AATMANIRBHAR ABHIYAN: THE CASE OF CRISIS TURNED INTO AN
OPPORTUNITY & CHALLENGES

Abstract:
Aatmanirbhar Bharat, which translate to ‘self reliant India’, is a Hindi phrase
popularized by Prime Minister of India Narendra Modi and the Government of
India in relation to economic development of the country during and after covid-19
pandemic.
Aatmanirbhar Bharat Abhiyan is the new version of ‘Make in India’ which was
announced by the Hon’ble Prime Minister on 12thMay 2020 with a new vision. The
detailed announcement where made in five days relief package by the Finance
Minister Nirmala Sitaraman to mitigate the negative effect of the covid-19
pandemic. In critical situation of pandemic when international movement of Goods
and Services prohibited, India showed the independent skill of manufacturing PPE
by growth of this sector from zero to 1,50,000 pieces a day by the beginning of the
May, indicating the capacity of self-reliance. The government of India clarified that
it doesn’t aim to adopt protectionism against other countries. Those sector which
require FDI and Foreign technology are always welcome. The paper focuses on
those sector and areas which have potential to achieve self-reliance in future. It try
to analyze the limitations and bring out the various suggestion to utilize the existing
capacity for becoming a global supplier.
Introduction:
The Prime minister of India Narendra Modi announced the Atmanirbhar Bharat.
From the last one year the whole world face the covid-19 pandemic. The India and
the whole World face the financial crisis because of the lockdown. There is a very big
lockdown in the India in a history. The Prime Minister are see this crisis as a
opportunity. They announced Atmanirbhar Bharat Abhiyan for the Indian
Economy. They announced the 20-lakh crore package to revive the economy and
address the issues affecting various sections of people. The package is about 10%
Indian total GDP. The Atmanirbhar Bharat is the mission and vision of our PM
Narendra Modi to make India self-reliant. Atmanirbhar means to promote and give
preference to indigenous product and ensuring that these product match their
counterpart in cost and quality. The Prime Minister said that we take a crisis as a
opportunity for a future benefits. The Finance Minister of India Nirmala
Seetaraman has announced the special package for the Atmanirbhar Bharat
Abhiyan in the Budget 2021.
Rationale and Gap analysis:
Is it a new scheme? No, It was back in 1905, ‘Swadeshi movement the first of its
kind i.e. becoming self-reliant. The first time when Indian ruler realized the
importance of Swadeshi and it after Independence India was suffering from
poverty, scarcity of resources, less technology, unemployment, scarcity of fund and
the then political will forced India to adopt socialist policy. Till 1990s, India fall in a
debt trap with increasing population, less production, closed economy had further
increased India’s debt. Then India adopted New Economic Policy in 1991 known as
the LPG reforms. It enhances some investment in India, increased India’s
manufacturing and exporting but it was not enough to achieve complete self-
reliance. Till now India is an import based country and India’s deficit is near about
half of India’s GDP. Simultaneously, China grows as a manufacturing hub had
spread their trap all over the world, occupied global market slowly and gradually. It
was the first time during covid19 pandemic India realized the value of self-reliance
as need of the hour. In the period of the covid-19 pandemic the PM Narendra Modi
announce the Atmanirbhar Bharat Abhiyan for the development of the Indian
Economy. In the budget 2021 there is special package for the Atmanirbhar Bharat
Abhiyan. In the Atmanirbhar Bharat various sectors Micro, small and medium
enterprises (MSME) Non-banking financial institutions (NBFC), real estate, power
sector etc. Now these sectors get a support from the government.
Objectives of the study:
The Atmanirbhar Bharat Abhiyan is the announce by the Prime
Minister of India Narendra Modi. The Atmanirbhar Bharat having a
objectives towards Indian economic Development. The objectives are as
follows:
• To study on Atmanirbhar Bharat Abhiyan.
• To study on the capacity of some sectors to achieve self-reliance.
• To find out the problem on the way to Atmanirbhar Bharat.
• To study on government initiatives, schemes and support towards
Atmanirbhar Bharat Abhiyan.
• To study on impact of Atmanirbhar Bharat Abhiyan on Indian
Economy
Hypothesis of the study:
• Atmanirbhar Bharat Abhiyan have a positive effects on the Indian
Economy during and after the pandemic period
• Atmanirbhar Bharat Abhiyan have a negative effects on the Indian
Economy during and after the pandemic period
Research and Methodology:
The research is based on the secondary data the data taken
from the articles, journals, news-paper, and the magazine.
The Atmanirbhar Bharat Abhiyan is recently announced
by the Prime Minister of India.
Preliminary work/ Survey:
The survey is done for the research of the Atmanirbhar Bharat Abhiyan.
There is observation survey is done by the researcher. On the based
observation the Indian Economy need the funds for the growing their
business after the pandemic. After lockdown many industries are
suffering from loss they need to some support for their business. The
Atmanirbhar Bharat promote the all industries.
Expected Outcomes:
Aatmanirbhar Bharat is announced for the development of Indian economy.
There are certain outcomes expected by the Indian people from the mission of
Aatmanirbhar Bharat. The Aatmanirbhar Bharat is not a fight against covid-19 it
is a reconstruction in India for the future benefits. There is a certain outcomes
expected by Aatmanirbhar Bharat form the peoples. The government focus on the
economy, infrastructure, technology, vibrant demography and demand. The
people expect the government can focus on the agricultural sector. Government
will provide the various scheme and loan to the public for agriculture and
increase the import to the world. In the automobile industry, textile industry and
the other important sector the people expect the India is one of the best country in
the global economy.
Benefits to the society:
The following are the beneficiaries of Aatmanirbhar Bharat
Abhiyan:
• Labors / Workers
• Kisan (Farmers)
• Daily wage Earners
• People who works for development of the country.
• Middle class people who pay income tax government. • Upper
class people who gives strength to the economy.
Significance of the study:
Taking about turning a crisis into an opportunity, he gave the example
that the production of PPE kits and N-95 masks in India has gone up
from almost being negligible to 2 lakh each daily.
• Self-reliance will make globalization human-centric. The definition
of self-reliance has changed in a globalized world and it is a different
from being self-centered. India’s fundamental thinking and tradition of
“Vasudhaiva Kutumbakam” provides a ray of hope to the world. This is
seen in the context of human-centric globalization versus Economy
Centralized Globalization.
• • Self-reliance dose not mean cutting India off from the world. India
believes in the welfare of the world and India’s progressed linked with
world. The world trust that India has a lot to contribute to the
development of the entire humanity. • The PM also stressed on the
need to be vocal for local product and urged.
Cost Analysis:
The PM announced the Aatmanirbhar Bharat Abhiyan for the
development of the Indian economy. The finance minister of India
announced the special package for the Atmanirbhar Bharat Abhiyan.
The Atamanirbhar Bharat divided into four sectors. The first sector
includes MSME, NBFC, real estate, power sector etc. The second
sector focuses on providing free food grains to migrant workers who
do not posses a ration card. The third sector focus on the agricultural
farming. The fourth sector focuses on sector of defense, aviation,
power, mineral, atomic and space.
FIRST SECTOR:
Employees/ taxpayers: Measures:
• The rate of tax deduction sources (TDS) and tax collection at
source (TCS) have been cut by 25% for the next year.
• EPF support provide to low income organized workers in small
units under the PMGKY, is Being extended for another 3
months
MSMES: Measures:
• Provision of Rs 20000 crore as subordinate debt for 2 lakh
MSMEs which are stressed or deemed non-performing assets.
• global tenders will not be allowed for government
procurement up-to 200 crore

SECOND SECTOR:
Free food grains: Details:
• The center will provide 300 crores for providing free food grains
for migrant workers without ration cards for the next 2 months.
This is an extension of the PMGKY.
Credit facilities:
Details:
• Street vendor will be given access to easy credit through as 5000
crores scheme, which will offer 10000 loans for initial working
capital
• NABARD will provide additional refinance support worth 30000
cross to rural banks for crops Loans.
Affordable rental housing:
Details:
• A scheme to build rental housing complexes through PPP mode
would be launched under the existing Pradhan Mantri Awas Yojana
(PMAY).
• The credit linked subsidy scheme for lower middle class housing
under PMAY will be also extended by one year to March 2021
THRD SECTOR:
Inter-state trade:
Details:
1. Plans to enact a central law to permit a barrier free inter-state trade
of farm commodities and trading.
2. This will allow to farmers to sell produce at a attractive prices
beyond the current mandi system.
Agricultural infrastructure:
Details:
• Investment of 1.5 lakh crore rupees to build farm gate infrastructure
and support logistic need for fish workers, live stock farmers,
vegetable growers, beekeepers, and related activities.
FOURTH SECTOR:
Defense:
Provision:
1. Provision for banning the import of some weapons and platforms to
indigenize defense Production.
2. There is a provision for a separate budget for domestic capital
procurement. This would help reduce the defense import bill and
encourage domestic production.
Minerals:
Provision:
1. The govt monopoly on coal would be removed with the introduction
of commercial mining on a revenue sharing basis.
2. The private sector would be allowed to bid for 50 coal blocks private
players would also be allowed to undertake exploration activities.
Future Benefits:
1. Textile industry: Indian textile industry is a second largest industry in
agriculture in terms of economic contribution and employment
generation. Textile and Apparel sector contributes 14% to industrial
production, 4% to India’s GDP, and constitutes 15% of the country’s
export earnings. India imports accessories and raw materials from
China for textile industry. Global suppliers are looking for
alternatives for textile. China is the largest exporter and leading
importer of all products finished as well as raw materials. Thus, India
is a great manufacturing nation but due to lack of quality and timely
delivery of goods we will lose the opportunities in next two-three
months until we do not improve.
2. Organic Farming: The World Organic Agriculture report of 2018
reveals India is third amongst the organic food producers in the
world. Indian organic food market is approx.
3. Automobile Industry: According to the Foreign Secretary, Indian
automobile industry particularly low cost automobiles including 2
and 3 wheelers will have an augmented market in developing
countries India is already the fourth largest auto market in the
world.
Limitations of the study:
• Issue related liquidity
• Lack of demand
• Lack of backward and forward linkages
• Burgeoning fiscal deficits
• Difficulties in mobilize finance
