STAGE 1 FIRE BEHAVIOUR AND ATTACK.

BUILDING FOUNDATIONAL KNOWLEDGE AND
TECHNIQUES
The CFBT International® Stage 1 Fire Behaviour and Attack prop,

provides firefighters with the opportunity to witness fire
development of a compartment fire from the incipient stages
right up to rollover. This provides a safe and realistic
environment to identify the 4 Fire Behaviour Indicators: Smoke
– Air flow – Heat - Flame. By varying the air track, and practicing
various nozzle techniques, the students are able to
gain a practical understanding of how they can
influence fire development. This forms the
foundation of a practical understanding of fire
dynamics and the dynamic risk assessment
technique of “Reading the Fire”.

Founder and chief instructor is Firefighter and Fire Engineer Shan Raffel. He has nearly 40 years’ experience
as a frontline fire officer and has trained in 26 counties. Shan is a Churchill
Fellow and is internationally recognized as an author and expert in the field

introduction of the Swedish approach to compartment fire behavior training
in Australia and has gone on to develop international accredited Instructors
in numerous locations in Europe and South East Asia

STAGE 2 MULTI-COMPARTMENT
TECHNIQUES AND TACTICS
The addition of a 40’ High Cube training module to the

Stage 1 Fire Behaviour and Attack prop, expands the
learning outcomes into intermediate technique drills and
foundational tactical exercises. Internal walls and doors
are incorporated to create a multi-compartment
environment as well as exterior doors and windows. This
facilitates a gradual progression from the basic single
compartment door entry to multiple compartment entry
and 3D zone control. Candidates can be progressively
introduced to increased travel distance which requires multi-team co-ordination and introduces elements of 3D
Zone control and tactical ventilation options. As the competence and confidence of the students increases, it is
possible to progress to tactical scenarios involving basic strategic decision making and the command and control of
up to 3 firefighting crews. Basic sectorization can be incorporated.
Accurate fire development size-up is an essential skill required to develop the safest and most efficient method of
attack. This is particularly critical for the development of an effective tactical ventilation plan.
Observation of the fire behaviour indicator information should be relayed to the Rapid
Intervention Team (RIT) and the IC, so that a more accurate profile of the fire can be developed
and maintained.

STAGE 3 MULTI-LEVEL
TECHNIQUES, TACTICS AND STRATEGY
The CFBT International Stage 3 Multi-level prop is based on the Stage 1 Fire Behaviour and Attack Prop and the
Stage 2 Multi-compartment Tactical Foundation Prop. The additional level and roof space allow for all of the
foundational skills available in Stage 1 and 2, with
the ability to progress to more complex technical skill
development and coordinated fire attack on 3
levels. We believe that this is the most cost effective
and safe option in it’s class!
INTERNATIONALLY RECOGNISED CFBT INSTRUCTOR COURSES
These products are supported by Instructor development programs that are

internationally accredited through the Institution of Fire Engineers. The curriculum is
constantly reviewed through consultation with our network of leading firefighters,
instructors, and fire scientists. This material has been published in numerous books and
technical papers and many aspects have been incorporated into the foundational practical
training programs delivered to firefighters and fire commanders across the world. Training

TRAINING SITE VALIDATION
We provide a comprehensive site safety assessment and validation of theoretical and practical training provision.
The client is provided with a report that identifies areas of compliance and noncompliance. While every effort is
made to assist in obtaining validation, the standards are based on current international best practice and there
can be no compromise when it comes to safety.
STRATEGIC AND TACTICAL DYNAMIC RISK ASSESSMENT
Around 1999, Shan Raffel began developing a rapid risk assessment model to assist fire commanders and
firefighters to recognise fire behaviour indicators that can help to identify the stage of fire development and the
likely fire progression. This forms the foundation for developing the safest and most effective strategy and tactics.
This has led to the development of dynamic risk assessment training. The “Reading the Fire” programs start with
a 4 hour basic introduction and progress to a comprehensive 2 day program.
