EXECUTIVE ORDER NO. 02


Series of 2023

RECONSTITUTING THE BARANGAY DEVELOPMENT COUNCIL (BDC), ITS


COMPOSITION, DUTIES AND FUNCTIONS

WHEREAS, this barangay, as a political subdivision, should be fully developed as self-reliant


community in order to be more responsive to the needs of the constituents;

WHEREAS, the 1987 Constitution upholds the right of the people and their organizations to
effective and reasonable participation at all levels of social, political and economic decision-making;

WHEREAS, Section 106 of R.A 7160 otherwise known as the Local Government code pursues
the need to reorganize the Local Development Council in the barangays which shall assist the
Sanggunian in setting the direction of economic and social development, and coordinating development
efforts within its jurisdiction;

NOW THEREFORE, I ESTELA T. CASTRO, by virtue of the powers vested in me by law do


hereby order:

SECTION 1. COMPOSITION. There is hereby re-organized Barangay Development Council


to be composed of the following:

Head (Punong Barangay) -- Hon. Estela T. Castro


Members:
Barangay Kagawad -- Hon. Jennevive S. Alcaraz
Barangay Kagawad -- Hon. Mark Christian Romanillos
Barangay Kagawad -- Hon. Charles Stephen F. Romanillos
Barangay Kagawad -- Hon. Angel John Windell B. Osabel
Barangay Kagawad -- Hon. Mercito S. Butantan
Barangay Kagawad -- Hon. Evergisto D. Caleza Jr.
Barangay Kagawad -- Hon. Nelio D. Arriesgado
CSO/NGO Representative -- Mr. Jimmy S. Alcaraz
Mr. Junben G. Yuson
Mrs. Norma I. Manatad
Mr. Rodrigo D. Moncada

SECTION 2. FUNCTIONS. The Barangay Development Council shall have the following
functions:
1. Mobilize people’s participation in local development efforts;
2. Prepare barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and projects;
And
4. Perform such other functions as may be provided by law or component authority.

SECTION 3. MEETINGS. The Barangay Development Council shall meet at least once every
six (6) month, on a date set by the council.
SECTION 4. FUNDING. Funds necessary to carry out the provision of this Executive Order
shall be sourced out from any available local funds.

SECTION 5. EFFECTIVITY. This Order shall take effect immediately.
