RA 9275: Philippine Clear Water Act of 2004
✓ Approved on March 22, 2004
✓ Aims to maintain and safeguard water quality.
✓ Provides consistent protection, preservation, and revival of the quality of
water system in the Philippines. It also mandates a comprehensive water
quality management policy amidst economic growth. The main focus of
this Act is water quality management system and international
mechanism and standards.

Rules and Regulation Governing the Accreditation of Drinking Water Analysis
✓ Monitor the quality services of water testing laboratories in the
Philippines
Drinking water laboratories

Classification:
1. Ownership

a) Bacteriological analysis laboratory
b) Biological analysis laboratory
c) Physical analysis laboratory
d) Chemical analysis laboratory
e) Radiological analysis laboratory
Accreditation
• Laboratories of drinking water analysis is required to registered with HFSRB
• No laboratory shall operate without any valid Certification of Accreditation
(COA)

Validity of Certificate of Accreditation (COA)


DOH AO No. 2006-0024 COA is valid for two (2) years and expires on the
last day of December
DOH AO No. 2020-0031 DOH COA is valid for three (3) years, effective
from January 1 of the first year, and shall expire
on the last day of December of the third year

Workspace
• Correlate with the volume and type of analysis
• Freestanding shall have minimum of 20 sqm. working requirement
Mandatory Parameters
- refers to a list of minimum legally enforceable core parameters offered by a
laboratory for drinking water analysis which are as follows: lead, nitrate, arsenic,
cadmium, color, turbidity, thermotolerant coliform, disinfectant residual, pH,
Total Dissolved Solids (TDS)

Supervision, Management and Staffing of Water Analysis Laboratory


• Under the direction and supervision of licensed Sanitary Engineer
• If the laboratory is under clinical laboratory, the Clinical Pathologist licensed to
supervise the laboratory shall also oversee the laboratory for drinking water
analysis
• In areas where there is no available licensed sanitary engineer, a licensed
chemist, RMT or registered Pharmacist may provisionally supervise.
Qualified as an analyst:
• Registered Medical Technologist
• Registered Pharmacist
• Licensed Chemist
• Microbiologist

The following professionals shall be allowed to be an analyst:

Microbiology Physico-Chemical
1. Registered Medical Technologist 1. Registered Chemist
2. Certified Microbiologist 2. Registered Chemical Technician
3. Registered Food Technologist under the supervision of a

PHILIPPINES
POSTGRADUATE PROGRAMS IN MEDICAL TECHNOLOGY
Postgraduate education in Medical Technology is a requirement not only in the
academe but also in clinical practice.

Requirements for Schools Offering Postgraduate Degrees in Medical


Technology
Few schools of Medical Technology offer a postgraduate degree in Medical
Technology, which is the Master of Science in Medical Technology (MSMT). These
schools, to name a few, include the University of Santo Tomas, Philippine
Women’s University, Saint Louis University, and Manila Central University. These
universities have to meet and maintain high accreditation levels (Levels 2 or 3)
with good performance ratings (about 80%) in the Medical Technology licensure
examination. A Doctor of Philosophy in Medical Technology Program is planned to
be offered soon.
Master of Science in Medical Technology
A Master of Science in Medical Technology is one of the requirements
imposed by CHED for professors at the tertiary level. Similar to any Master
of Science, it includes 33 units of academic and cognates and six units of
thesis. The ultimate requirement of this program is the presentation and
submission of a thesis. The ultimate requirement of this program is the
presentation and submission of a thesis. The basic courses are Research
Methods and Statistics while the cognates can be either Human
Resources Management or Organization Management. Its major courses
are Advanced Biochemistry, Hematology, Cytogenetics, Clinical
Chemistry, Immunohematology, Serology and Immunology, and
Microbiology.
Doctor of Philosophy in Medical Technology
Similar to a Master of Science in Medical Technology, a Doctor of Philosophy
in Medical Technology may include 1 units of Philosophy courses, 6 units of
cognates, 9 units of thesis writing and seminar, 6 units of foreign language,
and 24 units of major courses. However, the course offerings should focus on
an in-depth understanding of the advanced technology in the diagnosis,
prevention, and treatment of disease or infections.
