1. Introduction
This document is for Licensed Technical Person (LTP), which briefs about the steps to be followed for
the submission of a proposal-file in the Automated Layout & Building Plan Approval System
Chhattisgarh.

2. Home Page
Go to the link https://albpms-dtcp.cgstate.gov.in/BPAMSClient/ , it redirects you to the Directorate of
Town & Country Planning Chhattisgarh page.

Select the regional office from the drop-down list as per your
choice and proceed to login.

3. Citizen Search
To do citizen search, click on the “Citizen” link from search box on home page of the website.

Screen for the same is given below,

After clicking on Citizen Link, Citizen Search page will get open in new tab, where you have to enter the
necessary details in right side of the page.

Result of citizen search will appear in table format.

4. View Status
To view the LTP registration status, click on the “View Status” link from search box on home page of the
website.

After clicking on View Status Link, LTP Renewal page will get open in new tab, where you have to enter
the profile details on the page followed by click on “Check status” button.

5. Login Page
Here, for example, the Raipur Regional Office is taken. You can select the development authority by
clicking on the dropdown authority list.

Department User Select if the user is an Officer.


Applicant/ Select, if the user is other than departmental users such as owner, LTP,
Operational User licensed surveyor, licensed Engineer, Architect, etc.

6. Change Location

To change the Development Authority or Location, click Change Location button, now the following
window appears. Enter the Regional Office Name and click Proceed, to change.

7. LTP Registration

For New LTP’s Registration (If you don’t have a Username and Password):
(i) For a new LTP’s registration, Click LTP Registration. It redirects you to the Registration
Form.
(ii) Fill all the details, upload the photo and attach the required documents. Enter the Captcha,
accept the Terms and Conditions, and then click Submit, to submit the form to the selected
regional office. The regional officer will activate (approving the registration) the account.
Post to which LTP will able to login.

8. Forget Password

If you forgot your password, click Forgot Password? button. The dialog box appears, enter the given
details. Click Submit, the password will be sent to your respective Mobile No. and E-mail ID.

9. Logging-in to the Console


1. Select Applicant / Operational user.
2. Enter Username and Password.
3. Enter the captcha in the given text box. Or Click , to refresh the captcha.
4. Click Login, to proceed further.

10. LTP’s Home Page


After login, the user can see the dashboard with the overall progress of a proposal-files in the form of
a table.

1. On the left-hand side of the LTP’s Home page, the navigation menu is present. Where the user
can track the proposal-file.
2. In the middle of the home page, the user can see the dashboard with the overall progress of a
proposal-files in the form of a table.
3. On the right-hand side of the LTP’s Home page, there are two buttons, which are available for
creating and editing projects and can create new applications based on the existing project. The
message option is to check the latest message received by the user and user option to check
the personal information of the log-in user.
4. The Notification bar is available for a live update of a proposal-file.

1. Draft The File is in the resting phase and other required tabs will be
enabled. An Applicant will be able to fill the enabled tabs and
submit final proposal.
2. Due Payment/ The file displayed in this section when there are any fees pending
Scrutiny Pass or if the securitizing of the drawing result is a pass.
3. In Process The file is holding by competent or higher authority.
4. Shortfall The file displayed in this section, when there is any deviation in the
drawing, owner, or LTP information. Or there are any pending fees.
5. Rejected or The file will be rejected when there is a substantial issue found in
Cancelled the proposal-file, which cannot be resolved further.
6. Approved or When the proposal-file gets final approval from a higher authority.

11. Creating a New Project


To apply for Building or Layout permission, first, the user/LTP needs to create the new project, where
he/she needs to provide all the necessary information to proceed further.

1. Click Project Action and then select the New Project option.

11.1. General Information tab

Now, enter the given information in the General Information tab. Click Save, to save the information.

Note: Select yes, if nature of the file is revised (pre-existing proposal-file)

Note: - (*) mark fields should be mandatorily filled by the user.

11.2. Applicant Information tab

1. Click +Add, check the box, and enter the details of the owner.
2. Enter the Address, City, Pin-code, State and enter the structural information or developer
information and then click Save.

Note: - If the Nature of the building is high-rise then it is mandatory to provide Structural Engineer information.
Note: - The developer’s details can be seen in a Drawing PDF by providing information of a developer.

3. Once the information saved successfully, click OK, the Plot Details, and Geo-Location new tabs
will appear.

11.3. Land Details

Select the Plot Details tab fill-in all the required fields and save the information.

11.4. Geo-Location

To add the geo-location coordinates:

(i) Zoom-in the map, hover the cursor over the co-ordinate that you want to select.
(ii) Add the co-ordinate in the Clockwise direction on the Map. After the selection of co-
ordinates on Map.
(iii) Click Save the geo-location.

Note: - While selecting the coordinates on a map, it automatically fetches the Latitude and Longitude
and the length of the selected area.

11.5. Submitting the project

After filling all the necessary information, click Submit Project.

The below confirmation window opens, click OK, to proceed further, or click cancel to you want to edit
the information.

After Clicking OK, the proposal-file can be seen in the “Project List” Section.

11.6. Project List

All the newly created project or the saved projects can be seen in the “Project List” section.

Now, based on the nature of the project (provided information), the user can create a new application.

12. Creating Application


To Create a New Application, Click Application and then select Create Application.

The Application is created based on the created projects. To get an approval or to acquire Layout or
Building Approval certificate one must need to create the Application.

12.1. Project Information

Select the project from the drop-down list. After selection the information related to the project gets
automatically fetch in their respective fields.

Once a proposal send to Draft section will not be editable. If in case any changes need to be done in a
proposal, it can be made by going back and selecting a Project from Project List. There you can edit the
information and can save them.

In the Application Information select the Nature of Construction/ Case Type, Permission Type, and
Application type, etc.

12.2. Application Information (For Layout Approval)

1. Click Save, to send the file to the Draft Application section.

Based on the Permission Type the file will go to their respective Draft Application section. Say Permission
Type is Layout Permission. So, the file will be available in the Draft application under the Layout
Approval section. It can be seen in the below image.

• Applicant needs to pay the standard Processing fees of (5000rs +18 %GST) for Layout permission
proposal submission.
• After this standard processing fee payment only, the file will go for scrutiny.
• Applicant will pay this amount via payment gateway.
• Without successful payment of processing fees, applicant can’t submit the application for
scrutiny.
• If applicant click on the “Submit button”, then there will be error message pop-up as given
below,
• “Dear Applicant, kindly pay standard processing fees to submit the application.”

12.3. Draft Application

(i) Go to the Draft Files tab of the Layout Approval section.

(ii) Select and open your created file. (For Ex.: CG/RPR/TNCP/PL/2020/0016).

12.3.1. Application Checklist

(i) As per the requirements, select the Values and enter the Remarks in Application Checklist
details.

(ii) Click Save & Continue button to save all the details.

12.3.2. Plot Details

Fill all the Main details and Save the data.

12.4. Required NOC Tab

1. Click Attach, the new window opens.


2. Click Select, again the new window opens, browse the file in the computer, and select the file
and click open.
3. Click Save NOC Documents, to save the file.

Note: The list of NOCs generated based on the values (Yes/No) that were selected against questionnaires
in the Application checklist tab.

12.5. Attaching Documents

In the Document tab, there are again two sub-tabs – Mandatory Documents and Conditional
Mandatory Documents.

Based on the selected options of the questionnaires in the Application Checklist, the list of Conditional
Mandatory Documents get generates.

(i) Attach the documents in these tabs as shown in the below image.

12.6. Drawing

In the Drawing tab, click Select Files button to attach the drawing files.

 Note: Attach .DWG file only.

12.7. Submitting File

After attaching the drawing file. Click Submit and then OK to proceed further.

One must need to pay the Processing fees, to submit the file the file for Auto-DCR scrutiny.

After submission the Auto Scrutiny of drawing file will be done, and the scrutiny report gets generated.

• Post successful scrutiny, the applicant needs to pay the application fees as per generated receipt
for Layout permission proposals.
• Fees will get calculate as per the entered built up area.
• Applicant will pay this amount via payment gateway.

After the payment of this fees, the file is then submitted to a higher authority (Regional Officer) for
further process.

The proposal-file will then be displayed in the Submitted Applications section as shown below.
