the proposal which aims to provide for the upskilling of recruited kasambahays
of Private Employment Agencies (PEAs) through the convergent intervention of
the Department and TESDA.

As agreed by the body, the TWG has recommended to invite the DTI, DOST, and
DepEd, as part of the TWG to include programs and initiatives on education,
science and technology, and innovation and business. To facilitate the monitoring
and operationalization of the Working Group, it was also agreed to identify which
agency shall serve as the TWG Permanent Secretariat, with the DICT as the
proposed agency.

With the enactment of the Republic Act (RA) No. 11927 or the Philippine Digital
Workforce Competitiveness Act, the IT-BPM TWG has recommended to subsume
all ICT-related initiatives under the Inter-Agency Council for Development and
Competitiveness of the Philippine Digital Workforce mandated by said law.

As one of the commitments under the RA No. 11927, the DOLE and DICT have
collaborated for the conduct of the Digital Technology and Digital Skills Mapping
initiative, which is also aligned with the Five (5)-year National Talent Development
Program for the IT-BPM industry formalized during the IT-BPM Talent Summit held
last 26-27 April 2023.

As a precursor of the initiative, the Technical Working Group (TWG) on Talent

multi-stakeholder approach to support the industry to develop workforce-ready and
globally-competitive Filipino talents through upskilling and reskilling of potential and

available and responsive to industry needs.

On livelihood support, the DTI conducted rapid assessments on 3,964 families

the Provice of Albay. Likewise, the DTI also helped 30 beneficiaries of the Livelihood
Seeding Program and Pangkabuhayan sa Pagbangon at Ginhawa (PPG) in Tabaco
City. The assistance consists of 15 food processing kits and 15 sari-sari store kits
amounting to a total of PhP300,000.00.

skills training on weaving/manufacturing of baskets, table runner,
and gift boxes in Barangay San Antonio, Tabaco City; and
● Continuous monitoring and provision of consultancy assistance is
being conducted from time to time.

Under DOLE’s TUPAD Program, 5,247 evacuees from the seven (7) LGUs in the
Province of Albay were covered by the program with a total allocation of
PhP60,634,332.00. Wherein, each beneficiary has received a total of Php11,556.00
assistance, composed of PhP10,950.00 total amount of wage for the 30-days work,
PhP550.00 cost of TUPAD Personal Protective Equipment (PPE) and PhP56.00
enrollment to micro-insurance. The first pay-out was on 13 July 2023, releasing
PhP2.730 million to 748 evacuees in the municipality of Guinobatan, Albay. The
DOLE has continued its emergency employment intervention through the TUPAD
program to the affected families of the heightened activities of Mayon Volcano and
as of 11 August 2023, Php29.170 million was released to the seven LGUs in Albay,
benefiting 4,996 individuals.

On 28 September 2023, the DILG conducted a coordination meeting with the DOLE
to discuss possible permanent sustainable livelihood interventions for affected
families in Albay. Relative thereto, a dialogue with the concerned local chief
executives is targeted to be held in the 2nd week of November 2023.25

The DILG downloaded instructions to the PNP and BFP to (i) take the necessary
actions, in close coordination with other government agencies (i.e., DSWD), to
ensure compliance with the said presidential directive, and for the PNP and BFP to
extend assistance to the LGUs in maintaining peace and order, and (ii) ensuring
public safety in areas affected by the Mt. Mayon's condition.

Further, the DILG issued an Advisory on the "Increased Activity from Mayon
Volcano's Summit Crater'' enjoining the concerned LGUs of the Province of Albay to
undertaking, among others, the following:
● Ensure that all critical preparedness actions indicated in the DILG Advisory re
"Mayon Volcano Alert Level Raised from Alert Level 2 (Increasing unrest) to Alert
Level 3 (Increased tendency towards a hazardous eruption)" issued last 08 June
2023 are already being properly implemented;
● Maintain active monitoring of DOST-PHIVOLCS' Mayon Volcano bulletins and
advisories and closely coordinate with PHIVOLCS for information, and provide
periodic updates to the local DRRMCs; and
● Carry out disaster response activities in affected areas.
