CERT Nº 3316-2504-2012
Great efforts were made in order to hold the minimum draft in the port. These efforts
had conduced to eliminate the old floating steel barge used as a dock. The present
available depth of water above MLWS is 8.6 meters.
The structure of the pier suffered a recently affectation for a incident one week ago.
Recommendations were left in site. (no close up inspection with divers)
4.1 Products handled by CORP MAGADALENA:
Heavy products including black oils and asphalt such as IFO
Light products and chemical products includes caustic soda.
4.2 Non conformity: Non conformities and finds were evidenced. These non
conformities and finds are been well controlled for SOCIEDAD
PORTMAGDALENA S.A. personnel, but some of these finds require special
attention. CORP MAGDALENA can not control all operation and installations
because the equipment like pumps, hoses, piping, fire fighting systems etc are
clients / users property, therefore a complete audit shall be applied to each
client / user in order to diagnostic all facilities.
5. AUDIT
Non-conformances were found about management system, policies of Terminal,
responsibilities of personnel, training matrix, safety practices on the pier and
installations.
As yet no system for periodic Audits are in place, this is a recommendation.
The auditors team did not have access the information concerning clients / users. Items
as hoses, inspection routines, maintenance routines, spills preventions, safety
prevention etc, will have observed during client / user audits.
