THE REGION HAS MADE PROGRESS IN TRADE FACILITATION, BUT

THE POTENTIAL OF NEW TECHNOLOGIES FOR THIS IS FAR FROM


BEING EXHAUSTED.

THE PROGRESS OF TRADE FACILITATION IN THE REGION

In Latin America and the Caribbean (LAC), the facilitation agenda has advanced
significantly in recent years, according to a recent United Nations survey. This survey
analyzes the trade procedures and regulations of 120 economies in the world, evaluating
their progress in different aspects of the WTO Trade Facilitation Agreement, such as
transparency, institutional arrangements, risk management and paperless trade, among
others.

In the case of LAC, in 2017 the average implementation of the facilitation agenda was
close to 70%, exceeding the global average of 60% and increasing 7 percentage points
since 2015. The improvements focused on establishing National Trade Facilitation
Committees , accept electronic copies of documents and additional measures for
authorized or low-risk operators. There were also advances in risk management
systems, simplified export programs such as Exporta Fácil and the development of
electronic single windows for foreign trade, among others.

Recently, there have been talented advances in terms of system cooperation and
interoperability. The Pacific Alliance has made progress in the electronic exchange of
certificates of origin and sanitary and phytosanitary certificates between its members,
and is working on the mutual recognition of its authorized operator schemes.
Furthermore, in April 2017, the Pacific Alliance and MERCOSUR agreed on a roadmap
for greater cooperation, including trade facilitation issues such as digital certification of
origin, customs cooperation and the interconnection of electronic single windows.
