PhALGA Narrative Report

Sinimulan ang programa at binalikan ang history kung paano nabuo ang Phalga sa unang
araw ng seminar. Pinangalawahan ito ng pagpapakilala sa mga Presidents, Host league,
Advisers and past presidents, at National Officers and guests at sinundan ito ng isang
Doxology at National anthem sa pangunguna ng Sorsogon cathedral chorale. Ang Phalga
Vice President ng Southern Luzon na si Genrisa D. Medrano ay sinimulan ang deklarasyon
bilang pagbubukas ng 16th Southern Luzon Geogrphical congference at ito ay sinundan ni
Nancy A. Torres para sa pagtanggap sa mga participants ng Phalga. Sa pagbubukas ng
programa ay nagbigay ng mesahe si Smith O. Valdez (Phalga President), Hon. Ester E.
Hamor (Sorsogon City Mayor), Atty. Odilon L. Pasaraba (Undersecretary, Department of
Interior and Local Government), Hon. Jose Edwin B. Hamor (Province of Sorsogon Governor,
Dr. Persida V. Rueda-Acosta (Chief Public Attorney). Sa pagpapatuloy ng programa ay
ipinaliwag ni Hon. Hermilando I. Mandanas (Province of Batangas Governor) ang Mandas
case and its impact in Barangay at ito ay sinundan ni Atty. Rowena Candice M. Ruiz
(Executive director) parang sa pagdidiscuss ng GPPB: Procurement Basics and updates.

April 11, 2024

Sa ikalawang araw ay sinimulan ni Mr. Bobby Gigantone (Chief tourism operations officer,
Province of Sorsogon) ang pagpapakita sa mga Tourist spots ng Sorsogon City. Si Mr. Robert
E. Beltran naman ay naidiscuss ang IUEEU ng LGU at si Dir. John Aries S. Macaspac (SPIB,
Department of Budget and Management) ay ipanaliwanag ang Barangay and SK budgeting.
Sa pagpapatuloy ay naidiscuss din ni Atty. Pio R. Dargantes (Former Ombudsman for
Visayas) ang Avoiding the Common Administrative and criminal cases in Local government.

April 12, 2024

Sa huling araw naman ay ipinaliwanag ng motivational speaker na si Bro. Alvin P. Barcelona
ang Leadership with passion and purpose. Natapos ang seminar sa ganap ng 1:00 pm ng
tanghali.
