AMRUT

Atal Mission for Rejuvenation and Urban


Transformation
The scheme was launched by [Prime Minister of India] Narendra Modi in June 2015 with the focus to establish
infrastructure that could ensure adequate robust sewage networks and water supply for urban transformation
by implementing urban revival projects.
Rajasthan was the first state in the country to submit State Annual Action Plan under Atal Mission for
Rejuvenation and Urban Transformation (AMRUT).
MISSION
WATER SUPPLY & SEWERAGE
The purpose of Atal Mission for Rejuvenation and Urban
Transformation (AMRUT) is to

(i) ensure that every household has access to a tap with


assured supply of water and a sewerage connection;

(ii) increase the amenity value of cities by developing greenery


and well maintained open spaces (e.g. parks); and

(iii) reduce pollution by switching to public transport or


constructing facilities for non-motorized transport (e.g.
walking and cycling).

All these outcomes are valued by citizens, particularly women,


and indicators and standards have been prescribed by the
Ministry of Urban Development (MoUD) in the form of Service
GREEN SPACE/PARKS URBAN TRANSPORT
Level Benchmarks (SLBs).
WATER SUPPLY AND SEWERAGE

WATER SUPPLY

• Water supply systems including augmentation of existing water supply, water treatment plants and universal metering.

• Rehabilitation of old water supply systems, including treatment plants.

• Rejuvenation of water bodies specifically for drinking water supply and recharging of ground water.

• Special water supply arrangement for difficult areas, hill and coastal cities, including those having water quality problems (e.g. arsenic, fluoride)

SEWERAGE

• Decentralised, networked underground sewerage systems, including augmentation of existing sewerage systems and sewage treatment plants.

• Rehabilitation of old sewerage system and treatment plants.

• Recycling of water for beneficial purposes and reuse of wastewater.

• Construction and improvement of drains and storm water drains in order to reduce and eliminate flooding.

URBAN TRANSPORT

• Footpaths/ walkways, sidewalks, foot over-bridges and facilities for non-motorised transport (e.g. bicycles).
• Multi-level parking.

OPEN SPACE/PARKS

• Development of green space and parks with special provision for chlidren, senior citizens and Divyang friendly components.
FINANCE AND TARGETS
About ₹1 lakh crore (US$14 billion) investment on urban development under
Smart Cities Mission and the Atal Mission for Rejuvenation and Urban
Transformation of 500 cities has already been approved by the government.

Some of the broad targets of AMRUT scheme are ascertaining that every one
has access to tap water and sewerage facilities, greenery like parks and open
spaces are well maintained, digital and smart facilities like weather prediction,
internet and WiFi facilities, pollution reduction by encouraging the public for
using cheaper but secure public transport etc

RUDSICO is the nodal agency for AMRUT scheme. They have appointed PDMC(project development and management consultants) at the
state level which is working from this office of RUDSICO. Through PDMC, they are doing all the works in the AMRUT cities. One of the
important project under AMRUT is SMART Raj under which online facilities to the citizens shall be provided soon.
Sanitation and solid waste management are two major challenges that every municipal body is facing. The Rajasthan government has moved
in the direction to collect the garbage from the household i.e. door-to-door garbage collection and automatization setting up of waste to
energy plant.
SMART Raj is an online initiative which enables single-window services to citizens on anytime, anywhere basis. It provides a single integrated
view of all ULBs in the state and creates web portals for access to ULB’s information and services. The government staff is also being trained to
run these operations and manage assets independently. There will be operation and maintenance of the application and hand- holding for a
period of two years with a provision for further extension. SMART Raj will further bring transparency and accountability in the functioning of
ULB and quick redressal of grievances.
ANALYSIS
According to the interview conducted with omprakash dhindwal the Colonies have been constructed by the public and private sector on
watershed and catchment areas. Dirty water flows in open drains in cramped
achievement of amrut scheme are as follows: neighbourhood step wells and lakes have become garbage dumps. During
monsoons conditions become worse and often face water logging problem
and flooded drains.

WATER SUPPLY & SEWERAGE:

achieved for proper drainage
• STP near Anasagar lake has Anasagar lake which is known to be the heritage of the city has now
been installed. transformed into a pool of dirt and garbage, it receives untreated sewage
from 14 drains as the city does not have proper sewage system.

Ajmer is dependent on surface water for its demands. But over the time this
URBAN TRANSPORT interlinked system was captured by illegal encroachment of land and
• 15 buses under public private partnership have been started in june unplanned residential growth, which did not allow the rainwater to properly
• 32 new drivers have been appointed for the same accumulate in the previously designed reservoir.
• 5 internal routes and 2 external routes are used by the buses This creates an insufficiency for drinking water especially during summers.

Solid waste management is big problem. Due to absence of proper solid


waste management lanes and roads are littered with waste and city is slowly
becoming a house of garbage.
Swachch Iconic Places, is a special clean-up initiative focused on select iconic heritage, spiritual and cultural places in the
country. The initiative is being coordinated by the Ministry of Drinking Water and Sanitation in association with the Ministry
of Urban Development, Ministry of Culture, Ministry of Tourism and the concerned State governments. Ajmer Dargah is
one of the iconic places under the swachch bharat mission for its urban renewal. The project has been funded under the
CSR of Hindustan Zinc limited.
BENEFITS & NEED FOR SIP
Benefits of SIP Initiative

• Attracting tourism:
Added places are mostly tourist destinations & if more places will be included under scheme, more focus will be given to them & they will become cleaner.
It will attract more tourists.
• Cultural Awareness:
It will promote cultural awareness & help in preserving local culture & traditions & money gained from it can be utilized to secure infrastructure & develop it further.
• Reduced Poverty:
These tourists places will help in generating employment opportunities for local workers & will help in reducing poverty in region.
• Economic Development:
Mission will take iconic places & their surroundings to higher standards of cleanliness & will benefit all local people & visitors & contribute to development of
economy.
• Cleaner India:
SIP initiative falls under Swachh Bharat Mission & aims at improving cleanliness & sanitation facilities at iconic places, earmarked by ministry. Collective contribution
will help in making India clean.

Need for SIP

• In India, major problem in development of tourism is inadequate infrastructure, poor visitor experience, & poor hygienic conditions & it leads to destruction of social
fabric of country.
• Adding more & more location in SIP initiative will help in bringing sites in focus & encouraging infrastructure development, health care facilities, recreation areas,
hotels, & restaurants, which will again increase number of tourist’s attractions.
• It will generate income, which will result in poverty alleviation & help in preservation of heritage sites & save biodiversity, therefore making India attractive & cleaner
destination for world.
Ajmer Sharif Dargah, Ajmer, Rajasthan

•Ajmer Sharif Dargah, Ajmer Dargah or Dargah Sharif is a Sufi shrine of Saint Moinuddin
Chisti located in Ajmer, Rajasthan.

•Many initiatives are being taken up to develop the Dargah to meet international standards
for pilgrim facilities and experience and to increase the tourist footfall in this iconic
destination

•Solid waste management, improving the drainage system, shelter for rehabilitation of
beggars, developing solar master plan for the city, vision document for restoration in and
around Dargah, developing of sewer line around the Dargah area are some of the initiatives
under implementation.

•Hindustan Zinc Limited is the Corporate partner.


ANALYSIS
Dargah Sharif (the shrine of Khwaja Moinuddin Chishty) area is waiting for its makeover which is presently surrounded by lanes bursting at their seams due to
illegally constructed shops, restaurants etc. Traffic management is almost impossible and it is indeed a challenge to transform this area

Under the initiative, Hindustan Zinc will execute the project in three phases.

In the first phase, the company will invest Rs 5.68 crore to set up two flower compost making machines, cleaning and basic repair of the Jhalra, re-flooring in
select areas including laying underground pipes for electrical and water supply, procurement of machines for cleaning the floors, risk management system plan,
providing drawings for conservation of the Nizam Gate and undertaking conservation of Shahjahani Gate.

Heritage City Development and
Augmentation Yojana
The scheme was launched on 21st January 2015. The HRIDAY Scheme offer tremendous opportunity towards an
integrated, inclusive and sustainable development of heritage in India. HRIDAY offer a paradigm shift in India’s
approach to city development, bringing together urban planning/economic growth and heritage conservation
in an inclusive and integrated manner with focus on livelihoods, skills, cleanliness, security, accessibility and
service delivery. The scheme support civic infrastructure development projects linking heritage facilities with
trunk infrastructure of the city.
OBJECTIVES
The main objective of HRIDAY is to preserve the character and soul of the heritage city and facilitate inclusive heritage linked urban development by
exploring various avenues including involving private sector. Specific objectives are:
(a) Planning, development and implementation of heritage sensitive infrastructure
(b)(b) Service delivery and infrastructure provisioning in historic city core areas.
(c) Preserve and revitalize heritage wherein tourists can connect directly with city’s unique character.
(d) Develop and document a heritage asset inventory of cities - natural, cultural, living and built heritage as a basis for urban planning, growth and
service provision & delivery.
(e) Implementation and enhancement of basic services delivery with focus on sanitation services like public conveniences, toilets, water taps, street lights
with use of latest technologies in improving tourist facilities/amenities
(f) Local capacity enhancement for inclusive heritage-based industry
(g) Create effective linkages between tourism and cultural facilities
(h) Urban heritage adaptive rehabilitation and maintenance, including appropriate technologies for historic buildings retrofitting
(i) Establish and manage effective public private partnership for adaptive urban rehabilitation.
(j) Development and promotion of core tangible economic activities to enhance avenues of livelihoods amongst stakeholders. This would also include
necessary skill development amongst them including making public spaces accessible and developing cultural spaces
(k) Making cities informative and communicative with use of modern ICT tools and making cities secure with modern surveillance and security apparatus
(l) Increase accessibility i.e. physical access (roads as well as universal design) and intellectual access (i.e. digital heritage and GIS mapping of historical
locations/ tourist maps and routes).
SCHEME STATEMENT

In Context Of HRIDAY Scheme all over India- Preserve and revitalise soul of the heritage city to reflect the city’s
unique character by encouraging aesthetically appealing, accessible, informative & secured environment. To undertake
strategic and planned development of heritage cities aiming at improvement in overall quality of life with specific focus
on sanitation, security, tourism, heritage revitalization and livelihoods retaining the city’s cultural identity.

In Context Of HRIDAY Scheme in Ajmer -DRONAH is the city Anchor for Ajmer. It is responsible for advising and
supporting the City Mission Directorate and to prepare the City HRIDAY Plan, Infrastructure Improvement Plans for
heritage areas, the Concept plan for development/renovation of a City Museum/ Cultural Park, in addition to reviewing
DPRs and monitoring the execution of works from a heritage perspective for Ajmer and Pushkar area.
CITY HRIDAY PLAN AJMER
INTRODUCTION- The HRIDAY plan clearly outlines infrastructure gaps and heritage conservation initiatives in the form of Civic Infrastructure
Development Plan for each area. The HRIDAY plan once implemented will supplement the existing infrastructure gaps for these five culturally
significant zones in terms of drainage, mobility, access, historic character legibility, tourist facilities etc. to ensure that the city transforms into an
ambient, tourist and resident friendly environment enhancing its iconic landmarks and cultural identity.

There were 4 zones and 5 heritage areas divided for the implementation of Ajmer built heritage under HRIDAY

ZONES - 1. Naya Bazzar Heritage Walk: The DPR for this project was initially prepared by CEPT under World Bank Project for MoUD and has
subsequently been revised by the HCA for implementation, so this project may be immediately taken up for implementation by Sep. 2015.

2. Culture Park at Subhash Udyan: The Concept for Culture Park is well developed by HCA in consultation with CMD and CLAMC. This Project is
also supplementary to the overall project on desilting of lakes and lakefront upgradation of Anasagar and Foysagar.

3. Anasagar and Foysagar Lakefront Development, Pushkar Heritage Walk and Railway Station Precinct Development: These three
heritage projects can be taken up after the Naya Bazzar Heritage Walk and Culture Park projects. The DPRs for these three heritage projects can
be commissioned in the month of Sep 2015 to be completed by Nov/ Dec. 2015.

4. Dargah Bazzar Upgradation: It has been sanctioned in PRASAD scheme and will be undertaken according to the timeline of the scheme.
HERITAGE AREAS FOR IMPLEMENTATION UNDER HRIDAY
HERITAGE AREA 1 - NAYA BAZZAR HERITAGE WALK

The first prioritised heritage area is the zone of Akbari Qila (Ajmeri Kila) and Soniji ki Nasiyan, along with other heritage structures
in the vicinity. This is also called the Naya Bazaar area of Ajmer, which has major historical significance. Akbari Qila (Ajmeri Kila)
dates back to the sixteenth century, while Soni Ji Ki Nasiyan is a nineteenth century Jain temple. Between these two structures, lie
almost three hundred years of Ajmer’s evolution which are seen in its Mughal-Rajput Havelis, Colonial structures and Art Deco

HERITAGE AREA 2- ANASAGAR AND FOYSAGAR


LAKE
Forming the most important natural heritage of the
city, Anasagar and Foysagar lakes hold tremendous
significance as unique examples of natural heritage
in the city. While Anasagar enjoys tremendous
footfall from locals and tourists alike due to its
central location and all around access, Foysagar
serves mostly local residential population with
minimal infrastructure for large scale tourism, even
though it is located within the scenic backdrop of
the Aravallis.Both the lakes are artificial, Anasagar
built in the 12th century and Foysagar in the 19th
century.

HERITAGE AREAS FOR IMPLEMENTATION UNDER HRIDAY
HERITAGE AREA 3 - DARGAH BAZAR ROAD

The stretch between the Dargah and Delhi Gate which is a commercial area can
be considered the influence zone as most of the users to this area come via this
road. It has the infrastructure as well as tourist facilities on the stretch which
when developed according to plan will be able to cater to the influx of users.

HERITAGE AREA 4- BRAHMA TEMPLE AND PUSHKAR LAKE


The delineated heritage area can be seen as two zones, one along the sacred
water front (i.e. ghats along Pushkar Sarovar including Brahma Ghat & Jaipur
Ghat among others) and another along the designated spiritual walkway
including important temples of Brahma ji, Gyan Gopal ji and Old & New Rangji.
The area also includes the vicinity taking into account the main commercial
streets and chowks of the town.

HERITAGE AREAS FOR IMPLEMENTATION UNDER HRIDAY
HERITAGE AREA 5 - RAILWAY STATION PRECINT
King Edward Memorial is one of the most significant colonial structures in Ajmer.
Located close to the Railway Station, it is on one of the main roads in the city, Jaipur
Road. It is currently used as a Guest House. The road goes further North towards other
heritage assets such as Soniji ki Nasiyan and Daulat Bagh, and East towards Jaipur. This
area is first used by anyone entering the city by rail. Infrastructurally, it is the backbone
for transportation. Hence, work on improvement of this road will enhance the
imageability of Ajmer besides improving the functionality for its users. Total Cost for
shelf of project – Rs 4.37cr

OVERLAPS OF SCHEMES IN IMPLEMENTATION PLAN


1. In naya bazar heritage walk zone 1 : Conservation and restoration of facades, covering & repair of drains, upgradation of public facilities, organization of parking , street
furniture, street lighting and illumination , underground wiring and resurfacing was under HRIDAY whereas museum at Akbari Kila was under State Archaeology and Tourism
Department.
2. Lakefront zone 2 : Development of cultural park at subhash udyan, Public space & recreational facilities at lakefront, development of pedestrian promenade along lakefronts,
lake ecology improvement was under HRIDAY whereas restoration and beautification of Ram Ghat: Anasagar lake and construction of 4 chattris at Anasagar lake was done
under PRASAD Scheme.
3. Dargah Bazaar Road Zone 3: Development of public space in heritage area, street furniture, streetscaping and drain repair/covers, uniform shopfronts and signage, heritage
conservation, upgradation of existing electrical infrastructure was sanctioned under PRASAD.
4. Brahma Temple and Pushkar Lake Zone 4: Conservation and restoration of facades, covering & repair of drains, upgradation of public facilities, street furniture, street lighting
and illumination , underground wiring was done under HRIDAY whereas Refurbishment & development works at Brahma Temple is done under PRASAD.
5. Railway Station Precinct Zone 5 : Façade restoration, Signages, street furniture, uniform vendor kiosk, street lights, pedestrian footpath and pavements, paving of parking
space, plaza development are done under HRIDAY whereas Restoration of KEM is done under PRASAD.
Smart City

The scheme was launched by [Prime Minister of India] Narendra Modi in December 2015, the main objective of
the scheme is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a
clean and sustainable environment and application of ‘Smart’ Solutions.

PURPOSE
The conceptualization of Smart City, therefore, varies from city to
city and country to country, depending on the level of 1 • Adequate water supply

SMART CITY AJMER- ANALYSIS
• This scheme got implemented in 2017 and almost 50% of
the work is in progress according to smart city officials. The
projects work progress:

• Ajmer elevated road project was of 220 crores and the work
is in progress.

• Anasagar lake chaupati walkway was completed in 2019. The


project cost was 4 crores, the length of corridor is 5.5 km.
According to site visit the work of lake front is completed but
the work of café is still in progress. New walkway provide a
better place for tourist and the lake is also cleaner from this
front.

• Anasagar escape water channel project i.e. development of


bandh is also in the progress and the work cost was 14
crores. They have made a fake fall of anasagar lake water
which is aesthetic and help in escape of extra water also.

SMART CITY AJMER- ANALYSIS
• Amphitheatre also the information center is also one of
the important project of Ajmer. The foundation work is in
progress at present(according to smart city official).

• Several parks are being made or earlier parks are being


renovated under the project cost of 10 to 11 crores.
Mostly work has been done.

Funding is being done by:
