1 INTRODUCTION AND BACKGROUND OF THE PROJECT

1.1 General and Project Background

The proponent, ENL Ltd, wishes to develop a mixed-use commercial morcellement


project, over a land of 152 068 m2 located at L’Avenir in the district of Moka, Mauritius.

The proposed project will be developed under the Morcellement Act for which a full
masterplan has been established by taking into consideration the natural surroundings.

1.2 L’Avenir 2 Commercial Development

The proposed development will be parcelled and sold for commercial purposes only. It
will consist of 40 plots for this purpose as well as 2 plots for green spaces.

It will be serviced with roads, drains, landscaping and utility services.

Moreover, to foster a healthy lifestyle, walkways and cycle tracks have also been
included in the masterplan.

The development will not be gated but will be a private one managed by a syndic via
an approved Cahier des Charges.

Details of the project are presented under Chapter 5.

1.2.1 Land Tenure and Ownership

The total extent of the land, of 152 068 m2, earmarked for this project is owned by ENL
Ltd. The relevant title deeds and notary certificate are included in Appendix 1.

The application for the land conversion permit has been submitted to the Ministry of
Agro-Industry and Food Security. Their acknowledgement letter is attached in
Appendix 6.

1.3 Project Justification

The proposed project finds its justification in the following:

(a) Sustainable Development

Sustainable development will be achieved through developing, delivering and


managing innovative solutions in terms of improved road network connectivity and
mobility, intelligent city planning and an eco-efficient approach to sustainability.

(b) Better Quality of Life

The proposed project is expected to develop as a place that promotes harmony with
nature, inspires a healthy lifestyle and community living.

It will be located near the Moka Smart City Development at L’Avenir and will also be an
embellished, finely landscaped area.

(c) Citizen Engagement

The proposed project will strive to create an inclusive environment through effective
engagement with the community and public authorities.

(d) Sustainability and Creation of Economic Opportunities

The project will help provide quality infrastructure to the region and include sustainable
measures, more specific to infrastructure, like those integrated in the neighbouring
smart city development:

Road network and connectivity

• Providing the infrastructure to support growing needs


• Integrating this strategic location into a national concept of polycentric
development to unlock its development potential
• Expanding the existing road network’s capacity and connectivity to
neighbouring areas.

Improved mobility through public and non-motorised transport

• Extension of La Promenade to make way for a linear park – a green corridor for
cycling and walking
• Strategizing to ensure the timely availability of sufficient parking space.

Intelligent city planning with carefully managed open spaces

• Adopting a master planning approach


• Implementing a set of architectural control guidelines
• Setting aside dedicated areas for common and public spaces.

Eco-efficient approach to sustainability

• Installing a waste-sorting and recycling facilities within Moka


• Optimising the use of green energy and treated wastewater for irrigation of
common areas.
• Requirement to comply with efficient building design.

1.4 The Promoter and Project Team

1.4.1 The Promoter

The promoter, ENL Ltd, is a company limited by shares. It was incorporated in Mauritius
on 3 January 2019. The certificate of incorporation and proponent’s representative
details are given in Appendix 2.

1.4.2 The Project Team

The Project Team appointed by the Promoter to provide consultancy services for this
development comprises:

• GIBB (Mauritius) Ltd, as Civil, M&E and EIA Consultant
• ENL Property Ltd as Land Surveyor
• ESP Landscapers Ltd as Ecological Consultant and Landscape Architect.

1.5 Project Implementation

The tentative programme of key milestones of the project is given in Table 1-1 below:

1.6 Structure of the Report

The structure of the EIA report is as per the format required for the e-licensing process
by the Ministry of Environment, Solid Waste Management and Climate Change (MoE).
