This document describes the GBFD-221201 Dynamic BCCH TRX Timeslot Shutdown feature,
including its technical principles, related features, network impact, and engineering guidelines.
2.1 General Statements
Purpose
This document only provides guidance for feature activation. Feature deployment and feature gains
depend on the specifics of the network scenario where the feature is deployed. To achieve the desired
gains, contact Huawei professional service engineers.
Software Interfaces
Any parameters, alarms, counters, or managed objects (MOs) described in Feature Parameter
Description documents apply only to the corresponding software release. For future software
releases, refer to the corresponding updated product documentation.
2.2 Applicable RAT
3 Overview
In the GSM system, to ensure that MSs can accurately measure the downlink receive level of the
cell during cell selection, cell reselection, and handovers, signals are continuously and stably
transmitted in all the timeslots on the BCCH TRX, whether they are occupied or not. As a result,
the power consumption of the RF module to which the BCCH TRX belongs is high.
In the isolated island single-cell coverage scenario (average number of handovers per hour < 10),
this feature enables the base station to shut down specified timeslots on BCCH TRXs in all cells
under the base station within a specified period, reducing the power consumption of RF modules.
4.1 Principles
To ensure that MSs can accurately measure the downlink receive level of the cell in the GSM
system, the BCCH TRX needs to continuously transmit power regardless of whether it carries
services.
The Dynamic BCCH TRX Timeslot Shutdown feature enables the base station to shut down
some timeslots on the BCCH TRX when the service traffic load is low, reducing the power
consumption.
• In the serving cell: An MS in idle mode measures the downlink receive level of
timeslot 0 on the BCCH TRX in the serving cell, and an MS in connected mode
measures the downlink receive level of the timeslot occupied by the MS in the serving
cell. Therefore, other idle timeslots can be shut down.
• In the neighboring cell of an MS's serving cell: The timeslot measured by the MS
cannot be determined. However, in the isolated island single-cell coverage scenario
(CELL.KPI.TCH.HO.REQ.TRAF/Measurement hours < 10), cell reselection or
handovers can be performed without the neighboring cell measurement. As a result,
idle timeslots can be shut down.
When BTSOTHPARA.BCCHTRXTsShutdownSw (BSC6900, BSC6910) is set to ON, the
Dynamic BCCH TRX Timeslot Shutdown feature is enabled. In addition, the timeslots that can
be shut down on the BCCH TRX can be specified by BTSOTHPARA.AlwShutdownTSRatio
(BSC6900, BSC6910).
• If this parameter is set to LOW, only timeslots 3 and 5 of the BCCH TRX can be shut
down.
• If this parameter is set to MIDDLE, only timeslots 2, 3, 5, and 6 of the BCCH TRX
can be shut down.
• If this parameter is set to HIGH, only timeslots 1, 2, 3, 4, 5, and 6 of the BCCH TRX
can be shut down.
For timeslots that are allowed by BTSOTHPARA.AlwShutdownTSRatio (BSC6900, BSC6910)
to be shut down, whether they can be shut down depends on the channels carried in the timeslots.
• Timeslots carrying control channels cannot be shut down, such as timeslots 0 and 1 in
Figure 4-1.
• Timeslots carrying the PDCH traffic channel cannot be shut down, such as timeslot 7
in the following figure.
• For the timeslots carrying the TCH traffic channel:
▪ If no service is carried, the timeslots are shut down, for example, timeslots 3
and 6 in the following figure.
▪ If there are services and discontinuous transmission (DTX) is used, some
frames that do not transmit information are shut down, and the frames that
transmit information cannot be shut down, for example, timeslot 5 in the
following figure.
▪ If there are services and valid information is transmitted continuously, the
timeslots cannot be shut down, for example, timeslots 2 and 4 in the
following figure.

4.2.1 Benefits
In GSM only scenarios, the power consumption of a single RF module decreases by 12–35%.
That is, the values of the counters listed in Table 4-1 decrease. These counters measure the power
consumption of the entire base station. Therefore, the power consumption decrease measured by
these counters is lower than the power consumption decrease of a single RF module.

It is recommended that this feature be enabled when all of the following conditions are met.
Otherwise, gains cannot be achieved to the level mentioned above.
• The coverage scenario is the isolated island single-cell coverage
(CELL.KPI.TCH.HO.REQ.TRAF/Measurement hours < 10). This feature is not
recommended in other scenarios. For details about the impact, see 4.2.2 Impacts.
• The number of TRXs is not greater than 2. If this condition is not met, enabling this
feature does not have any negative impact, but the feature brings fewer gains.
• The TCH is configured in timeslots 1 to 6, and the PDCH is configured in timeslot 7
or is not configured. If this condition is not met, enabling this feature does not have
any negative impact, but the feature brings fewer gains.
▪ If other types of channels or TCH that can be dynamically converted to
another type of channel is configured in any of timeslots 1 to 6, this timeslot
cannot be shut down.
▪ If other types of channels are configured in timeslots 1 to 6, it is
recommended that the SDCCH be configured in timeslot 1 or not
configured.
4.2.2 Impacts
After this feature is enabled, the level of neighboring cells measured by MSs is either low or no
level is measured, affecting cell selection, cell reselection, and handovers of the MSs.
In GSM+LTE dual-mode or GSM+UMTS dual-mode scenarios, cell reselection and handovers
from LTE or UMTS to GSM are also affected.
In addition, CS accessibility KPIs and PS accessibility KPIs may fluctuate.

4.4 Operation and Maintenance
Observing the gains achieved by this feature is difficult on live networks because traffic loads
change in various ways over long periods and power consumption is likely to fluctuate.
Therefore, you are advised to select several sites in different areas to observe the gains achieved.
You can use either an external instrument or the intelligent power consumption detection
function.
You are advised to monitor the performance for two days or two time periods with similar traffic
volume.
• Ensure that batteries are fully charged before observing the gains brought by this feature. This is
because battery charging affects power consumption.
• The power consumption measured by using the intelligent power consumption detection function is a
little different from the actual power consumption. In addition, this function has special requirements
for the power system. Therefore, use this function based on site conditions. For details about the
intelligent power consumption detection function, see Intelligent Power Consumption Decrease Feature
Parameter Description.

1. Run the BSC MML command SET BTSOTHPARA with Whether to
Enable Energy Consumption Measurement set to YES and Energy
Consumption Measurement Point set to DC.
2. Subscribe to the counters listed in Table 4-1 on the MAE-Access to observe
the GBTS power consumption counters before and after the feature is
activated.
Expected result: The decrease of the counters' values after this feature is
activated is as described in 4.2.1 Benefits.
• eGBTS
1. Run the eGBTS MML command SET ECMP with Energy Consumption
Measurement Point set to DC.
2. Subscribe to the counters listed in Table 4-1 on the MAE-Access to observe
the eGBTS power consumption counters before and after the feature is
activated.
Expected result: The decrease of the counters' values after this feature is
activated is as described in 4.2.1 Benefits.
4.4.3 Network Monitoring
Monitor CS and PS accessibility KPIs to observe the impact of this feature on network
performance. For more information on CS accessibility KPIs and PS accessibility KPIs, see
