THBT the society is failing in their responsibilities towards our ageing population

Parties involved(Society)- Caregivers, Kids, Government(leaders), Public/general ppl, local authorities

What are their responsibilities? - Being by their side in growing older gracefully
-providing both moral/financial support
At what point is the society considered to be failing at their responsibilities

What can we extract from the motion as it is?

A) The responsibilities towards our aging population lies on the whole society, it’s a shared responsibility and a
holistic approach should be taken
B) It isn’t solely kids responsibilities, so no use debating who’s responsibility
C) If one component of the society is failing and there’s substantial proof for it, then we win the debate(GOV)
D) Society’s responsibility differs to that of the children’s (OPPO)

Successful aging is the goal

What is successful aging?
Physical- Health care
Mental- Moral Support
Social- Technology/facilities/stigma/how social media&gadgets are oldppl friendly

The fact that old age homes are equated/associated with awful care, neglect shows that the society is failing

Leaders with FILIAL RESPONSIBILITY LAWS

E.g. special facilities not equipped

Stigma that they useless/burden

We arent tied/legally bound to serve our ageing population….

Moral obligation READ….obligated
Filial obligation READ
WHY? Bring up old generations contribution up till current era(still do volunteering etc)

THE SIMPLE/MERE FACT THAT THE NUMBER OF PPL AGING/RATE OF AGING POPULATION ARE SIGNIFICANTLY
INCREASING CLEARLY SHOWS THAT THE SOCIETY IS SUCCESSFULLY CARRYING OUT THEIR RESPONSIBILITIES WHICH
CATALYSES THIS CHANGE

Ppl@kids failing coz they have migrated to aussie uk etc

They send money back, not true responsibility
Especially in india china etc coz this countries will have the worlds highest aging population by 2050 so relevant
example

Instead of saying it’s not the society, you can say it’s the government(nation building, economy, independence,
workforce, human capital, pioneers etc.)
Can’t prove it’s children whom are failing as it will be a hasty generalization coz so many kids but you can prove it’s
the government thats failing coz only one gov!

UK health minister David Mowat call for a radical change in the way we look after our aged.

His argument, that responsibility lies with families, not the state, should be listened to by all of us. And not just
because of the soaring cost of social care — it’s a moral duty.

Reciprocate

4 reasons to the above: 1. morally obligated, filial responsibility

2. financially taxing to carry/shoulder the whole burden
3. creates a dependency towards the gov by young ppl/families in playing their roles of caring for the
aging population
4. slippery slope

GOV’s responsibility too coz not all kids are capable to take care financially, emotionally etc

Facilities for old ppl

(1) The government of a welfare state should ensure the basic needs of the aged persons, such as food, health,
clothing, recreation, shelter etc. for the betterment of the elderly by implementing social policy for the
underdeveloped and developing countries.

(2) The government and society should provide them with good and favourable environment for their psychological
support through love, affection, respect, nursing, and ensure social status, respect, economic security, self-reliance
and a tension-free living.

(3) The families concerned, especially the poor ones, are required to be economically empowered and enabled to
provide required food, nutrition, clothing, housing and medical care to the elderly.

(4) The subsistence allowance programme for the very poor, distressed, infirm and disabled elderly persons,
initiated by the government of some countries, is a very good step to help the particular group. This programme
should be intensified and gradually expanded to cover all the aged persons.

(5) Special provisions should be made for ward/bed for the aged patients at all government hospitals. The
government and private hospitals/clinics may also be instructed to give priority to and special care for the
treatment of the aged persons.

(6) The government of those countries may issue 'Health Cards' to the aged people for their proper medical
treatment free of cost or at subsidised rates at all hospitals and clinics.

(7) The government may establish 'Nursing Homes' for the aged people in all union health centres to provide for
temporary shelters in order to help them get medicare services, counselling services, recreation, reading facilities
etc.

(8) The aged persons should be declared 'senior citizens' all over the world, thereby giving them a dignified social
status and recognition.

(9) Family members should look after them with respect.

(10) The government should ensure that the aged are looked after by their family members. Or else, the family
members will be penalised by social exclusion and denial of national advantages. Governments should frame an
international policy for the care of the elderly under the United Nations. The focus of the policy should be on
preserving the dignity, independence and autonomy of the elderly persons in the context of family and community
in such a way that aging will be treated as a positive and fulfilling phase of life.
THE INREASING in the number of elderly homes/retirement/nursing homes clearly show the society is failing in
their responsibilities
Even if we give you the BoTD saying that homes are still a great way, still caring for elderly, shows responsibility etc,
THROW STATS OF ABUSE

Elder abuse READ AND STATS physical and mental abuse coz not visited sad depressed
Rebutted by saying benefits of nursing homes/ genralization/stigma that all nursing homes are bad/negative
picture painted/blame the execution not the system itself main purpose of a nursing home is use car analogy
Counter rebutted by saying that the only reason the problems arises/flaws present coz the system by itself is very
vulnerable to such errors/prone to undesirable problems

Moreover, the community organization takes an important role and has deep responsibility in providing care for
our older adult. They help elderly people to maintain their sense of integrity and not to experience despair. This is
quite common for an older adult they feel that they are neglected and don’t have enough reason to live in. The
organization helps them to be active again by giving them certain task this can be seen in any workshop wherein its
main goal is to established self- actualization.

WE CANT CONCLUDE THAT ITS THE KIDS/CHILDREN”S RESPONSIBILITY AS NOT ALL AGING PPL HAVE KIDS, NOT ALL
HAVE CHILDREN FAMILY ETC BUT THE COMMON DENOMINATOR IS THAT ALL OF EM ARE PART OF THE SOCIETY,
CITIZENS OF THE SAME COUNTRY

Parent’s maintenance Act

Maintenance and Welfare of Parents and Senior Citizens Act

Succeeding and failing in said responsibilities is subjective

Failing is very general, this is a moral debate, not a practical debate

Counterpoint to gov if they say gov not spending enough for old ppl
In health services where much care is provided for free there has always been a question of balancing resources.
Some treatments are just too expensive, when this is the case the individuals are free to pay for private healthcare.
Clearly then if there is less money to be spent on healthcare there just needs to be a rethink about which
treatments are affordable as a part of free healthcare. In the United States deciding what treatments are worth the
cost is left to the market, in more centrally organised health systems as is the case in Europe there is a regulator or
commission that decides. In the UK this is NICE (the National Institute for Health and Clinical Excellence) which
decides what drugs are worthwhile based upon quality-adjusted life years and usually does not recommend
treatments that cost more than £20-30,000 per QALY.[1] The answer then would be to drop this down to a lower
figure.
THE gov should be spending on what is the country’s long term interest, spending on youth is an investment, better
for the economy, an economy which is way different to previous ones as it is now knowledge based and the sole
determinant to a countrys development

Responsibility is more of a moral topic, a moral/filial obligation. Thus its clear that this is a morald debate, not an
economic one. Bringing up monetary issues, finance and etc would indirectly humiliate the house as we as a
government prioritise our citizens well-being, both old and young, before anything materialistic. After all, it was the
elderly who have contributed so much in the past, for the betterment/development of this nation in terms of
human capital, productivity and workforce.

The society isnt responsible in the first place, it’s either the family members’ or the gov’s so saying that the society
is failing doesnt make sense. Even if we give you the BOTD saying that families are part of the society OR the
society in general is fully responsible, pointing out a minority, cases of neglect here and there to conclude that the
whole society is failing is a hasty generalization. For an analogy, a minor scratch to a car’s body doesn’t mean that
the car is failing at it’s responsibility, driving its passengers. Majority of the society is driven in helping the aging
population, are striving to provide the best for them and sincerely carrying out said responsibilities so we shouldn’t
bring the whole of society and deem them as failures due to a certain minority.
An extreme yet relevant example is by concluding that Islam is a religion of terror, a religion that supports terrorism
when in truth only about 100 000 of the 2 billion muslims around the world engage themselves in terrorism,
roughly about only 0.00005%. See, 100k seems like a huge number that scares us all but it is just a minority and
should be considered as a majority to come up with a conclusion. In this case, listening to stories of abuse, neglect,
and disregard towards the elderly may shock us, may scare us all but we shouldn’t be drowned in all this and start
thinking clearly. This is just a minority case and isnt enough to consider the whole of society a failure!
SIGNS OF FAILURE
Pension crisis in Malaysia, lack of facilities for old people, close to no laws to protect the elderly(gov), video of lady
shouting at old man car(public), rise in nursing homes which at the same time is parallel to the increase of news
regarding abuse, neglect and low standard at such homes.

NEWS OF FAILING
Woman elderly steering lock 16 jul 2014
Youngster lady accident 6 dec 16
Cashier at bangsar eatery was verbally abusing an elderly woman feb 20 2018

Society is failing as it is relying and being dependent on the government

Sometimes sending them to old folks isnt dumping, it’s the best for them

DEFINITION
Define SOCIETY, RESPONSIBILITY, AT WHAT EXACT POINT IS IT CONSIDERED AS FAILING, AGEING POPULATION
Proving that only the family institution is failing at their responsibilities is irrelevant as the debate discusses about
society, not THBT family is failing etc., prove how is the gov. And public failing to conclude the society as a whole is
failing

People of different countries have different take on care/responsibility towards the aging population, different
governments take elderly care differently. Therefore to avoid inconsistency throughout today’s debate, we will
narrow the debate to Malaysia, the country we are having this debate at and our sole focus will be on Malaysia, its
society on the aging population.

Society pay taxes which in return fund programs, subsidies, funding, senior citizen benefits, pensions etc specially
catered for the aging population

Stigma/stereotype/discrimination on older people
