Dear Consular Officer:

As the founder of Double D Services LLC, I hereby write in support of TN classification for Mr. Gustavo
Diaz Lazcano, the beneficiary, a citizen of Mexico. Double D Service LLC would like to engage the
temporary services of the beneficiary, Mr. Diaz Lazcano, as Systems Manager, functioning as Mechanical
Engineer, pursuant to the provisions of the North American Free Trade Agreement (NAFTA). To this end,
we outline below the nature of our business activities and of the position as well as the beneficiary’s
educational and professional credentials.

Petitioner: Double D Services LLC is utility service provider, primarily installing fiber optics for
communications companies in North Carolina. The company is organized as a Limited Liability entity,
founded in 2019 by its President, Jose Valadez. In 2019, the company started with only 3 employees, with
Google Fiber (through its work with Quanta) as its primary client. Since that time, Double D Services LLC
has grown exponentially, with large and mid sized work projects with established clients such as
Metronet. As an example of the growth, based on data from the Federal Communications Commission
data, Google Fiber’s customer base increased by 100% from 2016 to 2020, more than any other provider.
Metronet also provides FTTP (fiber to premise) service with a focus on local service provision, with
revenues estimated at $468.2 million, employing 1029 employees Globally, the fiber optic market in 2019
was estimated to be at 4.48 billion. The market is projected to grow to 9.73 billion by the year 2027. As a
result of the increase in demand for Fiber Optic Installation, Double D Services LLC has about 20 workers
at this time, and expects the growth in the market will continue, resulting in a need for additional
professional workers.

Strict compliance with governmental and regulatory requirements is an absolute “must” in the specialized
work that Double D Services engages in. For example, in 2019, Google Fiber had to pay $3.84 million to
the city of Louisville Kentucky to repair roads and public spaces when it pulled out of Louisville. Adding
temporary engineers to the staff of Double D Services LLC is needed to directly address the technical needs
of fiber optic industry.

Temporary Job: Double D Service LLC wishes to employ the beneficiary for a temporary period of three
(3) years in the professional position of fulltime Systems Manager, functioning as an Engineer. The
Systems Manager duties are as follows: Primary responsibility of performing mechanical engineering
assignments to address and resolve control systems, equipment and operational issues. Analyze system
data, making appropriate adjustments to address discrepancies, identifying root causes of system
control failures. Monitoring control system component conditions for potential problems. Review
performance data from regular testing or inspections. Apply engineering techniques to procedures and
criteria involved with fiber optic installation, to prevent system problems. Skills required: multi-tasking,
analytical, detail oriented, ability to coordinate and collaborate, leadership ability.

Due to the increasingly technical demands of our business, our operations require professional, applied-
science management of every aspect of our fiber optic installation projects. As such, the Systems Manager
position requires at minimum an undergraduate college degree or equivalent in engineering (or related
area), or a professional engineering license.

Beneficiary: Double D Services LLC believes that Mr. Diaz Lazcano is amply qualified to serve in this
professional position, described above, by virtue of his educational background and professional
experience. He has successfully held a professional Mechanical Engineer license since May 18, 2020
(verified by National Register of Professionals (sep.gob.mx)). He completed his Mechanical Engineering
undergraduate degree on February 13, 2019 from the distinguished Instituto Tecnologico de Apizaco. Mr.
Diaz Lazcano’s professional resume and credentials are enclosed for your review.

Terms of Employment: For the professional services, the beneficiary will be compensated at an hourly
rate of $16.80 per hour with standard employment benefits for a period of 3 years. The employer will
provide transport to all work sites. The beneficiary may choose housing provided by employer with
weekly $100 payroll deduction, if he elects. At the end of the three years, the employer will provide for
the cost of reasonable transportation in order for the beneficiary to return to his home country.

In view of our need for the beneficiary, we respectfully request your favorable consideration and
