Dear Ross

In accordance with the conditions of resource consent LUC-2014-1096, REG-2014-1097 and LUC-
2016-1552, Team Leader’s Approval is granted to work the area outlined in your winter works
application dated 13 April 2017. The scope of this approval is summarised below.

172a Don Buck Road, Massey

Area/Activity: As described in your email dated 13 April 2017 titled: “Stage 1A Winter works
extension for 172 Don Buck Rd Massey”, prepared by Ross Brackebush of Candor3.

This approval is subject to the following conditions:

1. That the extension is granted until 31 May 2017. If your winter works application requested
an extension of greater than one month, winter works will be re-assessed on a monthly or
weekly basis.
• As noted on site with Mark Riach (Schick Construction), this approval also covers the
limited stockpiling of excess clay from Stage 1a within Stage 2 and the associated
sediment control measures for that area. The stockpile should be established as soon
as possible and fully stabilised by no later than 31 May 2017

2. Any earthworks that are not subject to the current approved erosion and sediment control
plan (ESCP) will require an approved independent winter ESCP, as per the conditions of
consent.

3. Inspection advice notes issued on site by the Auckland Council or its representatives are to
be actioned within the timeframes stipulated. Where there is disagreement as to the
suitability of the action requested, immediate contact with the Auckland Council is essential.
Failure to comply with inspection advice notes or to contact the Auckland Council regarding
a disagreement shall be considered to be a breach of the winter works approval.

4. All earthworks shall cease and exposed areas shall be rapidly stabilised if, in the opinion of
the Auckland Council or its representatives, there is a significant risk of an adverse effect on
the environment. The consent holder shall be informed in writing of this decision.

5. Erosion and sediment control measures must continue to be maintained over the winter
period. To ensure all such measures on site are operating adequately, constant monitoring
and regular maintenance is required (including the removal of accumulated sediment where
necessary).

6. Please note that any areas not covered by this approval for a works extension must be
stabilised by 30 April 2017. The following stabilisation methods are acceptable, providing
the appropriate rate of grass seed and fertilizer is applied:

• seeding and straw-mulching, or


• other products and methods that are suitable for specific areas on sites,
such as erosion control geotextile and aggregate.

7. For areas approved to be worked until 31 May 2017, these areas of site must be stabilised
on or before this date.
8. Following 31 May 2017, no land disturbance earthworks may occur on site due to the
potential for erosion and subsequent sediment discharges. Stabilisation shall be undertaken
over 100% of the site. Again, if a further winter works extension is required this will be re-
assessed on a monthly or weekly basis.

9. Erosion and sediment control measures must continue to be maintained over the winter

and regular maintenance is required (including the removal of accumulated sediment where
necessary).
