Terms of Reference and Specifications for assessment of Electrical Systems
A. Background

The Office of the United Nations High Commissioner for Refugees (UNHCR) established on December
14, 1950, by the United Nations General Assembly1, requests bids for conducting a comprehensive
assessment of electrical systems for UNHCR Sub Office Kandahar as applicable as per specifications
provided below.

B. The scope of the work

UNHCR requires comprehensive assessment of electrical systems for UNHCR Sub Office Kandahar
premises includes electrical systems assessment for both generator and public electricity systems
such as wiring, outlets, lighting, circuit breakers, and etc to the mentioned office premises (two
office and three guesthouse buildings) as indicated in the below table.

➢ Old electrical wiring/cabling


➢ Flickering lights
➢ electrocution in wet areas
➢ Constant power breakdown
➢ Age of the electrical cables
➢ Wiring capacity/quality/gauge
➢ Fuses/circuit breaker/change over switch
➢ Load deficiency causing Fire breakout.
➢ Checking Capacity of electric wires to accommodate the power load.

Assessment outcome:
1. Gaps identification
2. Solution/Recommendation
3. Workplan
4. Detailed BOQ

Site visit mandatory for all vendors.

C. Delivery schedule

The supplier is expected to conduct the assessment to UNHCR Sub Office Kandahar within 10 days of
acceptance of purchase order and share the final assessment report which includes the detailed
report with findings, recommendations, and cost estimates for any necessary repairs or upgrades.

D. Payment terms

Payment terms shall be: 100% Payment will be processed once, upon satisfactory conducting of the
assessment for electrical systems.

E. Delivery place

All prices must be considering delivery incoterm DAP 2020 UNHCR SO Kandahar.

F. Evaluation Criteria

The technical complaint offer will be evaluated based on Pass and Fail criteria, where the bids found
technically complaint and lowest offer will be recommended for this procurement.

Previous Experience Provide proof of experience in similar works such as PO, Contracts etc.

5 UNHCR general terms and Acceptance of UNHCR General Conditions of Contracts for the Provision of
conditions. Goods (Annex C) by signing and stamping Annex C
6 UN Supplier Code of Acceptance of UN Supplier Code of Conduct (Annex E); by signing and
Conduct stamping Annex E.
7 Expert Personnel Please share the details of your technical team such as profile, and CVs.
