PCA-Human Resource Frame Worksheet


Worksheet Objectives:

2. Apply the human resource frame to your personal case situation

Complete the following making sure to support your ideas and cite from the textbook and other
course materials per APA guidelines. After the peer review, you have a chance to update this and
format for your Electronic Portfolio due in Module 6.

1) Briefly restate your situation from Module 1 and your role.

My situation involves how the WMRRA (Washington Motorcycle Road Racing Association)
can gain more flag marshall volunteers for their racing events. Flag marshalls are responsible for
waiving the correct flags during the racing events, indicating what action to take as a racer is on
the race track. A green flag means the track is clear to race, a yellow means caution up ahead,
checkered means the race is finished. These volunteers are crucial to the club's operation,
however over recent years there has been a shortage of people who are willing to help out during
a weekend. My role in this is as a participant in this organization with voting rights to the board
members and president.

2) Describe how the human resources of the organization influenced the situation.

In my view, I believe that human resources in this racing club have been undermanaged and
overworked in their respective roles. Throughout a racing season, each member of the
organization performs the same tasks weekend after weekend. Being a flag marshal is by far the
most physical role within the club, and with the same people marshaling each event, there have
certainly been signs of burnout occurring. With that said, marshaling along with all other
positions held in the club by volunteers are trainable tasks that do not require school or
experience. Each role can be taught through on-the-job training so to speak, however, this club
has not decided to pursue this route.

3) Recommend how you would use the human resources for an alternative course of
action regarding your case.

I think an alternative course of action would be to train the different volunteers throughout
the club to be able to take on a different role than the ones that they have been previously
carrying out for years. This in my estimation could cause less burnout, and even bring a bit more
excitement to the weekends for the volunteers as each role certainly has its own set of pros and
cons to it. Watching motorcycles race can be a very exciting thing, however, if you have been
stuck performing only one aspect of a job throughout the race weekends they can become a bit

monotonous. That is why I would propose that we create a rotation of tasks for the volunteers
during each weekend, where a team member would perform a different activity each round.

4) Reflect on what you would do or not do differently given what you have learned
about this frame.

Given my alternative course above, something that I would not do is set a team member out to a
role that they are not entirely confident in. The different roles that a volunteer can perform at the
racing events are primarily flag marshaling, race control (scorekeeping), registration, and
motorcycle technical inspection. Each of these roles cannot function if mistakes are made, which
is why I would ensure that we train and educate our volunteers the best we can to ensure
familiarity within each role. This clearly would not be an overnight fix, but rather a trial
throughout the first season of racing that this is implemented where volunteers can shadow one
another when they have the time throughout a weekend.
