must be maintained throughout the
presentation, but at the beginning
your principal task is to capture it.
Julia Cunanan who is just 7 years has already been prescribed seven anti-seizure drugs, including
phenobarbital and Valproic acid. Julia suffers from an intractable form of epilepsy called Dravet
syndrome, still experiences the side-effects of these synthetic drugs which include damage to the
kidney, liver and pancreas. Why should we care? Because most of us, if not all, will become parents
in the future. And the last thing that we would like to see is to watch our child suffers, and we are
helpless.
With this, I strongly believe that the use of medical marijuana should be made legal in the
Philippines. Why? Allow me to present three main arguments. Medical marijuana should be
legalized, FIRST the merits of medical marijuana, SECOND the benchmark from other places
which allow marijuana for medical use, and FINALLY the economic implications.

You might be worried about the abuse of marijuana use. Let’s look at how other countries successfully
implemented the use of marijuana for medical purposes. According to the Addictive Drugs Act, only the
Austrian Agency for Health and Food Safety (AGES; supervised by the Austrian Federal Ministry of Labor,
Social Affairs, Health and Consumer Protection, as well as the Austrian Federal Ministry for Agriculture) is
permitted to cultivate cannabis for the purpose of manufacturing pharmaceuticals as well as for related
scientific purposes. The same right is granted to subsidiaries in which AGES holds at least 75% of the shares

Finally, let’s talk about economic implications. According to the Management Study Guide, the Canadian
marijuana market is expected to be in the range of $5 billion to $8 billion per annum. Since the sale of cannabis
is now be legal in Canada, the Canadian government had the authority to tax the sale. The Canadian
government decided to levy a tax of $1 per gram of marijuana or 10% of the sale price whichever is higher.
This means that the Canadian government earns at least $500 to $800 million in additional taxes every year!

Consequently, the legalization contributes to their economy.
The story of Juliana Cunanan is proof. The success stories of Austria, Canada, Finland,
and other countries are living proof. We should not be helpless living witnesses to the
sufferings of our friends, our neighbors, and our loved ones. Legalize the use of medical

chemicals in medical marijuana -- are similar to chemicals the body makes that are involved in appetite,
memory, movement, and pain. Let’s go back to the story of Julia Cunanan. Her mother said that Julia is having
seizures. “The seizures are still there; the damage and the pain are really harmful.” She mentioned that her
daughter may have up to 1,000 seizures daily. She also noticed developmental delays in Julia, which she
attributes to her synthetic medications. Taking synthetic drugs and undergoing chemotherapy are both
expensive. And these could be a luxury to many average income-earners in the Philippines.
