BACKGROUND:

6. Maroon Studios, Inc. has been the current provider for the email cloud hosting of seven
hundred (700) CAAP corporate email accounts.

7. The contract between CAAP and Maroon Studios, Inc. spans a duration of one year, with
the most recent contract ending on 13 April 2024.

8. Given the impending conclusion of the existing contract with Maroon Studios, Inc., the
Management System Information Division (MISD) recommends the extension of contract
for the period of 14 April 2024 to 13 July 2024.
DISCUSSION:

9. In accordance with Appendix 21 of the 2016 Revised Implementing Rules and Regulations
of RA No. 9184 on the Guidelines on Procurement of Water, Electricity,
Telecommunications and Internet Service Providers, contractual agreements previously
entered into with ISPs shall be respected considering that changing ISPs every year may be
more costly to the government.

10. MISD provided a Justification which favorably endorses to renew the services of Maroon
Studios, Inc. to avoid any interruption of service.

11. Moreover, Maroon Studios, Inc. has effectively and reliably installed seven hundred (700)
accounts of Google Workplace as the CAAP Corporate Email.

12. The Certificate of Budget Allocation (CBA MOOE No. 24-03-377) dated 20 March 2024
certifying that budget in the amount of One Million Three Hundred Fifty-Six Thousand
Three Hundred Sixty-Four Pesos and 80/100 (Php 1,356,364.80) funded from
Subscription Expenses under Maintenance and Other Operating Expenses (MOOE) for FY
2024 Corporate Operating Budget was signed.

13. Currently, the Purchase Request for the “Extension of Contract between CAAP and Maroon
Studios, Inc. for the 1-Year Subscription of CAAP Corporate Email Services with 700
Accounts for the Period of 14 April 2024 to 13 July 2024” awaits approval from the Deputy
Director General for Administration.

14. Considering that the Justification provided by the MISD, as the End User, the services of
Maroon Studios, Inc. may be renewed subject to the Guidelines on Renewal of Regular and
Recurring Services. In this regard, the Guidelines on the Procurement of Internet Service
Providers as stated in the IRR of R.A. No. 9184 was followed.

RECOMMENDATION:

15. In view of the foregoing, this Service respectfully recommends that the Deputy Director
General for Administration approve the Purchase Request for the “Extension of Contract
between CAAP and Maroon Studios, Inc. for the 1-Year Subscription of CAAP Corporate
Email Services with 700 Accounts for the Period of 14 April 2024 to 13 July 2024. “
