“A RESOLUTION ADOPTING THE REPUBLIC ACT NO. 8976 AN ACT ESTABLISHING THE
PHILIPPINE FOOD FORTIFICATION PROGRAM AND FOR OTHER PURPOSES AND ITS
IMPLEMENTING RULES AND REGULATIONS”

WHEREAS, the nutrition status of Filipino children and pregnant women varies greatly,
with higher income groups having advantage over the poorest revealing major disparities
across the country. These gaps reflect disparities in energy and nutrient intake between
children from the affluent and poor households;

WHEREAS, State recognizes that nutritional deficiency problems in the Philippines,


based on nutrition surveys, include deficiency in energy, iron, vitamin A, iodine, thiamin and
riboflavin. To a minor extent, the Filipino diet is also deficient in ascorbic acid, calcium and
folate;

WHEREAS, the State recognizes that food fortification is vital where there is a
demonstrated need to increase the intake of an essential nutrient by one or more population
groups, as manifested in dietary, biochemical or clinical evidences of deficiency. Food
fortification is considered important in the promotion of optimal health and to compensate for
the loss of nutrients due to processing and/or storage of food;

WHEREAS, food fortification, therefore, shall carried out to compensate for the
inadequacies in Filipino diet, based on present-day needs as measured using the most recent
Recommended Dietary Allowances (RDA);

WHEREAS, Barangay Port Barton is one of the Barangays of Municipality of San Vicente
with high rate of malnutrition due to various factors like lack of information to healthy and
proper diet, poor access to health facility, insufficient space for vegetable gardening and the
greatest reason is low income of households that affects their capability to buy healthy food,
access health services and acquire vitamin supplementation;

WHEREAS, Section 15 of Article II of RA 8976 provides that the State shall protect and
promote the right of health of the people and instill health consciousness among them.

WHEREAS, the Barangay Local Government is committed to alleviate malnutrition in this


Barangay. Aside from supplementary feedings, vitamin supplementation, information-
education campaign and other health programs to combat malnutrition, the Council
acknowledged the usefulness of RA 8976 in this endeavor hence adopting it to be implemented
in this Barangay;

NOW, THEREFORE, in motion of Hon. Melvin C. Ballesteros and duly seconded by Hon.
Mary Ann P. Lagrosa, be it;

RESOLVED AS IT HEREBY RESOLVED TO PASS A RESOLUTION ADOPTING THE REPUBLIC


ACT NO. 8976 AN ACT ESTABLISHING THE PHILIPPINE FOOD FORTIFICATION PROGRAM AND
FOR OTHER PURPOSES AND ITS IMPLEMENTING RULES AND REGULATIONS;

RESOLVED FINALLY that copies of this Resolution be forwarded to all concerned for their
perusal and consideration;
