What is DAO No. 2003-27 Series of 2003?
DENR Administrative Order (DAO)

Amending DAO 26, DAO 29
and DAO 2000-81 among others on the
preparation and submission of Self-
Monitoring Report (SMR)
 signed on July 4, 2003 & was implemented

in August 2004.
Four Primary Sources of Compliance Information
 1. Inspections conducted by government regulators;

 2. Self-monitoring, self-record keeping, and self-
reporting by the regulated community;
 3. Citizen complaints
 4. Monitoring environmental conditions near a facility
Self-Monitoring Report (SMR) System Design
SMR Objectives:
It allows establishments to demonstrate
their compliance with environmental
regulations (e.g. P.D. 1586, R.A.6969, R.A.
8749, R.A. 9275 and R.A. 9003)
 It allows EMB to confirm or validate that
establishments comply with environmental
regulations or requirements.
Self-Monitoring Report (SMR) System
SMR System- a system by which firms provide
enforcement officials (i.e DENR) with self-monitoring
and self-record keeping data/reports periodically or
upon request.
Preparation and Format of SMR
The SMR shall be in accordance with the format
specified
Any changes in the format of SMR shall be subject
to the prior approval of the Secretary

Submission of SMR
ALL covered establishments shall submit the

SMR regularly on a quarterly basis.

the end of each quarter

Steps for submission of Online SMR:

1.Register at
https://client.emb.gov.ph/crs/login (Company
Registration System)
2.Upon EMB Approval, create your SMR at
https://client.emb.gov.ph/smr/login
Evaluation of Self-Monitoring Report
“SUFFICIENT” – The submitted report is

complete and conformed with the prescribed
format.
“DEFICIENT” – The submitted report was found
incomplete or in need of revision.
*The system will send an email to the company

indicating their SMR’s status once evaluated.
Evaluation of Self-Monitoring Report
•Upon acceptance - EMB to complete the

procedural, technical/substantive evaluation
within 25 working days
