C1 Introduction
The proposed project will be developed under the Morcellement Act for which a full
masterplan has been established by taking into consideration the natural surroundings.
The proposed development will be parcelled and sold for commercial purposes only. It
will consist of 40 plots for this purpose as well as 2 plots for green spaces.
Moreover, to foster a healthy lifestyle, walkways and cycle tracks have also been
included in the masterplan.
The development will not be gated but will be a private one managed by a syndic via
an approved Cahier des Charges.
The total extent of the land, of 152 068 m2, earmarked for this project is owned by ENL
Ltd. The relevant title deeds and notary certificate are included in Appendix 1.
The application for the land conversion permit has been submitted to the Ministry of
Agro-Industry and Food Security. Their acknowledgement letter is attached in
Appendix 6.
The proposed project is expected to develop as a place that promotes harmony with
nature, inspires a healthy lifestyle and community living.
It will be located near the Moka Smart City Development at L’Avenir and will also be an
embellished, finely landscaped area.
The proposed project will strive to create an inclusive environment through effective
engagement with the community and public authorities.
The project will help provide quality infrastructure to the region and include sustainable
measures, more specific to infrastructure, like those integrated in the neighbouring
smart city development:
• Extension of La Promenade to make way for a linear park – a green corridor for
cycling and walking
• Strategizing to ensure the timely availability of sufficient parking space.
The promoter, ENL Ltd, is a company limited by shares. It was incorporated in Mauritius
on 3 January 2019. The certificate of incorporation and proponent’s representative
details are given in Appendix 2.

The structure of the EIA report is as per the format required for the e-licensing process
by the Ministry of Environment, Solid Waste Management and Climate Change (MoE).
