2. FINANCIAL ASSISTANCE IN TESTING/SYSTEM/PRODUCT CERTIFICATION


For availing Testing OR Management Systems OR Product Certification, of upto 75% of the total

cost of Certification, with the maximum ceiling of subsidy being Rs. 50,000/-.
3. International Cooperation (IC) Schem
Stall Charges subject to a maximum of Rs. 4.00 lakh or actual rent paid, whichever is lower

6. Joining Reward of Rs. 10,000/-
Joining reward of Rs. 10,000/- will be offered to each MSME once they take the ZED Pledge which
needs to be utilized within a defined time period. This joining reward may be used by an applicant
MSME only once while applying for a ZED Certi?cation (Bronze, Silver, Gold). This joining reward
will be valid only for 1 year after taking the ZED Pledge.

7. Subsidy on Cost of ZED Certification (80%, 60% & 50% for Micro, Small and
Medium Enterprises, respectively)
Any number of Units registered under one Udyam Registration can apply for subsidy under this
Scheme. Each Unit (under one Udyam Registration) will need to apply for Certification separately to
avail subsidy/benefits/incentives. 80%, 60% & 50% for Micro, Small and Medium Enterprises,
respectively.

8. Additional Subsidy of 10% for the MSMEs owned by Women/SC/ ST Entrepreneurs


OR MSMEs in NER/ Himalayan/LWE/Island territories/Aspirational districts
There will be an additional subsidy of 10% for the MSMEs owned by Women/SC/ ST Entrepreneurs

31. Technology Transfer and Quality Certification, ZED Certification
The fee payable for obtaining BIS/ ISO/ FSSAI/ AGMARK/ HALLMARK/ SILK MARK/ ZED
Certification etc. and fee payable for getting Technical knowhow/ Technology transfer from any
recognized national /international research laboratories/ Technical Institutes/ University, Institutions
like CFTRI, CIPET, etc. by eligible unit, will be provided subsidy up to the extent of 75%, subject to
a ceiling of Rs. 10.00 lakh.

32. Quality Certification Subsidy
As per Arunachal Pradesh State Industrial and Investment Policy 2020, the fee payable for obtaining
BIS/ISO/FSSAI/AGMARK/HALLMARK/SILK MARK/ZED Certification etc by eligible unit, will
be provided subsidy up to the extent of 100% subject to a ceiling of Rs. 20 lakhs per unit.

33. Quality Certification Subsidy
The new and existing Micro, Small and Medium category industries established by general category
entrepreneurs in the State shall be reimbursed 50% of the amount spent, maximum Rs. 5 Lakh for
obtaining ISO 9000, ISO14000, ISO18000, ISO22000 category, IS certification, ZED certification,
Bureau of Energy Efficiency (BEE) certification LEBPcertification in the field of new and renewable
energy, Euro Standard or other similar national/international certification

34. Quality Certification
With a vision to encourage domestic products to be globally competitive, the policy will promote
quality certifications under Zero Defect Zero Effect (ZED scheme) and also support to obtain
ISI/WHO-GMP/Hallmark certifications & other national/International certification from Quality
Council of India. For ZED certification, MSMEs can avail assistance up-to 50% of certification cost
maximum up-to INR 50,000 after deducting the assistance received from Government of India.

35. Freight Assistance
The freight assistance to the extent of 1% of Free on Board (FOB) value or actual freight excluding
government fee and taxes on transportation of goods from place of manufacture to the seaport/ air
cargo/ by road up to international border, whichever is less and maximum up to INR 10 lakh in ‘C’
and ‘D’ category blocks and INR 5 lakh in ‘A’ and ‘B’ category blocks per annum to new exporting
micro and small enterprises with turnover less than INR 10 crore and having ZED certification,
located anywhere in the State.

36. Assistance in Quality Certification
For ZED Certification for improving brand recognition of MSME and reducing effect on
environment: GoI provides assistance @ 80%, 60% and 50% to micro, small and medium units
respectively. GoMP will provide assistance up-to 50% of the balance amount (10%,20%,25% of total
cost respectively to micro, small and medium units).

37. Additional Incentives for Strengthening MSMEs
The followings incentives shall be admissible to the Expansion Projects of MSMEs so as to promote
quality competitiveness, Zero Defect Zero Effect (ZED scheme), Research & Development,
technology up-gradation, water & energy conservation, cleaner production measures and credit
rating: - (i) 5% subsidy only on additional capital equipment acquired for Technology Up-gradation,
subject to a maximum of Rs. 25 lakhs. (ii) 75 % subsidy on the expenses incurred on quality
certification limited to Rs. 1 Lakh. (iii) 25% subsidy on additional capital equipment acquired for
cleaner production measures, limited to Rs. 5 Lakhs. (iv) 75 % subsidy on the expenses incurred on
patent registration limited to Rs.10 Lakh for the National patents and Rs. 20 lakhs for the
International patents. (v) 75% of cost of water audit limited to Rs. 1.00 Lakh. (vi) 75% of cost of
energy audit limited to Rs. 2.00 lakh. (vii) 50% of the cost of Capital Equipment under the measures
to conserve/recycle water, limited to Rs. 5 lakhs. (viii) 50% of the cost of additional Capital
Equipment for improving energy Efficiency, limited to Rs. 5 lakh

38. Additional support to ZED Scheme of GOI
Reimbursement of 50% of expenses subject to maximum of Rs. 5 lakh incurred on plant and
machinery/testing equipment for obtaining at least bronze category status under ZED scheme.

In Rajasthan Investment Promotion Scheme, 2019 [ Clause 5.15 (e) ] there is a Provision of "One-
time reimbursement of 50% of Investment made on plant and machinery and testing equipments for
obtaining Sliver or Gold or Diamond or Platinum rating under Zero Defect and Zero Effect
Certification Scheme of Government of India, subject to maximum of rupees five lakh.

41. Subsidy on procurement of quality certificate
New units, existing units and existing units undertaking substantial expansion, procuring quality
certification like ISO, ISI, BIS, FPO, BEE, AGMARK, ECOMARK, ZED rating etc shall be given a
subsidy of 30% of the total cost incurred for obtaining the said certificate, subject to a maximum of
Rs 2 Lakhs, as certified by the CA. This incentive, however, can be availed only once.

42. Capital Subsidy Scheme
All existing micro and small manufacturing enterprises with Quality Certifications including ZED set
up anywhere in Tamilnadu graduating to higher category by undertaking expansion or diversification

46. Quality Certification

47. Subsidy for Quality Certification:
Subsidy for Quality Certification: Assistance will be granted for maximum 3 quality certifications @
50% of the cost of quality certification with a ceiling of Rs. 2 lakhs per unit. The cost of certification
will include fees charged by certification agency, approved by Quality Council of India (QCI)
(excluding travel, hotel and surveillance charges.

78. Additional subsidy/ incentive
One time additional subsidy/ incentive shall be provided to MSMEs registered under Udyam portal of
MSME and obtained ZED Certification from the Ministry of MSME as per the following break-up: a)
Eligible industrial enterprises wherein investment made in Plant and Machinery up to Rs. 1.00 Crore
shall be provided one time subsidy of Rs.2 Lakhs per enterprise. b) Eligible industrial enterprises
wherein Investment made in Plant and Machinery from Rs.1.00 Crore to 10 Crore shall be provided
one time subsidy of Rs.5 Lakhs per enterprise. c) Eligible industrial enterprises wherein Investment
made in Plant and Machinery above Rs.10 Crore shall be provided one time subsidy of Rs.10 Lakhs
per enterprise.

83. Quality Certification
The scheme aims to encourage MSMEs to acquire quality standards/certifications for process and
product, such as ISO 9000/ISO 14001/ISO 22000/Hazard Analysis and Critical Control Point
(HACCP)/ Good Hygienic Practices (GHP) / Good Manufacturing Practices (GMP) Certifications,
BIS Certification, Zero Defect and Zero Effect (ZED) Rating or any other international quality
certification recognized in India by a competent authority. The government reimburses payments
made to Consultancy and certification agencies towards acquiring such Quality Certification subject
to a ceiling of Rs.2.00 lakhs for National level certification and Rs.10.00 lakhs for International level
Certification.
