your principal task is to capture it.

Attention getter may include an


anecdote, a surprising thought, a

physical activity. Be CREATIVE!

around the world use marijuana—more than 3.8% of
the planet’s population. The underlying reasons for
this use are medical and recreational.
Motivation
Motivation material provides a compelling reason
for the audience to make the effort to listen.

What you DON’T want the audience to think is,


“So what?”

Make the audience feel how the speech topic


relates to their interests or experience.

Show them how the information may be useful to


them.

Julia Cunanan who is just 7 years has already been prescribed


seven anti-seizure drugs, including phenobarbital and Valproic
acid. Julia suffers from an intractable form of epilepsy called
Dravet syndrome, still experiences the side-effects of these
synthetic drugs which include damage to the kidney, liver and
pancreas. Why should we care? Because most of us, if not all, will
become parents in the future. And the last thing that we would
like to see is to watch our child suffers, and we are helpless.

just after the overview (however, it can
be stated earlier in the introduction).

With this, I strongly believe that the use of medical


marijuana should be made legal in the Philippines.

• The overview can be likened to the Table of Contents in a book. The
overview lets the audience know what points will be covered in the body.

Why? Allow me to present three main arguments. Medical


marijuana should be legalized, FIRST the merits of medical
marijuana, SECOND the benchmark from other places which
allow marijuana for medical use, and FINALLY the economic
implications.

first cannabis exchange-traded fund is on its way to becoming the second most
profitable exchange-traded fund (ETF) in Canada after offering 50% return in 2018.

According to an online article (2021) medically reviewed by Dr. Jennifer Casarella, cannabinoids -- the
active chemicals in medical marijuana -- are similar to chemicals the body makes that are involved in
appetite, memory, movement, and pain. Let’s go back to the story of Julia Cunanan. Her mother said that
Julia is having seizures. “The seizures are still there; the damage and the pain are really harmful.” She
mentioned that her daughter may have up to 1,000 seizures daily. She also noticed developmental delays in
Julia, which she attributes to her synthetic medications. Taking synthetic drugs and undergoing
chemotherapy are both expensive. And these could be a luxury to many average income-earners in the
Philippines.

You might be worried about the abuse of marijuana use. Let’s look at how other countries successfully
implemented the use of marijuana for medical purposes. According to the Addictive Drugs Act, only the
Austrian Agency for Health and Food Safety (AGES; supervised by the Austrian Federal Ministry of Labor,
Social Affairs, Health and Consumer Protection, as well as the Austrian Federal Ministry for Agriculture) is
permitted to cultivate cannabis for the purpose of manufacturing pharmaceuticals as well as for related
scientific purposes. The same right is granted to subsidiaries in which AGES holds at least 75% of the shares
and that are founded for this purpose. [1/3]

Production, manufacturing, conversion, purchase and possession of medical cannabis requires a specific
authorization for production of pharmaceuticals according to the Austrian Trade Act issued by the Federal

authorization for production of pharmaceuticals according to the Austrian Trade Act issued by the Federal

benchmark from Austrian government is very feasible in our country.

Finally, let’s talk about economic implications. According to the Management Study Guide, the Canadian
marijuana market is expected to be in the range of $5 billion to $8 billion per annum. Since the sale of cannabis
is now be legal in Canada, the Canadian government had the authority to tax the sale. The Canadian
government decided to levy a tax of $1 per gram of marijuana or 10% of the sale price whichever is higher.
This means that the Canadian government earns at least $500 to $800 million in additional taxes every year!

legalization contributes to their economy.
