1. INTRODUCTION

1.1 Scope
Overall fire protection system shall meet the following specific objectives:
- Control an incident if it does occur and limit its escalation
- Limit damage to facilities and equipment, prevent loss of life
The abovementioned objectives shall be achieved through designing to code/standard, and
by facility design optimization, practical/realistic management of possible hazards (with the
knowledge of their causes and consequences) per experience.
Firewater system shall be made up of fire water pumps, firewater tank, firewater main ring,
and fixed firefighting equipment. The design criteria for each element are described in Active
fire protection philosophy, L790-AF-PHI-0001.

2. PROCESS DESIGN BASIS

2.1 Firewater pumps


Fire water pump system shall be provided as described below including their possible
configurations with regard to pump capacity and sparing:
- Fire Water Pump System
Three (3) 50% motor-driven fire water pump (790-P-002A/B/C) of capacity 1135.5 m3/hr,
connected with firewater diesel generator (L-790-GD-011/012) in an N+1 configuration
(N=100%). (HOLD 8)
Two (2) motor-driven fire water jockey pump (790-P-001A/B) of capacity 57 m3/hr each.
(HOLD 9)
As a fire water back-up, fixed seawater pumps (790-P-011A/B/C) shall be provided according
to Ichthys Onshore LNG Facilities Basis of Design, L290-AG-BOD-0001.
- Sea water supply pump system
Three (3) 50% motor-driven seawater pump of capacity 681.3 m3/hr, connected only with the
dedicated emergency diesel generator. (HOLD 10)

2.2 Field firefighting equipment


As for firefighting equipment in the field, the following equipment shall be furnished in the field.
z Fire hydrant
z Live hose reel
z Monitors
z Fixed water spray system
z Low expansion foam system
z Fixed high expansion foam system

2.3 Feeds
The following is the feed to fire water system. Fresh water to fire water storage tank
(790-T-001) is fed from fresh water tank (710-T-003). Fresh water to fresh water tank
(710-T-003) is fed from local utility company.
Fire water system will normally require no flow. However, during an emergency, all fresh
water flow from local utility company will be fed to fire water system through fresh water tank
(710-T-003). The design flow to fire water system will be based on the maximum possible flow
rate from local utility company.
- Fresh water
Flow rate (Design): 26.6 kg/s
Flow rate (Normal): 0.00 kg/s (Normal no flow)
Pressure: 363 kPaa
Temperature: Ambient
Typical fresh water quality specification is shown in Table 8-4 of Ichthys Onshore LNG
Facilities Basis of Design, L290-AG-BOD-0001.

Seawater is unlimited source of fire water back up. Sea water is supplied to the system at the
following condition to fixed sea water backup system.
Flow rate (Normal): N/A
Pressure: N/A
Temperature: 32.7℃(Max.)/23.5℃(Min.)
The data mentioned in 1.5.5 of Basic Engineering Design Data, L290-AP-BOD-0001, shall be
used for seawater pump design.

2.4 Products
The design of fire water system shall be based on 100% of flow capacity to serve the largest
firewater requirement for each active fire protection zone (hereinafter AFP zone). Fire water
pump, fire water tank, the routing and the size of fire water main ring shall be designed to
serve fire water required by in each AFP zone.
The rated capacity of fire water pump shall be designed based on the largest fire water
requirement in each AFP zone. Discharged pressure at fire water pump shall be designed
considering the minimum residual pressure and design pressure of fire water main and
minimum operation pressure for each firefighting equipment, etc. (HOLD3) The following are
the product/outlet stream from fire water pump and sea water pumps per pump base on the
largest fire water demand.
Flow rate (Rated): 193.8 kg/s
Pressure: 1,100 kPaa
Temperature: Ambient

The firewater system shall be able to cater for the largest firewater requirement of the
following scenarios:

The minimum fire water requirement shall be the sum of the following:
(1) All fixed water spray system(s) requirement within AFP zone
(2) All fixed water and/or water oscillating monitors within AFP zone
LNG Train 1/2 area (3) All fixed high expansion foam system(s) requirement for LNG
impounding basin, if any
(4) Four(4) hose streams from hydrants

The minimum fire water requirement shall be the sum of the following:
(1) All fixed water spray system(s) requirement within AFP zone
Inlet Facilities area (2) All fixed water and/or water oscillating monitors within AFP zone
(3) Four(4) hose streams from hydrants

The minimum fire water requirement shall be the sum of:


(1) High expansion foam system requirement for impounding basin, if
LNG tank area any
(2) All water spray system(s) requirement for affected LNG tank, if any
(3) Four(4) hose streams from hydrant
The minimum fire water requirement shall be the sum of:
(1) Low expansion foam system requirement on the tank’s rim seal fire
(2) Fixed water spray system requirement for shell cooling of the tank on
fire
Condensate Tank area (3) All fixed water spray system(s) requirement for cooling adjacent tanks
and/or equipment, if any

2.5 Utility for firefighting system,


The following utilities are required for operation of Fire Water System:
- Instrument Air
- Power
- Drainage and Effluent Treatment

3. PROCESS DESCRIPTION

3.1 The supply of fire water


Fresh water from the local utility company in Darwin is received and stored in fresh water tank
and drinking water storage tank, then feed to and fire water tank. Seawater is supplied by
fixed sea water pump. Refer to para. 2.3 of this document, “Feeds”.
Fire water shall be served from fire water tank (790-T-001) to fixed fire fighting equipment
through fire water main ring. Fire water tank shall have sufficient volume to provide water to
control the single worst case event out of the followings plus four days requirements of service
water system according to Ichthys Onshore LNG Facilities Basis of Design,
L290-AG-BOD-0001:
- LNG train fire for 4 hours
- Condensate tank fire for 12hours
The service water storage tank (710-T-001) also provides 100% spare storage capacity for
fire water system. Interconnecting lines are provided between the fire water tank and service
water storage tank to allow each tank to be taken out of service. The design of both tanks
shall ensure that service water demand cannot deplete Firewater supply requirement.
For condensate tank fire, 12 hours duration of fire water supply shall be considered. To
provide fire water for 12 hours condensate tank fire, sea water pump system shall be
considered after the complete usage of fresh water in fire water tank and service water
storage tank. The capacity of sea water pumps shall be sized in accordance with the required
fire water flow rate for condensate tank fire.

3.2 Maintenance of fire water pressure


The jockey pump shall be used to maintain a uniform pressure on the fire main system.
Considering pump maintenance, two (2) jockey pumps (790-P-001A/B) shall be provided for
the fire water pump system including a 100% standby and shall be located on the utility
Annex.
Head of this pump shall be determined based on the permanent system pressure of the fire
main to be maintained considering operation sequence of fire fighting pump, and shall be the
desired fire protection system pressure.
The design pressure of the fire main system and its components shall be equal to or greater
than the maximum shut-off pressure of the fire pumps plus transient pressure and any
allowance for elevation differences.
The firewater system is provided in a loop configuration with isolation valve provided at
strategic locations such that fire water coverage except for the portion where is damaged
/under maintenance can be maintained when the fire water main is out of service. Isolation
valves shall be provided to ensure that if a section of ring main is damaged adequate fire
water pressure and flow to protect all plant areas still available through adjacent sections
except for a fire water break case at jetty trestles.
The fire main shall be laid out along the roads on the four sides of a process area, inlet
facilities area, utility area, tankage area, and building area. However, single fire main can be
used in low hazardous areas.
For jetty trestle, operations have been consulted and any required maintenance would be able
to be conducted in sufficient time to have minimum impact on loading operations. Therefore,
no loop configuration will be provided for jetty trestle. Two feeds to jetty from either side of the
isolation valve on ring main will be considered.

3.3 The material of fire water main piping


In consideration to the usage of fresh water as well as seawater as the fire water, high density
polyethylene (HDPE, for underground piping), galvanized carbon steel, and /or cupper-Nickel
alloy (for above ground piping) will be used as the fire water piping material.

4. BASIC PROCESS CONTROL DESCRIPTION

4.1 Firewater main ring pressure control


The jockey pumps shall be used to maintain a uniform pressure on the fire main system.
A pressure sensing device shall be individually provided for each fire water pump controller so
that the pump units will be completely independent from each other.
Two of three fire water pumps including standby pumps shall start automatically and
sequentially when the fire main pressure drops below the set pressure of the pressure
sensing devices. The remaining pump shall be started manually after the other pump failure
and the condition of electrical power supply.
The fire water main shall be provided with indicator type block valves, such that no more than
six (6) items of fixed firefighting equipment, for example, hydrants, monitors, water spray
system headers, etc, be isolated at any one time.

4.2 Fire water storage tank level control


The water level of fire water storage tank (790-T-001) is controlled by adjusting the control
valve on the Fresh Water feed line to the tank.

4.3 Fire water flow control to distribution network from fire water pump
Fire water flow to fire water distribution network from fire water pump shall be controlled using
recirculation line to fire water tank. Pressure at discharge line to fire water distribution network
is monitored and flow rate on recirculation line is controlled according to monitored flow or
pressure such that fire water discharges at appropriate pressure and flow. Recirculation line
shall be designed to have sufficient size to the rated capacity of two fire water pumps.

5. SPARING PHILOSOPHY

Fire water pumps electrical motor driven (790-P-002A/B/C) shall be provided with 50% spare
and fire water jockey pump (790-P-001A/B) shall be provided with 100% spare. (HOLD 8)
Sea water pumps electrical motor driven (790-P-011A/B/C) shall be provided with 50% spare.
(HOLD 10)
Fire water storage tank (790-T-001) shall be spared with service water storage tank
(710-T-001).
No other equipment items are spared.

7. EQUIPMENT DESIGN

7.1 Tanks
- Fire water storage tank (790-T-001)
This tank is cone roof type, made of carbon steel and is internally lined with epoxy (due to
corrosiveness of Fresh Water which has negative Langelier Saturation Index). It is equipped
with open vent. Tank capacity shall be sized to store the maximum Firewater requirement as
described in para.3.1 of this documents and four days of service water requirement according
to para 10.2 of Ichthys Onshore LNG Facilities Basis of Design, L290-AG-BOD-0001.

7.2 Pumps
- Fire water pump (790-P-002A/B/C)
Fire water pump is of the centrifugal type with the casing and impeller made of Stainless Steel
(due to corrosiveness of Fresh Water which has a negative Langelier Saturation Index). The
pump is sized based on the maximum fire water requirement as described in para. 3.1 of this
document.
- Fire water jockey pump (790-P-001A/B)
Fire water jockey pump is a centrifugal type with the casing and impeller made of Stainless
Steel (due to corrosiveness of Fresh Water which has a negative Langelier Saturation Index).
The rated capacity of pump shall be approximately 57 m3/hr based on the capacity of one
hose stream.
- Sea water pumps (790-P-011A/B/C)
Sea water pump is of the centrifugal type with the casing and impeller made of the material for
sea water intake. The pump is sized based on the fire water requirement for condensate tank
fire as described in para. 3.1 of this document.

7.3 Firefighting equipment


The detailed equipment specification of each equipment shall be described in specification of
firefighting equipment, L790-AF-SPC-0002.

8. START-UP AND SHUT-DOWN CONSIDERATIONS

8.1 Operation Sequence


- Fresh water
During normal pump operation, one (1) fire water jockey pump shall run continuously to
maintain the fire water main pressure. The other jockey pump shall be spare.
At fire fighting conditions, where a large amount of water is required (more than one jockey
pump capacity), pressure at the fire water main pressure drops to set pressure. The primary
fire water pump shall start automatically without any time delay.

One of stand-by fire water pumps will start sequentially at interval set at 5 to 10 seconds if ring
main pressure remains below a set pressure. Another remaining pump shall be initiated
manually considering that emergency diesel generator has the capacity for 2 x 100% capacity
of fire water pumps and more than two (2) fire water pumps shall not be started during
electrical power supply by emergency diesel generator.
According to the requirements above, the firewater start-up sequence shall be defined as
below.
- 790-P-001A (Fire water jockey pump) : running continuously
- 790-P-002A (Fire water pump) : Initiate without any time delay below the set pressure
- 790-P-002B (Fire water pump) : Initiate at 5-10 seconds interval after 790-P-002A
initiated below the set pressure
- 790-P-002C (Fire water pump): Normally in manual position. Initiate by manual
operation after other pump failure and the condition of electrical power supply are
confirmed
All fire water pumps are independent of each other. If any fire water pump should fail to start,
the remaining pump shall be initiated by manual operation as above.
Fire water Jockey pumps are started/stopped manually at pump and remotely in CCR.
All fire water pumps are started manually at pump and remotely in CCR. However, fire water
pumps are only stopped at pumps locally and manually from the local pump control panel
upon personnel confirmation that fire fighting operation are already completed.
- Sea water back up
At the normal condition, the feed line of sea water intake is closed with remote-operated
motor-driven isolation valve.
At the emergency condition of fire water exhaustion in fire water storage tank and service
water storage tank, isolation valve will be opened manually and locally or remotely in CCR.
After isolation valve will be opened, each sea water pump will be actuated locally and
manually at pump or remotely in CCR.

9. PROVISIONS FOR FUTURE EXPANSION

Provision shall be made for future connections to the fire main system such that there is
minimal outage of the fire water system. For example, headers shall be terminated with bolted
flanges rather than welded ends. For future expansion of the plant, fire main piping shall
terminate with flanges at the possible expansion locations.
