Reports for Student Organizations/ Clubs

III. Rationale

Republic Act No. 9155 also known as Governance of Basic Education Act of 2001
provides protection and promotion of the right of all citizens to quality and accessible basic
education. It seeks to provide the framework for educational programs, projects, and services
directed at boosting the interest of the students while at the same time helping them acquire
national values through policies and standards that foster authority, accountability, and
responsibility for achieving higher learning outcomes.

In consonance with the abovementioned Act, all teaching and non-teaching personnel
are encouraged to create/innovate school-based initiated projects geared towards the
improvement of the teaching-learning process and school governance. This supports the
underlying purpose of the School-Based Management (SBM) Level of Practice in involving all
teaching and non-teaching personnel in making the delivery of educational service to the
learners more responsive, efficient, and effective through an enhanced school planning and
improvement that lays down specific interventions through initiated projects in schools.

Department of Education (DepEd) Order no. 83, s. 2012 underscores the guidelines on
the validation of the SBM level of practice of schools and serves as the basis of DepEd Region
III through Regional Memorandum No. 133, s. 2021RM No. 133, s. 2021 to scale up the
schools’ levels of practice reflected in their respective Programs, Projects, and Activities (PPAs)
implemented based on their Enhanced School Improvement Plans (ESIPs), Annual
Improvement Plans (AIPs), and other official documents.

To uphold the abovementioned mandates, the conduct of the Learning Action Cell (LAC)
becomes a part of the continuing professional development of all teaching personnel based on
the principle of lifelong learning and DepEd’s commitment to the holistic development of
teachers' potential aimed towards the success in their profession. Hence, school-based LAC
(SLAC), which primarily functions as a professional learning community for teachers in
schools is considered to help improve practice and learner achievement.

With this, the proponents aspire to conduct PLANS TO PRINTS: SLAC on Adoption of

uniformity in the submitted action plans, proposals, communication letters, and activity

accomplishment reports of all school clubs/ organizations. This SLAC targets to synchronize
the process of designing projects, programs, and activities of all school organizations from
conceptualization to submission.

This two-day event on October 9, 2023, Monday, (12:15 PM- 1:15 PM) and October 13,
2023, Friday (11:15 AM- 12:15 PM), shall pave the way for the two sessions- orientation (first
day) and presentation (second day). Formats and/ or templates in reference to PAS-OD-2023-
032, Regional Memo 463, s. 2023, & Division Memo 314, s. 2023 shall be provided to the
club/ organization advisers and officers to serve as the foundation for their future projects.
Similarly, a mini-workshop shall transpire to expose teacher-advisers and students to the
creation of the mentioned documents.

This initiative is hoped to address the gap in the deviating presentations of the reports
submitted. In addition, this session is believed to promote the school-based format which is
essential in accomplishing the reports needed by the Division office of Balanga City.
Consequently, this shall foster a professional learning community for teacher-advisers to help
advance practice and learner achievement. Ultimately, this SLAC is deemed to uphold the
fundamental principles of SBM.

IV. Objectives

This activity, PLANS TO PRINTS: SLAC on Adoption of School-Based Guidelines


in Accomplishing Communication Letters, Project Proposals, and Activity Accomplishment
Reports for Student Organizations/ Clubs aims to:

1. orient teacher-advisers and student-leaders of the school-based guidelines in


designing documents and reports;
2. expose teacher-advisers and students to the creation of the mentioned
documents;
3. ensure 100% uniformity of all documents and reports submitted through the
school-based format;
4. foster a professional learning community for teacher advisers to help advance
practice and learner achievement; and
5. uphold the fundamental principles of SBM.

VII. Project Description

This PLANS TO PRINTS: SLAC on Adoption of School-Based Guidelines in


Accomplishing Communication Letters, Project Proposals, and Activity Accomplishment
Reports for Student Organizations/ Clubs which will be held on October 9, 2023 (12:15 PM-
1:15 PM) and October 13, 2023 (11:15 AM- 12:15 PM), targets to promote uniformity in the
submitted action plans, proposals, communication letters, and activity accomplishment reports as
referenced to PAS-OD-2023-032, Regional Memo 463, s. 2023, & Division Memo 314, s. 2023.
This two-day event shall pave the way for the two sessions- orientation (first day) and
