MOD CAUCUS SPEECH 1 (ASSESSING THE EFFECT OF CLIMATE

CHANGE ON HEALTH AND WELLBEING OF INDIVIDUALS )

Honorable EB and esteemed delegates,
As a delegate from Italy, I am deeply concerned about the pressing issue of
assessing the effect of climate change on the health and well-being of
individuals
Since the late 19th century, the global average temperature has risen between
0.4 and 0.8°C, with a recent increase of 0.2°C per decade. Climate change
poses significant socio-economic risks, including famines, agricultural
disruptions, and the spread of diseases like cholera and malaria. In Italy, the
effects are evident, with central-southern regions experiencing increasing
dryness, soil degradation, floods, coastal erosion, and severe rainfalls. Italy
has prioritized its commitment to global climate action through various
initiatives. The Framework Convention on Climate Change, signed by 154
countries in 1992, paved the way for the Kyoto Protocol.
Italy pledged to reduce emissions by 6.5% compared to 1990 levels, a
significant commitment given its relatively low emissions per capita.
Investments have been allocated for emission reduction projects, with 75
million euros earmarked for the initial phase. Additionally, Italy's regions have
signed agreements to coordinate efforts in reducing emissions and promoting
sustainable practices.
To address emissions from various sectors, Italy has implemented measures
such as increasing efficiency in thermo-electric equipment, reducing energy
consumption in transport, and promoting renewable energy sources. The
emphasis on technological innovation, fuel mixtures, and alternative drives
highlights Italy's commitment to transitioning to cleaner energy sources.
Moreover, efforts to enhance energy production from renewables, reduce
industrial and residential energy consumption, and absorb CO2 emissions
through afforestation demonstrate Italy's multifaceted approach to climate
action.
Italy also participates in cooperation programs to support renewable energy
development and urban mass transport initiatives in developing and
transitional countries. Public information and training programs aim to raise
awareness about climate change causes and prevention strategies.
In conclusion, Italy urges all delegates to acknowledge the urgent need for
coordinated action to assess and mitigate the impact of climate change on the
health and well-being of individuals worldwide. Together, let us work towards
building a resilient and sustainable future where every individual can thrive in
a healthy environment.

Thank you.

Italy's emissions contribute 2% to the global total, primarily from carbon

dioxide. In 1990, Italy emitted 518.5 Mt CO2 equivalents, with CO2 accounting
for 84.4%. However, despite efforts, Italy has struggled to meet emission
reduction targets, notably failing to achieve the 2000 European Programme
stabilization goal.

MOD CAUCUS SPEECH 2 (TACKLING THE ISSUE OF INDUSTRIAL

WASTE AND RADIATION WITH RELATION HUMAN WELL BEING.)

Honorable Chair and esteemed delegates,

Italy, like many other countries, grapples with the management of industrial
activities regulated by the Industrial Emissions Directive (IED). According to
data from 2018, Italy had approximately 6,470 industrial installations under the
IED, with the majority in sectors such as intensive rearing of poultry and pigs
(33%), waste management (20%), production and processing of metals (15%),
chemicals production (6%), and mineral production (6%).

These industrial sectors contribute significantly to environmental burdens,

particularly in emissions to air and water. The energy sector, metal production,
and mineral industry are major contributors to emissions of pollutants such as
sulphur oxides (sox), nitrogen oxides (nox), heavy metals, and particulate
matter.

Furthermore, Italy faces challenges in managing radioactive waste from its

former nuclear power program. Efforts to establish a national repository for
spent fuel and radioactive waste are underway, with the goal of ensuring safe
disposal and minimizing environmental and health risks. The recent ARTEMIS
peer review highlighted areas for improvement, including the approval of
national waste management programs, development of research programs,
and consideration of international best practices.

Italy acknowledges the importance of international cooperation and

adherence to regulatory frameworks such as the IED and IAEA Safety Standards
in addressing these challenges. The involvement of stakeholders, including
citizens and ngos, is crucial in ensuring transparency, accountability, and
compliance with environmental regulations.

In conclusion, Italy urges all member states to prioritize the management of

industrial waste and radiation, recognizing its profound implications for
human health and well-being. By fostering collaboration, implementing robust
regulatory measures, and investing in innovative solutions, we can work
towards a sustainable future where industrial activities coexist harmoniously
with environmental and public health interests.
Thank you.

Honorable Chair and esteemed delegates,

Italy, like many countries, grapples with managing industrial activities under
the Industrial Emissions Directive (IED). With around 6,470 installations,
sectors like poultry and pig rearing, waste management, metals, chemicals,
and minerals are significant contributors to environmental burdens, emitting
pollutants like SOx, NOx, heavy metals, and particulate matter. Challenges
include regulating major emitters like the ILVA steel mill in Taranto and
managing radioactive waste from past nuclear programs. Italy is committed to
international cooperation, adhering to regulatory frameworks like the IED and
IAEA Safety Standards. Stakeholder involvement, including citizens and NGOs,
is vital for transparency and accountability. Italy urges member states to
prioritize industrial waste management and radiation control for a sustainable
future. Thank you.

MOD CAUCUS SPEECH 3 (ADDRESSING THE SPECIFIC HEALTH

ISSUES ADVERSELY AFFECTING WOMEN AND CHILDREN)
Honorable Chair and esteemed delegates,
Honorable delegates,

As we convene to address the specific health issues adversely affecting

women and children, Italy emphasizes the intrinsic link between
environmental quality and human well-being. The quality of life, encompassing
social, mental, and physical welfare, hinges upon the condition of our
environment - air, water, soil, and food. Recognizing the World Health
Organization's definition of health as more than the absence of illness but also
as a state of complete well-being, Italy underscores the imperative to prioritize
environmental health for the welfare of our citizens.

Italy acknowledges the complexity of the relationship between the

environment and health, with long-term exposure to pollutants leading to
allergies, respiratory diseases, hormonal imbalances, and other disorders,
particularly impacting vulnerable populations like children, teenagers,
elderly, and disabled individuals. Environmental pollution contributes
significantly to various severe pathologies, making it essential to integrate
environmental considerations into health protection policies.

The urban environment emerges as a focal point for addressing environmental

health challenges, with issues such as air pollution, noise, waste management,
and inadequate green spaces affecting the well-being of inhabitants. Italy
recognizes the urgent need for sustainable urban development strategies and
participatory initiatives like local Agenda 21 to enhance living standards and
mitigate environmental risks.

In addressing air quality concerns, Italy emphasizes the importance of

reducing pollutant emissions and ensuring compliance with international
protocols and EU directives. The country advocates for integrated planning
approaches and the adoption of innovative technologies to mitigate the
impact of industrial activities and transportation on air quality.

Italy is committed to implementing a comprehensive environmental action

plan focused on territorial rebalance, enhancing urban environment quality,
promoting sustainable use of resources, and fostering socio-economic
development while ensuring equitable distribution of resources. Through
strategic objectives and targeted actions, Italy aims to safeguard the health
and well-being of women and children by addressing the environmental
determinants of health and promoting sustainable practices for future
generations.

Honorable Chairs, esteemed delegates,

As a delegate of Italy, I rise today to address the pressing issue of addressing

specific health issues adversely affecting women and children.

In Italy, as in many parts of the world, women and children often bear the brunt
of health disparities and inequalities. From maternal mortality rates to access
to reproductive healthcare, the challenges facing women and children are
multifaceted and require urgent attention.

Italy recognizes the importance of prioritizing the health and well-being of

women and children as a cornerstone of sustainable development. We believe
that investing in women's and children's health is not only a moral imperative
but also a smart economic investment that yields significant social and
economic returns.

In our efforts to address these issues, Italy has implemented various

initiatives aimed at improving maternal and child health outcomes. We have
invested in comprehensive maternal and child healthcare services, including
prenatal care, maternal nutrition programs, and access to skilled birth
attendants. Additionally, Italy has prioritized efforts to increase access to
family planning services and promote reproductive rights for women and
adolescents.

However, despite these efforts, challenges persist. Women and children in

marginalized communities continue to face barriers to accessing essential
healthcare services, including lack of healthcare infrastructure, social stigma,
and economic constraints.

Therefore, Italy calls for collaborative action to address these challenges. We

must work together to ensure that women and children have access to quality
healthcare services, regardless of their socio-economic status or geographic
location. This includes strengthening healthcare systems, increasing
investments in maternal and child health, and promoting gender equality and
women's empowerment.
In conclusion, Italy reaffirms its commitment to addressing specific health
issues adversely affecting women and children. We stand ready to collaborate
with our fellow delegates to develop innovative solutions and strategies to
improve the health and well-being of women and children worldwide.

Thank you.
