AND WRITINGS OF JOSE RIZAL, PARTICULARLY HIS NOVELS NOLI ME
TANGERE AND EL FILIBUSTERISMO, AUTHORIZING THE PRINTING AND
DISTRIBUTION THEREOF, AND FOR OTHER PURPOSES

Republic Act No. 1425 seeks to re-awaken our patriotism and affirm our nationalism
through the study of Rizal’s life and work.

Purpose of the Activity

To recognize the purpose of the “Rizal Law”

Materials
• Response Sheet
• Pencil and eraser
• Phone for video recording
• Interview sheet/ questionnaire

Activity Procedures
Interview at least two individuals, six individuals at most, using the interview guide.
Record their response (via video recording and via pen and paper: refer to the
response sheet) and make an inference whether you think their response shows
nationalism and/or patriotism.

Interview Guide
Questionnaire:

1. Do you know any national heroes?

Follow up question:
a. Do you know what they did for the country?
b. If yes, ask what’s their perspective on what the hero(es) did for the
country, then proceed to no. 2, if no, proceed to number 2.

2. Do you think doing things for the sake of the country at this day and age is
necessary? Or do you think, people working for the government is doing
enough already that you don’t need to do things on your own.
Follow up question: If yes, ask what are the small things they can do for
the sake of the country, then proceed to no. 3, if no, proceed to number
3.

3. Do you think nationalism and patriotism is still alive in the heart of the Filipino
in this day and age?
Follow up question: If yes, ask if they can site some examples, then
proceed to the final question, if no, why do you think so? then proceed
to the final question.

4. Final Question:
Do you think teaching Rizal’s Life and Works can help to re-awaken our
patriotism and affirm our nationalism?
Respondent 1:

maipapakita mo yung pagiging nasyonalismo.

napakahalagang matutunan.

sariling wika, kultura, at kasaysayan.

Conclusion

At
isa siyang ihimplo sa mga mamayang Pilipino.
ACTIVITY 2: The Price of Freedom

Activity Overview
ARTICLE III

BILL OF RIGHTS

Section 4. No law shall be passed abridging the freedom of speech, of expression, or of the
press, or the right of the people peaceably to assemble and petition the government for
redress of grievances.

What are you willing to sacrifice for freedom? Or at least to change the current system.
Our heroes, risk their freedom, their lives and the lives of those around them to achieve
the freedom we all experience up to this day. On this activity, we will ask participant to
sign a fake petition regarding a topic that the group has a strong feeling towards to,
e.g. Petition against creating dam that destroys the environment. This fake petition will
be fake sent to the Malacanang Palace. We will see who is willing to put their name
on the petition.

Purpose of the Activity

• To understand how the heroes felt when they put their name on the line for our
freedom.
• To see if Filipinos are willing to sign a petition towards the government.

Materials
• Response Sheet
• Pencil and eraser
• Phone for video recording
• Interview guide/ questionnaire
• Petition Sheet (refer to the petition template provided)
Activity Procedures
Ask at least four individuals, eight individuals at most, to sign your petition.

Record their response (via video recording and via pen and paper: refer to the petition
sheet, and the response sheet provided) ask them about their response regardless if
they are willing to sign the petition or not, e.g. if they don’t want to sign it, ask why, if
they want to, ask why (refer to the interview guide.)

After the activity takes place, reveal to the participant that it isn’t a real petition and we
are just checking on how Filipino will respond to a petition towards the government.

Interview Guide
Questionnaire:

5. Are you willing to sign our petition?

Follow up question: If yes, ask why they are willing to sign it, then
proceed to no. 2, if no, proceed to number 2.

6. Do you think this will put you in harm in anyway?

Follow up question:
a. if yes, ask why are they still willing to answer the petition? then proceed
to question no. 3
b. If no, ask how they think it will put them in harm’s way, then proceed to
question no. 3

7. Do you think doing this petition will in any way affect the outcome of what it
petitions for?
Follow up question:
a. If yes, ask what other things we can do to constantly let our voices be
heard by the current government? then proceed to the final question.
b. if no, ask why they think it won’t have any positive outcome, then
proceed to the final question.

8. Final Question:
Do you think speaking for ourselves for any cause will in turn affect the future
of our government and will undoubtedly affect how our generations see freedom
of speech?

Final act: Reveal to the participants the actual purpose of the activity
and that the petition is fake.
Response

Respondents 1:
Q 1. Nagd-disagree ako, kasi parang sa feeling ko or sa sariling opinion ko it is not necessary
to eliminate that totality of Filipino subject sa college student kasi it will in fact forbid the fact
English subject I still believe na hindi ito dapat totally eliminate `yong subject so at least siguro
one subject to five subjects `yong mag mas stay sa college curriculum since sa college naman
natin marami naming units na pwede i-take kaya it is not necessary rather na i-removed lahat
ng filipino subject.
we`re talking about the future of the student and the state itself.
Q 3. So sa tingin ko malaki `yong epekto ng petition na `yan since nabanggit ko nga kanina
na `yong maapektuhan ng desisyon na `yan is not only the citizen of the country but the state
itself aswell as the economy so kaya kapag halimbawa napasa nga `yan and marami `yong
I do agree naman may positive outcome pero it will also diminished more negative outcome
so mas kaya nagd-disagree ako kasi nga I still look forward sa negative outcome if ever.
Q 4. So yes, I agree diyan sa sinabi mo kasi `yong this simple petition will have a domino
effect hindi lamang sa isang sector kundi sa sunod sunod na and that will not hinder naman
our freedom of speech or our freedom in anyway because since we are in democratic country
so majority in anyway might win.

Respondent 2:
wag natin isa walang bahala `yong Filipino subject.
Q 4. Hindi, kasi we are free to express our views and feeling lahat tayo ay may karapatan na
magsalita para saating sarili.

Respondent 3:

Conclusion
ACTIVITY 3: YOU’RE NOTHING BUT A
SECOND-CLASS CITIZEN!

Activity Overview
Second-class citizen: a person belonging to a social or political group whose rights and
opportunities are inferior to those of the dominant group in a society.

Filipinos are treated as a Second-class citizen the moment the Spaniards arrived at
our shore. Kayumanggi skin was then treated as an ugly trait, because fair and whiter
skin is more accepted, as it indicates Spaniards blood. We were discriminated against
by our own Pinoy brothers and sisters if we are “local looking” or if we have
Kayumanggi skin and don’t speak barely speak Spanish. We were called all sorts of
names that indicates our “second-class citizenship” e.g. being called “indio” or
someone who is native from the Philippines.

Purpose of the Activity

• To let the participants, feel how it is to be a second-class citizen in their own
country.
• Understand how the Filipinos felt when treated like the “indio” by the Spaniards
in the olden times.

Materials
• Response Sheet
• Pencil and eraser
• Phone for video recording
• Interview guide/ questionnaire
Activity Procedures
Have at least 10 participants via zoom or via google classroom (it is important that all
the participants see each other, so if they can’t be on the same room physically, it is
better if they are on a zoom meeting at the same time with camera open).

The Activity Leader will facilitate the “activity”, the participants will not be made aware
of the real intent of the activity. The facilitator, will have a cover-up story regarding the
reason why the participants are called to the meeting:

Cover-up Story: You are going to shoot a mini film series about the life of a typical
Filipino student that will eventually become a Hollywood star. The purpose of the
meeting now is to cast actors and actresses for your mini film.

How to induce the feeling of a Second-class citizen? The facilitator, or the casting
director, will now, deliberately choose white and fair skinned student as the
protagonist, or leads and the Kayumanggi skinned student as supporting role, or as a
background role such as the janitor, the fast-food crew, passersby or non-speaking
role.

For the participants to feel that there is a bias whilst choosing the cast, the
casting director, must say these phrases in a different form or another: “ikaw,
For the Kayumanggi skin: ikaw pwede kang janitor, o kaya ‘yung

It is important for the participant to feel that you are favoring those with whiter and
lighter skin students than those with Kayumanggi skin, because we are going to
interview them after, on how they felt about the casting and that is where the actual
activity lies, on how they felt being discriminated against just because of their skin
tone/color.

Record their response (via video recording and via pen and paper: refer to the
response sheet provided), ask them how the casting was, do they feel discriminated?
Why or why not? (refer to the interview guide.)

After the activity takes place, reveal to the participants the true nature of the activity
and that there was no mini film to shoot, and that it’s real purpose is to make them feel
like an “indio”, those times when Filipinos were made to feel like a second-class
citizen by the Spaniards that colonizes the country.
Interview Guide
Questionnaire:

9. How was your experience about this activity?

Follow up question: Ask the participants if they felt they were
discriminated against? or felt that they were given favors, then proceed
to question no. 2.

10. Do you think what occurred earlier now has something to do with skin
tone/color?
Follow up question:
a. if yes, ask the participants what happened in the casting to come up with
that conclusion, then proceed to question no. 3.
b. If no, ask what could be the reason why there was a bias in the casting
of characters for the mini film, then proceeds to question no. 3.

11. Do you think this happens in different set-up too?

Follow up question:
a. If yes, ask if they can give some examples, then proceed to the final
question.
b. if no, ask why they think this only happens in casting actors and
actresses, then proceed to the final question.

12. Final Question:

Do you think these circumstances will remain to be experienced by other
Filipinos in the near future?

Final act: Reveal to the participants the actual purpose of the activity
and that the casting is fake.
Response

Partcipants 1:
sila based on skin tone.
na based on character na kailangan nila gampanan.
Q4. Yes po, for me lang po kasi maraming Pilipino po ngayon yung nakakaranas ng ano
yung sa racism po na jinujudge po sila based on color na hindi po nila nalalaman ano po ba
talaga yung tama.

Partcipants 2:
Q1. Para sa’kin medyo exciting, hindi naman, tini-take ko siya as compliments dahil yung
ibang security guard malalaki yung katawan at marunong humawak ng baril.

palaging mapuputi at yung maiitim parang binabaliwala nalang nila.
like yung mga nakakasama natin ay mapanglait talaga mahahawa din tayo doon, so in the
ganoon.
ACTIVITY 4: THE BRIBE

Activity Overview
Republic Act 6713 (The Code of Conduct and Ethical Standards for Public Officials and
Employees) prohibits public officials and employees from soliciting or accepting, directly or
indirectly, any gift, gratuity, favour, entertainment, loan or anything of monetary value from any
person: (a) in the course of their official duties; or (b) in connection with any operation being
regulated by, or any transaction which may be affected by, the functions of their office.

Philippines is synonymous for corruption and it’s not something we are proud of, but
no matter how the administration change and the laws to prevent it, it’s still as
prominent as a rooster in the break of dawn; loud and unashamed.

Purpose of the Activity

• To see if participants will fall for a bribe and for them to understand their own
psyche re their vulnerability to fall for a bribe.
• Understand how easy it is to manipulate results of any research thru bribe.

Materials
• Pencil and eraser
• Google Survey Forms
• Phone for video recording
• Interview guide/ questionnaire
• Participant form, consent form and debriefing form

Activity Procedures
Find at least 10 participants and ask them if they can answer a google form survey,
the google form will be about the SAFETY OF STREETS IN THE PHILIPPINES AT
NIGHT.

First Part:
Invite the all the participants to a google meet or zoom meeting then explain to them
the cover-up story of what the survey is about.

Cover-up Story:
A research funded by a private organization are asking Filipino to answer a survey
regarding the Safeness of the streets at night in the Philippines.

Second Part:
Discreetly send a message to each of the participants, pretending to each of them that
they’re the only one who received a personal message. Asked them if they can rigged/
manipulate their survey response.
If they agree, proposed a reward that will be given to them, upon compliance, e.g.
monetary reward or any gift certificate.

Sample Personal Message:

Hi, <<Participant Name>>, I’m one of the Researcher’s representative, we want to
asked you if you could CHANGE your answer on the survey, and make it all
positive, e.g. if you think the Philippines isn’t safe for walking at night, then please
change it, if you already think it is safe no need to change your answer.

Last Part:
After the activity takes place, reveal to the participants the true nature of the activity
and that there was no actual research re safeness of streets in the Philippines, and
that it’s real purpose is to make them understand how rampant bribing in the Philippine
system is and how easy it is to do it.

Interview Guide
Questionnaire:

1. How was your experience about this activity?

Follow up question: Ask the participants if they felt insulted when they
were offered bribe.

2. Do you think this is a rampant practice among the Philippine Government

system?
a. if yes, ask for any examples that he/she knew that he/she heard on the
news.
b. If no, ask why he/she thinks this isn’t a common practice.

3. What would you like to say to those government officials who accepts/ received
and give out bribe to forward their career in politics?

4. Final Question:
Do you think these practice will still exist and will be consistent throughout the
future government.

Participants No. 1
Response 3. Shame on them. Kase, they are not giving chance to others that truly want to
serve.
Response 4. Yes, kase up until now, hindi pa din namumulat yung mga Pilipino sa mga
nangyayare.

Participants No. 2
Response 1.

Participants No. 3
Response 1.
Response 2.

Response 4. Yes, madami pa ding kandidato gumagawa non. Tinatanggap naman ng mga
tao kase pera yun e. Makakatulong din sa kanila yun.

Participants No. 4
Response 1.
Response 3. Syempre sasabihin kong hindi maganda yung ginagawa, kase vote buying yun
Response 4. Oo, wala namang nagbabago kada botohan e. Yan na yung nakasanayan nila
at naging way nila para manalo sila.

Participant No. 6
Response 1. I feel insulted when they ask me to change my answer for the offer. It made me
feel sad because I choose to participate in answering their Google survey forms with honest
answer.

Response 2. Yes, it still happens in our country in this kind of system. As I observe during
election time mostly of the candidates used to buy the vote of individuals. Vote buying is one
of my examples.
Response 3. I just want to say by reminding them to stop this kind of habit or practices
because this is not good in our country and to the community. Don’t manipulate for powers
being in the government is the one of the good examples to people in looking up their good
service which also inspired to the community by doing good.
Response 4. I think yes, because discipline comes first in ourselves if we are not honest how
we can be honest to other? Doing some this kind of manipulation leads to injustice and people
are not deserve in their kind of performance as a leader.

Participants No. 7
Response 1. First, honestly, I don't want to participate, but it reminds me that I'm also a
student. I know it's so difficult to find participants, which is why I accept their invitation to be
part of their study. My experience answering this study gave me insight, and I know I have
some ideas about their study, but it also gave me additional knowledge.
Response 2. Yes, it still happens in our country. The first of those is the corruption. Everyone
sees and notices the corruption in their community. They are doing some projects, but we
never know that they corrupt some budget on that. Especially with the corruption that is
happening today in our country, even though a lot of people are suffering, they are still doing
their habit because they know they are the ones who can benefit.
Response 3. As students, we are also aware of what they are doing. We are the people in
the community who always vote for them because they are manipulating us. For example,
they are doing well in our community, like implementing scholarships in the society, and they
also show that they are clean and good in the eyes of people, but we never know that the
money that they spend is from their corruption. So, I should say that those people in politics
who are still adopting this kind of attitude and habit should stop manipulating people because
it will not help our country. If one is not committed to his or her responsibility, how about those
people in his or her community? Because a true leader always does what is good for her
followers.
Response 4. For me, yes, because sometimes in the community, the attitude of our leader is
also the attitude of his or her followers. Once the leader is not working on how to be good, his
or her followers can also do the same. Last but not least, if the leader can learn how to be
disciplined and committed to their responsibility, that will also affect the attitude of their
community. Because here in the Philippines, we never know when the time will come to have
a good leader who will make our country better.
Participants No. 8
Response 1.

Participant No. 9
Response 1. Yes, I feel sad and insulted first of all I just want to participate their Google form
survey honestly and I don’t want to change my answer to pay back me a money or anything,
because I believe that all I want is to answer honestly and I respect myself and stand up of
what I answer already. I’m not a type of person that easy to get of whatever they want to.
Response 2. Yes, it still happened right now in our country. One of the terms that heard from
people surrounding is corruption. Everyone sees and notices what are really happened in our
country. Our leader creates some projects, but people knows that half of their funds are be
corrupted. Because of that governance of our country many people suffering.
Response 3. As a one of their respondents as a student, we all be aware of what they doing
and don’t be tolerate in this kind of habit. If you one of the people who work in government or
politics you need to be responsible of what you doing and be honest to provide what people
deserve to received. And don’t use you power and money to buy their respect and dignity. All
I want to say that you need fight righteous.
Response 4. For me, yes because last election some of provinces and cities I have notice
and heard that they have a vote buying happened to win the election. In this kind of situation
many people not agree on this doing but they better to quiet than to speak because there’s a
lot of leaders have use their connection and power to fight you.

Participants No. 10
Response 1. My experience for this activity was okay. If someone offers a bribe, it is important
to handle the situation with care and integrity. Accepting a bribe can have serious legal, ethical,
and professional consequences, and can damage reputation and credibility.
Response 2. Yes, Bribery and irregular payments in return for favorable judicial decisions are
quite common. Although judicial officials are independent by law, rich and powerful groups
and individuals wield control and influence over the judicial system and influence the outcomes
of civil and criminal proceedings.
Response 3. Accepting a bribe can have serious legal, ethical, and professional
consequences, and can damage your reputation and credibility.
Response 4. Yes, if the person who is in the position will being responsible and Honest to
their position.

Conclusion
The participant’s response is almost the same. They are all disappointed and felt
insulted because of the bribery happened. They are all agreed that, nowadays, some people
are still doing the bribery. They also agreed that politicians are still doing bribery specially
when the voting season comes. They also agree and same thoughts about people still
accepting “suhol” to other people because they are also benefiting to those exchange or
rewards.
