LeafLink’s 2024 Wholesale Cannabis Pricing Guide provides
wholesale market data from 14 US cannabis markets and five
product categories. This year, we’ve added Puerto Rico to the
report. We leverage LeafLink’s proprietary data to reveal the
actual impact of product pricing. This data is pulled from
transactions that occurred on LeafLink, the industry-leading
wholesale cannabis marketplace. Data is utilized to best inform our
community partners on regional and national expansion

wholesale price. In other words, our data gives insights into what points, dividing the range into quantities. Next, we analyzed each

Despite seeing average pricing decreases in almost
all categories, Alaska still holds some of the highest
average pricing across the markets analyzed in this
report. Like last year, Alaska again had the highest
average flower price at nearly $2.4K in 2023, a 6.9%
increase from last year. Flower held the sales top spot
with $26 million followed by cartridges at $21 million.
Flower in the pricing quintile over $2,000 per lb
represents 85.1% of the category sales. Alaska
remained the most expensive flower by average,
selling at more than $300 per lb than the next closest
state, Missouri.

Arizona saw a decrease in average wholesale
pricing across all categories. Cultivation is
uncapped in the state, driving oversupply
dynamics and lowering prices. The state’s total
GMV was just shy of $355 million with cartridges
accounting for 36% of that, or around $129 million.
The average price for concentrates dropped by
24.8% compared to 2022, from $18.59 to $13.98.
Flower in the $0 - $499.99 range saw a significant
jump in the percentage of sales for 2023, from
37.5% to 56.9%.

The Arkansas market consists of 8 cultivators

15%, then concentrates at 7%. Average price

Across the board, pricing in California moved left
on the x-axis for 2023, bringing average
wholesale prices down. California is a pre-roll
heavy state with category sales totaling over $117
million, or 28% of the state’s total GMV of $415+
million. Flower held the #2 spot with $109 million in
sales (26% of GMV) and cartridges at #3 with $99
million in sales (24% of GMV). The most noteworthy
change from 2022 was the significant shift
towards lower cost flower per lb. In 2023, flower in
the $500 - $999.99 quintile made up 70.1% of
sales, up 39.8% compared to 2022.

Colorado

Colorado had a total GMV of nearly $338 million.
32% of that, or $107 million, was held by cartridges
followed by edibles & ingestibles with 26%, or $87
million. Both concentrates and flowers held a 17%
share of GMV ($58 million per category) and pre-
rolls was 8% of GMV ($27 million). Similar to other
markets, all of the categories are trending to the
left with pricing leveling out in lower quintiles.
Concentrates are a highly competitive category
for Colorado and in 2023 the $0 - 9.99 quintile
took the lead making up for 51.1% of sales.

Massachusetts’ average price per lb continued on
a downward trend in 2023 to $1,129.27 from
$1,538.24 in 2022 and shifted completely away
from the $2,000+ per lb range. Instead, the $500 -
$999.99 range saw a 23.3% increase and the
$1,000 - $1,499.99 quintile recorded a 44.3%
increase. This is due to cultivation facilities
established in 2020/21 which are now converting
into supply. The top category sales were edibles &
ingestibles (41%) and flower (25%). Flower was the
most competitive with 631 SKUs.

Michigan

Michigan is the 2nd largest market in the US with
a GMV of $1.28 billion and is also an uncapped
cultivation state. An abundance of product drove
prices down as it worked its way through the
market. Every category saw a price decrease
compared to 2022. The most impacted was
cartridges which dropped by 23.9%, concentrates
by 26.7%, edibles & ingestibles by 26.2%. In
comparison, the average price per lb for flower
remained relatively stable with some distribution
(2.9% increase) towards the $0 - 499.99 quintile
and a total decrease of 6.4%. Similarly, pre-rolls
decreased by 5.4%.

Missouri

2023 was a monumental year for Missouri’s legal
cannabis market with a run-rate of over $120 million
per month since adult-use sales started in February
2023. Missouri had a total GMV of $651 million with
flower dominating 47% of it, or $304 million in sales.
Alaska, Oregon, and Missouri were the only markets
analyzed in this report that showed an average
increase in the price of flower per lb. The $2,000+
quntile of flower surged 21.3% compared to 2022,
accounting for 61.6% of the category sales. The
average price for flower came in at $2,065.88 for 2023,
up 19.9% compared to 2022's $1,723.44 and only behind
Alaska.

CARTRIDGES CONCENTRATES
Geographically, sales in Nevada are divided
approximately 50/50 between the Las Vegas area and
the rest of the state. Flower was the most competitive
category with nearly 9,000 SKUs and also accounted
for 35% of the state’s total GMV. The cartridge category
was a close second with 33% of GMV.

The largest shift in pricing from 2022 to 2023 was in the


flower category. Last year, price per lb for flower
shifted left on the axis with the quintile price range of
$1000 - 1499.99 recording a 24.9% increase. Pricing per
lb over $1500 dropped to just 1.3% from 30.1% in 2022.
The average price per lb for flower fell by $260.39.

CARTRIDGES CONCENTRATES
Ohio legalized recreational cannabis at the
end of 2023, and sales are expected to begin
in the second half of 2024. The state is
expected to launch hundreds of retail and
cultivation licenses.

The two leading GMV categories were flower,


with 42% of GMV, followed by cartridges with
27%. Flower pricing for Ohio is represented in
grams, aligning with how the unique market
operates. Converting this pricing to per lb
puts Ohio Flower at $2,282.70, ranking second EDIBLES & INGESTIBLES FLOWER
highest only after Alaska.

MARKET PROFILE OHIO


Cartridges, concentrates, along with edibles
& ingestibles all noted a drop in average
pricing for 2023. Cartridges fell by 22.3% to
$27.49 per 1 gram from $35.39 in 2022. With
recreational sales on the horizon, Ohio is a
significant market to watch.

Oklahoma is an oversupplied market and represents
some of the lowest pricing across every category. The
state also has an extensive retail footprint with 2,157
shops. Cartridges held the top sales spot with 28% of total
GMV. Concentrates were the most competitive category
with over 9,300 SKUs. With the exception of pre-rolls and
flower, Oklahoma had the lowest average prices of all the
14 markets analyzed. Even then, the state recorded prices
falling for every category, most notably cartridges which
went down by 24.1%. Concentrates in the $0 - 9.99 quintile
accounted for 85.4% of sales while edibles & ingestibes in
the $0.00 - 0.04 quintile accounted for 70.2% of sales.

Cartridges accounted for 29% of the state’s total
GMV followed by flower with 26%. Oregon was one
of only three states analyzed in this report that
recorded an increase in average price per lb of
flower, increasing 6.2% from $985.62 in 2022 to
$1,046.91 in 2023. In 2022 the state had a lower than
expected harvest and 2023 saw a slight rebound
from that. All other categories recorded average
price reductions with the largest shift occurring in
the edibles & ingestibles category. Pricing in the
lower quintile of $0.00 - 0.04 accounted for 65.2%
of sales, an increase over the year prior by 15.4%.

Washington was one of the few states that showed
average pricing increases across several
categories. Concentrates increased by 3.7% to $7.23
per gram, edibles & ingestibles by 2.3% to $0.07 per
milligram, and pre-rolls by 13.9% to $3.66 per gram.
Edibles & ingestibles accounted for 45% of total
GMV. Pre-rolls was the most competitive category
with nearly 2,000 SKUs followed by flower with just
over 1,800. While average pricing for flower only fell
by 1.7%, the most noteworthy shift is the increase in
percentage of sales for the $500 - 999.99 quintile
which rose by 34.2%.

The market continues to see price declines across the board, however, most were
not as severe as declines seen in 2022. At the same time, cannabis also continues to
face various unique national and state headwinds such as federal prohibition, a CARTRIDGES CONCENTRATES
strong illicit market, and more. Despite these challenges, there is hope on the
horizon with talks of rescheduling, favorable growth in new markets, and increased -11.78% YoY -11.47% YoY
