are markings painted on road surfaces to designate
separate lanes for traffic flow. They include solid lines, which indicate no passing
or lane changing, and dashed lines, which permit passing or changing lanes
when safe to do so. Lane lines help organize traffic and reduce the risk of
collisions by delineating clear boundaries between lanes.

Traffic rules and regulations form the backbone of our roadways, ensuring safety,
order, and efficiency in the bustling network of vehicles and pedestrians. From the
orderly flow of traffic to the protection of lives and property, these guidelines serve as
the cornerstone of responsible road usage. By defining how we navigate our streets,
highways, and intersections, they create a harmonious environment where everyone
shares the road responsibly. In this introduction, we delve into the importance of traffic
rules and regulations, exploring their role in shaping our daily journeys and
safeguarding our communities.
Traffic: Traffic refers to the movement of vehicles, pedestrians, and other entities
on roads, streets, or highways. It encompasses the flow of vehicles and people,
as well as the interactions and dynamics between them.
Rules: Rules in the context of traffic are specific guidelines or instructions that
dictate behavior and conduct on the road. These rules are established to ensure
safety, order, and efficiency. They govern various aspects of road usage, such as
speed limits, right-of-way principles, signaling, lane discipline, and parking
regulations.
1. Definition:
Rules: Traffic rules are specific guidelines or instructions that dictate behavior or
actions on the road. They focus on guiding individual conduct and interactions in
traffic situations.

Right-of-way Rules
In the Philippines, the right-of-way rules are governed by the Land Transportation
and Traffic Code (Republic Act No. 4136) and its amendments, as well as various local
ordinances and regulations. Here are the key right-of-way rules commonly observed:
1. General Right of Way: Pedestrians have the right of way at pedestrian lanes,
sidewalks, and crosswalks. Motorists must yield to pedestrians crossing
designated areas.
3. Traffic Signals and Signs: Drivers must obey traffic signals and signs indicating
right of way. This includes stop signs, yield signs, and traffic lights.
4. Turning Vehicles: Vehicles making left turns must yield to oncoming traffic and
pedestrians. Right-turning vehicles must yield to pedestrians and vehicles
already within the intersection.
Road safety laws are governed by various statutes and regulations aimed at promoting
safer road practices and reducing traffic-related accidents. Some key transportation
road safety laws include:
2. Republic Act No. 10586, Anti-Drunk and Drugged Driving Act of 2013:
This law prohibits driving under the influence of alcohol, dangerous drugs, or
similar substances. It establishes legal blood alcohol concentration (BAC) limits
and imposes penalties for violations, such as fines, imprisonment, and
suspension or revocation of driver's licenses.
Enacted in 2017, this law prohibits the use of mobile phones and other electronic
devices while driving, except when used in hands-free mode or for emergency
purposes. Violations may result in fines and penalties.
This law mandates the use of seat belts for drivers and passengers in motor
vehicles. It requires the installation of seat belts in vehicles and imposes fines for
non-compliance.
Under this law, motorcycle riders and passengers are required to wear standard
protective helmets while riding. Non-compliance may result in fines and
penalties.
6. Republic Act No. 4136, as amended by Republic Act No. 10930, Extension of the
Validity of Driver's Licenses:
This amendment extends the validity period of driver's licenses from three years
to five years, providing longer intervals for license renewal.
Local government units may also enact ordinances related to road safety, traffic
management, and enforcement within their jurisdictions. These ordinances may
include regulations on speed limits, parking, pedestrian safety, and other road-
related matters.
Various agencies, such as the Land Transportation Office (LTO) and the
Metropolitan Manila Development Authority (MMDA), are responsible for
enforcing road safety laws and implementing traffic management measures.
Penalties for violations may include fines, license suspensions, and other
administrative sanctions.
These road safety laws and regulations are designed to enhance traffic discipline,
reduce road accidents, and protect the lives and welfare of road users in the
Philippines. Enforcement efforts, public awareness campaigns, and infrastructure
improvements play vital roles in ensuring compliance with these laws and promoting
safer road practices nationwide.

INFORMATION SHEET 2.1
Learning Objective
Upon completing this module, trainees should be able to recognize,
adhere to, and utilize driving permits and other pertinent documents as required.
Navigating the roads of the counrty is an endeavor that requires not just skill behind
the wheel, but also adherence to regulations and possession of the appropriate
documentation. At the heart of this process lies the acquisition of a driving permit and
other relevant documents, serving as the gateway to safe and legal driving practices. In
this introduction, we delve into the essential aspects of obtaining these permits and
documents, shedding light on their significance in ensuring road safety and regulatory
compliance. From understanding the requirements to navigating the application
process, let's embark on a journey through the realm of driving permits and other
indispensable paperwork in the Philippines.
1. Student Permit: This is the initial permit issued to individuals who are learning to
drive. It allows the holder to practice driving under the supervision of a licensed
driver. A student permit is a prerequisite for obtaining a non-professional or
professional driver's license.
To obtain a student permit, applicants typically need to fulfill the following requirements:
Application Form: Fill out the application form provided by the Land Transportation
Office (LTO).
Age Requirement: Applicant must be at least 17 years old.
Valid ID: Present a valid identification card, such as a passport, birth certificate, or
any government-issued ID with the applicant's date of birth.
Taxpayer's Identification Number (TIN): Provide a Tax Identification Number (TIN). If
the applicant does not have a TIN, they may apply for it at the Bureau of Internal
Revenue (BIR).
Proof of Enrollment in a Driving School: Present a certificate of enrollment from a
driving school accredited by the LTO.
Medical Certificate: Obtain a medical certificate from an LTO-accredited clinic or
physician certifying that the applicant is physically and mentally fit to drive.

If renewed more than two (2) years after the expiry date, the validity will revert to three
(3) years from the birthdate.
It's important to note that these durations may be subject to changes or updates by the
Land Transportation Office (LTO), so it's advisable to verify with the LTO or their official
website for the most current information regarding the validity of Non-Professional
Driver's Licenses.
3. Professional Driver's License: This license is for individuals engaged in driving
for a living, such as public utility vehicle (PUV) drivers, truck drivers, and
chauffeurs. It includes different classifications depending on the type and
capacity of the vehicle being driven, such as Professional Driver's License 1, 2,
and 3.
Each type of license has its own set of requirements and qualifications, and
individuals must adhere to the regulations specific to their license type while

conducted by the LTO.
First Issue: The initial validity of a PDL is five (5) years from the birthdate of the
licensee.
Renewal: Upon renewal, the PDL's validity may vary:
If renewed before the birthdate of the licensee, the validity will be five (5) years.
If renewed after the birthdate but within two (2) years after the expiry date, the validity
will be five (5) years.
If renewed more than two (2) years after the expiry date, the validity will revert to three
(3) years from the birthdate.
The process of renewing a driver's license involves several steps, which typically
include:
2. Proceed to the Renewal Center: Visit an LTO Licensing Center or any accredited
renewal center. It's advisable to check the operating hours and any specific
instructions or requirements beforehand.
