Session Title: Promoting Public Order and Safety for Peace

Session Objectives: Establish peace among people by implementing public order and safety.
Key Concepts: Understanding the significance of laws, regulations, and cooperation in
maintaining public order and safety, and how these elements contribute to
fostering peace within a community.

III. Facilitation Strategies

Preparation and Settling In: 5 minutes Routinary activities and distribution of reading material.
Progress Monitoring through 30 minutes Law and Order Charades
Reflection and Sharing: Engage students in a charades game where they act out
scenarios related to public order and safety, emphasizing the
importance of following rules and regulations.
 Divide students into teams.
 Provide scenario cards with actions related to public
safety (e.g., following traffic rules, reporting
suspicious activities).
 One student from each team acts out the scenario
without speaking while the team guesses the action.
 4. Discuss the importance of each action in
maintaining public order and safety after each round.

One of the most important topics that PBBM should tackle in his
SONA is peace and order. What shall he tell the people?

The assassination of Governor Roel Degamo on March 4 this year


and the inability of the government to arrest and bring to the fold of
the law the prime suspect, a member of Congress, can serve as the
illustrative case to describe the nation’s peace and order situation.

The first high-profile killing under the current administration was


that of Percival Carag Mabasa also known as Percy Lapid on
October 3, 2022. He was a staunch critic of both presidents Marcos
Jr. and Rodrigo Duterte. He hosted a daily radio program called
"Lapid Fire" over radio DWBL whereby he exposed many
shenanigans in government. He attacked the aborted sugar
importation via Sugar Oder number 4. He criticized the red tagging
of journalists and was very vocal against the Anti-Terror Law. Joel
Escoreal surrendered on October 17, 2022 and confessed to the
killing. He implicated the Dimaculangan brothers, Edmond and
Israel as his co-conspirators, upon alleged orders of a Muntinlupa
prisoner Jun Villamor, who was murdered inside the national
penitentiary.
The prison director, Gerald Bantag and his deputy Ricardo Zuleta
were charged as the masterminds. But until now, they have not been
brought to the fold of the law. And Bantag and Zulueta are now
fugitives from justice. Just like Congressman Arnulfo Teves, they
refuse to face the charges, and instead are in hiding after so many
months from the commission of the crimes.

On March 4, 2023, at 9:36 a.m. while Governor Degamo was


serving his poor constituents inside his own residence in Pamplona,
Negros Oriental, a group of more than 10 uniformed persons entered
the premises of the governor and massacred 10 innocent people
including the governor himself. Eleven suspects were arrested by the
police. Most of them admitted the killing and pointed to the
congressman as the mastermind.
As of today, 10 out of 10 who implicated Congressman Teves have
recanted their earlier affidavits and alleged that they were tortured
into confession. I do not know how the prosecution will prove its
case against the congressman. As usual, the small fry will suffer,
and the big fish will be out into the big blue ocean. The Philippines
now ranks number 97 among 140 countries in terms of notoriety and
worsening peace and order situation, according to the World Justice
Project. On July 25, 2022, hardly a month after BBM assumed
office, a Basilan ex-mayor was killed right inside the Ateneo de
Manila campus immediately before the start of a graduation
ceremony.

Under this administration, 7 billion worth of shabu weighing 900


kilograms was seized by the PDEA and criminal charges were filed
against 50 police officers and uniformed personnel, including two
generals. While this could be claimed as a major accomplishment by
the government, it also indicates that the entire police organization
has already been compromised. This could only be the tip of the
proverbial iceberg.

This is also indicative of the state of peace and order in the country
today. The drug problem has even escalated under the current
administration. With the police being fearful of charges of human
rights violations, the drug lords, drug distributors, carriers, and users
are having a heyday.

Wrap Up: 10 minutes  Ask students to reflect on the session's learnings and
write in their journals about how they can contribute
to maintaining public order and safety in their daily
lives.
 Encourage them to reflect on personal experiences
related to maintaining peace within their community.
 Allow time for students to share their reflections with
a partner or the class.
 Conclude by emphasizing the role of each individual
in upholding public order and safety for a peaceful
society
