In accordance with the suggestions made, a rethinking of the objectives has been carried out for
greater clarity of the research topic.

1. Establish criteria for the implement a methodology for the management of space projects
in the public administration.
2. Identify, describe and compare standards and methodologies in project management
3. Analyze the space sector in Peru, in the area of project management
4. Analyze the Peruvian satellite project PERUSAT-1

Additionally, the methodology to be used was clarified, so the following content complements
what is described and what was presented in the thesis proposal.

For the presentation of this research, it was proposed to attribute a methodology based on non-
experimental applied research, because the study was characteristic of theoretical and practical
(existing) processes of Space Project Management in Peru.
Therefore, qualitative research will be carried out, through which historical information will be
collected and analysis of the management processes of space projects in the public administration
will be carried out, which will allow characterizing the space sector in Peru. Besides, a literary
diagnosis will be carried out with special interest in the main project management standards that
can be applied to entities in the national space sector and subsequently, take them into account
in the analysis of the proposed methodology.
To do this, an analysis will be carried out at the planning stage, since it is the key stage where all
the necessary criteria and guidelines that must be followed to manage the project in the following
stages of the project are established.
According to the brief description made, the research is made up of four phases.
PHASE 1. IDENTIFY, DESCRIBE AND COMPARE STANDARDS AND METHODOLOGIES IN PROJECT
MANAGEMENT
As mentioned, this phase seeks to identify, analyze, describe and compare the frameworks of
international standards in project management, that are found in the main space agencies in the
world to then identify the common processes in each of these. The product of this comparison
contributes to the management processes of the proposed methodology.
Phase 1 activities:
 Identify existing standards in project management.
 Compare existing standards.
 Select the standards applicable to the aerospace sector in Peru.
 Incorporate the selected standards into the reference framework.

Main products and results of phase 1:


 List of standards used in the localization of the main agencies of the global space sector.
 List of common processes of standards used in research.

PHASE 2. ANALYZE THE SPACE SECTOR IN PERU, IN THE AREA OF PROJECT MANAGEMENT
The objective of this phase is to collect all the information related to the space sector in Peru,
through a systemic search that allows identifying the background, particular characteristics and
processes that are being applied in the unique framework of space project management.
Phase 2 activities:
 Select databases and search engines.
 Carry out a bibliographical exploration with emphasis on the Peruvian space industry.
 Compile relevant information for the aerospace sector.
 Analyze selected articles.
 Identify the main entities involved in the space sector in Peru.
 Conduct interviews or surveys with the main entities in the sector, in order to collect
additional information and the management requirements of internal projects.
 Conduct interviews with experts in the field of project management, in order to compile
recommendations for improvement in project management.
 Integrate and synthesize the characteristics of the aerospace sector in Peru in the area of
project management.

Main products and results of phase 2:


 Analysis of the space sector in Peru, in relation to the application of practices in space
project management within the public administration.

PHASE 3.- ANALYZE THE PERUVIAN SATELLITE PROJECT PERUSAT-1


In this phase, what is sought is to carry out an analysis of the existing spatial project in Peru within
the framework of project management, focused on the planning stage of the project and how it
has subsequently been developed.
Phase 3 activities:
 Carry out an analysis of the definitive study of the investment project, through which the
planning stage and the bases for the following stages are established.
 Verify each stage of the project up to its current state, within the framework of project
management, without entering into technical detail.

Main products and results of phase 3:


 Verify if the satellite project is being executed as planned.
 Identify lessons learned for future projects in space engineering.

PHASE 4 ESTABLISH CRITERIA TO IMPLEMENT A METHODOLOGY FOR PROJECT MANAGEMENT IN


THE SPACE SECTOR IN PERU
The purpose of this phase is to integrate the results acquired in phases 1, 2 and 3, to obtain criteria
that help implement a methodology in the management of spatial projects within the public
administration. Such as criteria to formulate the scope, schedule, budget, acquisitions,
communication, risk and responsibilities, to be applied from the planning stage and to help the
success of the following stages, complying with the appropriate experiences in international
project management and, serve as support and complement to the internal processes of the public
administration.
Phase 4 activities:
 Integration of phases 1, 2 and 3.
 Establish criteria for project management within the public administration in Peru.

Main products and results of phase 4:


 Criteria for the implementation of a methodology in the management of spatial projects
within the public administration in Peru.
