EXECUTIVE ORDER No. 009
Series of 2022

AN ORDER REORGANIZING THE MUNICIPAL PEACE AND ORDER COUNCIL


(MPOC) OF MAPUN MUNICIPALITY, PROVINCE OF TAWI-TAWI AND
ESTABLISHING OTHER INSTITUTIONS PERTAINING THERETO;

WHEREAS, the Local Government Code of 191 mandates all Local Government Units (LGUs)
to maintain peace and order and preserve comfort and convenience for their respective
constitutions. Thus, the implementing rules and regulations of the Local Government Code of
1991 directs all LGUs to create/organize their Local Peace and Order Council (LPOC);

WHEREAS, Executive Order No. 773, Series of 2009 further reiterates the creation of Local
Peace and Order Council and Providing therefore the prescribed compositions including the
participation of the Private Sectors;

WHEREAS, DILG-MC 2015-30 established standard and guidelines in the functions, roles and
responsibilities of the Local Peace and Order Council and its Secretariat and further require
creation of Technical Working Group (TWG) for the Peace and Order and Public Safety
Planning;

NOW, THEREFORE, I, HON. SURAIDA F. MUKSIN, Municipal Mayor of Mapun,


Province of Tawi-Tawi do hereby ordain the reorganization of the Municipal Peace and Order
Council (MPOC) identifies as follows;

Section 1 – Composition – The Municipal Peace and Order Council of Mapun, Tawi-Tawi shall
be composed of the following;

Section 2 – Duties and Responsibilities – The Municipal Peace and Order Council of Mapun
shall perform the following;

a. Provide a forum for dialogue and deliberation of major issues and problems affecting
peace and order, including insurgency;
b. Recommend measures which shall improve or enhance peace and order and public safety
in their respective areas of responsibility, including anti-insurgency measure;
c. Recommend measure to converge and orchestrate internal security operations effort of
civil authorities and agencies, military and police;
d. Apply moral suasion to and/or recommend sanctions against local chief executive who
are giving material and political support to the communist rebel;
e. Monitor the provision of livelihood and infrastructure development programs and projects
to the remote rural and indigenous populated areas adopted to isolate them from the
communist rebels and ideological, political and organization works;
f. Perform all other functions assigned by law, the President or the higher POCs;

* The Civilian Volunteer Organization (CVOs) shall be managed and supervised by the
respective Regional, Provincial, City and Municipal Directors of the PNP.

g. Convene the POC Quarterly Meetings, or as often as needed arises;


h. Invite other concerned agencies, not included in EO 773 to join or participate in POC
Meeting and/or activities;
i. Formulate a 3-year POC Operational Plan, or a 3-Year Municipal Peace and Order and
Public Safety Plan (POPSP) to be incorporated in the Comprehensive Development Plan
(CDP);
j. Provide a forum for inter-disciplinary dialogue and deliberation of major issues and
concerns affecting peace and order and public safety nationwide;
k. Recommend strategic actions or activities aimed at promoting, improving, and
maintaining peace and order and public safety measures including anti-insurgency, within
their respective jurisdictions;
l. Formulate and adopt an effective mechanism for the coordination, cooperation and
consultation involving the Local Executives, Citizenry, and Law Enforcement agencies
under RA 6975 as amended in the adoption of the Community Service-Oriented Policing
(CSOP) System;
m. Create special action committee to address the immediate issues on peace and order and
public safety in case of emergencies (e.g. Criminality, Countering Violent Extremism,
etc.);
n. Create a Technical Working Group (TWG) for the purpose of POPS Planning, following
the guidelines prescribed by the DILG on the tools and process on POPS Planning;
o. Submit Semestral POC Accomplishment report to the NPOC, through their respective
POC
Secretariat;
p. Serve as the convergence mechanism to support the Comprehensive Local Integration
Program (CLIP) committee in its implementation at the Province and HUC POC Level;
q. Provide staff and financial support to POC Secretariat, and;
r. Perform such other functions as may be directed by law, the NPOC, or the President.

Section 3 – POC Secretariat – there is hereby created an MPOC Secretariat to be composed of


the following;

Section 4 – Roles and Functions of the Secretariats – The MPOC Secretariat shall regularly
perform the following roles and functions;

a. Assist the Chairman in the conduct of the POC Meeting;


b. Provide technical assistance in the performance of the administrative and technical task of
the POC;
c. Recommends and prepare POC Meeting agenda and other similar documents needed in
the conduct of the POC meeting;
d. Prepare resolutions and minutes of the meeting of the council;
e. Prepare, Monitor and submit Semestral POC Accomplishments to the NPOC through
higher POCs;
f. Prepare, Monitor and submit Quarterly POC Accomplishments to the NPOC through
higher POCs;
g. Provide technical support or assistance to activities related to Peace and Order and Public
Safety situation in the Municipality;
h. Perform other functions as may be assigned by the council.

Section 5 – Creation/Organization/Composition of the Technical Working Group (TWG) – a


TWG is hereby created, which shall be composed of the following;

Section 6 – Roles and Responsibilities of the Technical Working Group (TWG) – the POPS Plan
Technical Working Group (TWG) shall perform the following;

a. Prepare documents that could serve as reference for the profiling of the strategic direction
for the Peace and Order and Public Safety situations and issues in the Municipality;
b. Conduct data gathering and analysis and stakeholder’s consultation needed;
c. Coordinate with the Municipality and Community for data gathering and action planning
for the creation and implementation of the Peace and Order and Public Safety Plan;
d. Present data and issues to the council for prioritization and development of strategies;
e. Participate in the drafting, review and adoption of the POPSP;
f. Take part in the submission and adoption of the POPSP;
g. Coordinate with the internal and external stakeholders for the effective communication
and monitoring of the POPSP;
h. Establish monitoring and evaluation system for the implementation of POPSP.

Section 7 – Creation and Composition of the Mapun Anti-Drug Task Force – There is hereby
created a Special Action Committee to be known as the Mapun Anti-Drug Task Force to be
compose of the following;

a. Chief of Police, Mapun MPS


b. Commanding Officer Philippine Marines, Mapun Station
c. Commanding Officer Philippines Coast Guard, Mapun Station
d. Liga ng mga Barangay Federation President, Mapun Local Government Units
e. MBHTE Representative
f. Religious Sector Representative
g. MSWO-MSSD Officer
h. MOH Representative

Section 8 – Roles and Functions of the Special Action Committee – the Special Action
Committee known as the “Mapun Anti-Drug Task Force” shall perform the following;

a. Conduct Activities related to the campaign against illegal drugs;


b. Coordinate with National Government Agencies on matters concerning illegal drugs;
c. Perform other functions relating to the peace and order and public safety issues in the
Municipality.
