RULE I
GENERAL PROVISION
ection1.TitleoftheRules.–TheseRulesshallbeknownandcitedas“InternalRulesand
S
Procedure (2024 Edition)” or IRP 2024.
ection2.Applicability.–TheseRulesshallgovernallSKOfficialsofBarangayDalipitEast,
S
Cuenca,Batangas,includingSKChairperson,SKSecretary,SKTreasurer,andSKMembers.
These Rules may be extended to Committee Officials who are not elected officials,
depending on its applicability, subject for approval of SK Chairperson.
ection3.DefinitionofTerms.-ForpurposesoftheseRules,thefollowingtermsarehereby

defined, to wit:
a. A uthor. Refers to SK Member who initiates the creation of a project, program,
bill/resolution, motion, and memorandum.
b. Bill.Thisshallbereferredtoaproposedresolution,project,program,andpolicy,
subject for deliberation of the Sanguniang Kabataan.
c. Committee Chairmanship. The position of being chairpersonof a committee.
d. Events.ForpurposesoftheseRules,eventshallbereferredtoasaplannedpublic
occasion that involves KK gathering and active engagement.
e. Informal Meetings. Refers to meeting that lacks of formality and required
documentation. This may be conducted for clarification, preliminary strategic
planning, and other matters that does notrequiretechnicalproceedings.Inthis
case, there shall be no required quorum and no bill and resolution shall be
passed.
f. Issuances. Refers to a formal communication, order, or notice issued by the
Sanguniang Kabataan (e.g. resolution, memorandum, advisory, etc.).
g. Katipunan ng Kabataan (KK). A group of young people with a role in
communityactivitiesthatprovidesthegovernmentwithawaytoactivelyengage
young people in the development efforts of the country (p. 69 Sanguniang
Kabataan Operations Manual series of 2017). For purposes of these Rules, KK
hereinshallrefertoyoungresidentsofBrgy.DalipitEastwhoare15to30years
of age (Sec. 4 Chapter II, RA No. 10742).
h. Memorandum. For purposes of these Rules, this shall refer to a formalletterof
communication within and outside the Sangguniang Kabataan that aims to
disseminate information.
i. Memorandum Order. This shall refer to an issuance or letter ofcommunication
thataimstoprovideguidelines,directives,orinstructionsnecessarytocarryout
a policy, project and program.
j. Memorandum Request. Commonly referred to as “request letter” or “request
memo”.
k. Parliamentary Procedure. Set rules and precedents governing formal
proceedings of a deliberative body or assembly in conducting meetings or
sessions.Inmostformalorganizations,entities,andgovernmentagenciesadhere
to this procedure (A.3.1.5 p43 SK Operation Manual series of 2023).
l. P roject/Program.ForpurposesoftheseRules,project/programshallbereferred
to recurring small event, output, or long-term project that involves less social
interaction between SK Officials and KK Members.
m. Quorum. Requirement and pre-requisite to consider discussion points in an
assembly, a meeting, or a discussion to be valid and acceptable. In the Local
Government Code of 1991, it is explicitly stated in Section 53 that a quorumis
knownasthepresenceofthemajorityofallelectedandqualifiedmembersofthe
Sanggunian. As an example, the Sangguniang Panlalawigan with fourteen (14)
members composed of ten (10) regular members (board members), three (3)
ex-officio members and the Vice-Governor as the presiding officer. Quorum is
achievedwheneight(8)membersarepresent.InthecaseoftheSKthathasseven
(7) Members and one (1) Chairperson, quorum is achieved when five (5)
members are present (A.3.1.3 pp 39-40 SK Operations Manual Series of 2023).
RULE II
THE SK OFFICIALS
ection 1. Composition. SK Officials shall be comprises of one (1) elected SK Chairman,
S
seven (7) elected SK Members, one (1) appointed SK Secretary, and one (1) appointed SK
Treasurer, who are elected/appointed in accordance with Chapter II of RA No. 10742,
whose powers, duties, and responsibilities are listed in the aforesaid act.
ULE III
R
OMMITTEES
C
a. E lected SK Officials (i.e., SK Chairman and Members) shall hold committees,
whether as Committee Chairperson or Committee co-Chairperson/s.
b. Committee chairmanship shall not be limited to SK elected officials. The SK
Chairman may appoint a qualified KK Member who possesses related skills,
knowledge, and competence, and can render a great assistance in carrying out
projects, programs, and policies of the Sanguniang Kabataan. The aforesaid
appointment shall be in concurrence with SK Members through a resolution duly
approved by at least quorum of members.
c. In case of vacancy, the SK Chairman or another SK Member shall assume the
position, subject for concurrence of majority of SK Members.
d. SKelectedofficialsmayholdchairmanshipofmultiplecommittees,exceptincaseof
modification by splitasstipulatedSection7(b)ofRuleIIIhereof,andbeallowedto
appoint members therein, among qualified KK Members.
ection3.DismissalofCommitteeChairmanship. CommitteeChairpersonmayberelieved
S
from duties and responsibilities through the following manner:
a. V oluntary Dismissal of Committee Chairmanship. Any Committee Chairperson, either
SKOfficialornot,maysignifyintentiontovoluntaryrelievehimselffromcommittee
chairmanship by informing the SK Chairman, written or verbally, whichever is
practical.
b. Involuntary Dismissal of Committee Chairmanship of Non-SK Official. Committee
ChairpersonwhoisnotanSKOfficialmayberemovedfromholdingacommitteein
case of failure to perform duties and responsibilities, and in the same manner as
removal of SK appointed officials.
c. Involuntary Dismissal of Committee Chairmanship of SK Official. Committee
Chairmanship of any SK Official may be removed from through the following
grounds:
i. Just causes
1. Committee Chairmanship of SK Official shall automatically be
removed in case that an SK Official is dismissed from the office.
2.In case of failure to perform duties and responsibilities.
3.Other matter analogous to the foregoing.
In case of just causes, the Committee Chairmanship shall be assumed SK
Officials, in consonance with Section 2(c) Rule III of this InternalRulesand
Procedure.
ii. Authorized causes
1. In case of voluntary separation of SK Official from the office, for a
good cause.
2.When the committee is abolished or merged with another.
3.Other matter analogous to the foregoing.
ection 4. Committee Membership Qualifications. Any KK Member, who are Filipino
S
resident of Brgy. Dalipit East, Cuenca, Batangas for at least six (6) months immediately
preceding the day of membership application, whose age is at least 15 years old, but not
older than 30 years old, shall be qualified for membership on committees.
ection5.CommitteeMembershipApplication.InterestedKKMembersshallsubmitaduly
S
accomplishedformtoanyofSKOfficials,ormaysendanemailtotheofficialemailaddress
of Sanguniang Kabataan, applying for membership. There shall be no payment or like,in
committee membership.
ection6.ReportorialRequirements.CommitteeChairperson,withSKChairpersonandSK
S
Treasurer, shall accomplish project/program report inaccordancewithSectionXXofRule
XXhereof.
ection 7.ModificationofCommittee.Acommittee,afterdeliberationofSKMembers,may
S
be modified as follows:
ection 8. Dissolution of Committee. A committee may be dissolved in case of its
S
irrelevance, obsoleteness, redundancy, or as deemed necessary to doso.Likewise,insuch
circumstances, the pending project and proposal shall be considered moot and irrelevant
andthebudgetallocatedthereinshallbeforwardedtogeneralappropriationsfund,subject
for proper accounting processes. After due deliberation, an appropriate memorandum or
resolution shall be issued to that effect.
RULE IV
BILLS AND RESOLUTION
ection1.SubmissionofBills.AnySKMembersandCommitteeChairpersonsmaysubmit
S
proposal of projects, programs, and policies, concerning youth development and those
matterwithinthepowersandjurisdictionoftheSanguniangKabataan,submissionofwhich
shall be addressed to SK Chairman and/or SK Secretary.
ection2.PrescribedTemplate.TheSKSecretaryshallprovideaprescribedtemplateofbills
S
for project and program proposal that involves social engagement, and those that need
funding. Template shall indicate but not limited to:
.
a ill number;

b. Sponsor of the bill;
c. Project/program period;
d. Objectives;
e. Budget needed; and
f. Other necessary information.
ection3.ReferenceofBusiness.Uponacknowledgementofbill,theSKChairpersonand/or
S
SK Secretary shall include the sameinnextsession’sreferenceofbusiness,forappropriate
action.
ection 4. Bill Submitted by Concerned Committee Chairperson. Bills submitted by the
S
concerned committee may not undergo committee referral and preliminary procedure,
provided that, concerned committee have already conductedacommitteemeetingand/or
public hearing.
ection6.SKDeliberation(SecondReading).Theentiredraftofbillshallbereadandshall
S
undergo deliberation during the session. The bill shall be amended, when necessary, to
reflect the stipulations/provisions agreed upon by the majority, before passing to as
Resolution.
ection7.ApprovalofBill/Resolution.AResolutionshallbepromulgateduponapproval
S
ofquorummembersoftheSangguniangKabataan.Four(4)SKMembersandSKChairman
shall constitute quorum.
ection 8. Resolution. SK Secretary shall provide series number of Resolution, and the
S
content therein shall be in accordance with prescribed template of the LYDC.
a. R esolutionsshallimmediatelybepostedinthebulletinboardand/orinatleasttwo
(2) conspicuous places in the barangay, within three (3) days upon signing.
b. The committee concerning public relations, if necessary, may post the same in the
official social media account of the Sanggunian, in coordinationwithSKSecretary.
This shall be in accordance with Section (2) (3) and (4), Rule IX hereof, and other
applicable laws and regulations.
ection 10. Effectivity of Resolution. Resolutions shall automatically take effect within
S
seven (7) calendardaysfromthedateofapproval,unlessthesaidResolutionfixesanother
date.
ection 11. Copy furnish of Resolution. SK Secretary shall furnish the (1) Office of the
S
PunongBarangaythruBarangaySecretary,(2)LYDC,and(3)otherconcernedparty,copyof
Resolution within five (5) days from the approval.
ection 12. Implementation. SK Chairman shall implement the Resolution with full
S
coordinationofconcernedcommittee/s,uponapprovalofsaidResolution,unlessthesame
has fixed date or prescribed period of implementation.
RULE V
MEETINGS AND SESSIONS
ection1.Pre-conditions.SKSecretaryshallnotifyallSKMembersoftheintendedmeeting,
S
at least two (2) calendar days prior to target schedule. This may be done electronically
provided that an electronic copy of Notice of Meeting and the previous Minutes of the
Meeting are attached therewith.
ection2.NoticeofMeeting.NoticeofMeetingshallconsistofthefollowingbutnotlimited

ection3.RegularSession–Date,TimeandVenue.RegularSessionshallbeheldanywhere
S
at Brgy. Dalipit East, Cuenca, Batangas, every 4th Sunday of the month at 7 o’clockinthe
evening.IntheeventofforcemajeureorsimilarmannerbeyondcontroloftheSangguniang
Kabataan, the Regular Session shall be rescheduled on the following Sunday or in a date
agreed upon by the majority, whichever is earlier.
ection4.SpecialMeeting–Date,Time,andVenue.Specialmeetingsmaybeheldanytime
S
asagreeduponbythemajorityofSKMembers,providedthatthepre-conditionsasstatedin
the Section 1 Rule V hereof are satisfied. This may be done via videoconference.
ection 5. Attendance. All SK Officials are required to attend RegularSessionandSpecial
S
Meetingsonthescheduledsession/meetingasstatedinthetwoprecedingsections.Incase
ofinabilitytoattendthesession/meeting,thesaidSKOfficialshallnotifytheSKChairman
or SK Secretary at least two (2) hourspriortothescheduledsession/meeting.Inexcusable
reason shall be dealt accordingly, in accordance with applicable rules and regulations.
ection6.ConductofSession/Meeting.TheSanguniangKabataanshalladaptparliamentary
S
procedure in conducting deliberation during meeting/session pursuant to SK Operations
Manual series of 2023, as follows:
ection 1.Preconditions.Thereshallbenoeventandprogrambeconductedwithoutprior
S
approval of the Sangguniang Kabataan.Anappropriateissuanceshallbeapprovedtothat
effect, indicating the following:

he SK Secretary and/or SK Chairman shall notify the LYDC, Office of the Punong

Barangay and other concerned office, at least three (3) calendar days prior to event
proper.
ection2.AttendanceandDecorum.ProjectheadandSKChairmanshallbepresentduring
S
theeventproper.AttendanceofotherSKOfficialwho’snotdirectlyinvolvedintheconduct
of event and program shall not be treated in the same manner as Project Head’s or SK
Chairman’s.SKOfficials,incaseofunavailabilityofuniformorasagreedbytheSanguniang
Kabataan, shall wear a decent attire appropriate to the event/program.
ection 3. SK Event Venue. All SK event shall be held withintheterritorialjurisdictionof
S
Barangay DalipitEast,Cuenca,Batangas,unlessotherwiseagreeduponthemajorityofthe
SK Member inconsiderationwithbudget,practicalityandrelevance.Incaseoftheformer,
the Sanguniang Kabataan shall seek prior approval from the concerned office/s.
ection 4. Project Report. SK Chairman and concerned SK Official and/or Committee
S
Chairperson shall prepare report in all significant activities conducted by the Sanguniang
Kabataan, according to its applicability as provided hereunder:
a. P rogress Report. This report shall be submitted within the period set by the SK
Chairman,reportingtheperiodicstatusofproject/program.Thisshallbeapplicable
to kind of program as described in Section 3(l) Rule I of this IRP.
b. Completion Report. This report shall be submitted within 7 calendar days upon
completion of project/program and SK event. This report shall include narrative
detail of project/program and SK event, as well as liquidation of expenses.
RULE VII
WAYS AND MEANS
ection 1. Preconditions of Fund-raising. Sanguniang Kabataan may adopt fund-raising
S
activities provided that the following are satisfied:
ection2.LimitationsandProhibitions.Anyformofcapitalinvestmenttoabusinesssuch
S
as stocks, bonds, equity investments, loan, and the like, shall be strictly prohibited.
ection3.Proceeds. Theproceedsoffund-raisingactivityshallbesubjectforaccountingof
S
SK Treasurer.Incasetheproceedsexceedthefundedactivity/program,theexcessshallbe
forwarded to general appropriations fund.
ULE IIX

CODE OF ETHICS
ection1.GoverningAct.TheSangguniangKabataanshallobservethefaithfulcompliance
S
in all provisions stated in the “Code ofConductandEthicalStandardsforPublicOfficials
and Employees (RA No. 6713).”
ection2.TardinessandAbsenteeism.DuringSKmeetingsandregularsession,SKOfficials
S
shall be given a grace period of fifteen (15) minutesfromtherollcall,beforebetaggedas
late. All SK Official, in case of absent,shallinformtheSKChairmanatleasttwo(2)hours
prior to scheduled meeting/session. Failure to notify shall be construed as ‘AWOL’ and
shall be dealt accordingly.
ection 3. Attire. All SK Officials shall observe proper attire on sessionsandmeetings.In
S
case of unavailability of uniform, all attendees shall wear decent attire. The following are
prohibited:

a leeves shirt

b. Shorts (e.g. jersey, chino, etc.) and short trousers
c. See-through outfits
d. Slippers
ection 4. Gossips and Rumors. All SK Officials shall perform the highest degree of
S
professionalism,dignityandhonor.Withthat,allSKOfficialsshallnotengageinanykind
of gossips and spreading rumorandfalseinformationduringmeeting,sessionandevents,
and likewise endeavor themselves to avoid the same in social media and personal life to
maintain the highest degree of professionalism, dignity and honor.
ection5.Amity.AllSKOfficials,whetherelectedorappointedbyvirtueofRA10742orby
S
this Rule, shall maintain good and diplomatic relations among SK Officials, avoiding
libellous remarks, respecting one’s beliefsystem,andconstrainingthemselvesinunrelated
heated arguments.
ection 6. Conflict Resolution. Any kind of conflict or dispute among SK Official arising
S
from official duty shall be resolved before the SK Chairman and/or Ethics Committee.In
case of conflict of interest, the disputing party may seek mediation from the Ethics
CommitteeoftheBarangay,oranycompetentEthicsCommitteeofanotherSKofBarangay
within the territorial jurisdiction of Cuenca, Batangas, whichever is more practical and
readily available.
a. P ositiveReinforcement.EthicsCommitteeshallimplementarewardsystemtoboost
the morale of Sanguniang Kabataan and to promote active participation of all SK
Officials in embodying the general mission and vision of the Sanguniang Kabataan.
b. NegativeReinforcement.Likewiseasstatedabove,theEthicsCommitteeshallcreate
schedule of offenses or matrix of disciplinary sanctions, in violation oftheseRules
and applicable laws and regulations.

all SK Officials, both elected and appointed officials.
ULE IX
R
OCIAL MEDIA PRESENCE AND PUBLIC AFFAIRS
S
ection 1. Responsible Social Media Presence. All SK Officials, during the term of office,
S
shall endeavour to use socialmediaresponsibly,whetherforpersonalorofficialpurposes.
SK Officials shall:
a. N otstateorimplythatanyopinionsandcontentspostedusingpersonalsocialmedia
account are endorsed, validated, official, and approved by the Sangguniang
Kabataan. In making public opinion concerning local and national issues, the SK
Official shall include disclaimer, stating that none of the contents therein are
endorsed by the Sangguniang Kabataan.
b. A void making libellous and derogatory remarks against any government agencies
and government officials.
c. Constraint themselves in peddling unverified news and information concerning
public safety, alleged government program and announcement, fake news, and
political rumour.
d. Avoid posting pornographicandsexualprovocativematerial,andanysocialmedia
contentsthatisdetrimentaltogoodcustom,publicmoral,andthatviolatesanylaws
and regulations.
e. AvoidtakingsolecreditofSKprojectsandprograms,expresslyorimpliedly.AllSK
Officials shall not include personalphotoonanyofficialpublicpostingsofprojects
and programs, unless the said SK Official is the subject therein.
ection 2. Social Media Account. The Sangguniang Kabataan shall have a social media

account using platform that is commonly used and accessible to KK Members, to be
managed by the SK Chairman and assigned Committee Chairperson for public
relations/affairs. The official email address of the Sangguniang Kabataan shall be as follow:

ection 3. Social Media Purposes. The official social media account of the Sangguniang

Kabataan shall serve the following purposes:
ection 4. Social Media Prohibition. The following are the prohibition on use of official
S
social media account of Sangguniang Kabataan, to wit:

a romotion of own and personal opinion on local and national issues;
b. Endorsement of any political aspirant on any local and national posts;
c. Endorsementofanybusiness,andcommercialproductunlesssponsoredthesubject
posting, subject for approval of at least majority members of Sangguniang Kabataan;
d. Indicate photo of any SK Official on project/program, unless said official is the
subject therein; and
e. Same as Sections 1 (b) (c) (d) of this Rule.
ection 5. Language.A
S ll social media postings shall be expressed in Tagalog, English, or
‘Taglish’. Social Media manager is encouraged to use Batangas-variant of Tagalog to
promote local identity, and when practical, may include Baybayin characters as subtitle.
RULE X
EXTERNAL AFFAIRS
ection 1. Diplomatic Relations. The Sangguniang Kabataan shall endeavour tomaintain
S
strong and good relation with other SK Officials of Cuenca, Batangas.
ection2.Collaboration.TheSanguniangKabataanofDalipitEast,Cuencamaycollaborate
S
for project/program and event, with other Sanguniang Kabataan of any barangay of
Cuencca, Batangas. The same shall be concurred by at least majority of SK Members of
collaborating parties.
ection 3. Communications. All communications, whether verbal of written, shall be
S
coursed through SK Chairman or his assign. No exchange of communication shall be
released without approval of SK Chairman unless authorized to do so.
ection 4. Contract and Agreement. No SK Official shall enter into official contract and
S
agreement without proper authority from majority of SK Members.
ULE XI

LEGAL AFFAIRS
ection2.PowertoReview.Allcontractsandpoliciesshallbesubjectoflegalreviewprior
S
to its release and implementation.
ULE XII
R
TRANSITION PERIOD
ection 1. Turn-over. During the transition period between the outgoing official and new
S
administration, the former shall prepare turn-over document, including the following:
a. F or SK Secretary: monitoring databases of all documents, office copy of SK
Resolutions, memorandum, contractsandagreements,andotherofficialdocuments
in his/her possession.
b. ForSKTreasurer:Financialstatement,check,receipts,andotherofficialdocumentin
his/her possession.
c. SK Committee Chairpersons: All project files, committee accomplishment reports,
status report of on-going projects and programs.
AlloftheforegoingshallbeturnedovertooutgoingSKChairmanandthesameshallbe
t urned over by the latter to newly electedSKChairmanwithintheperiodrequiredbythe
LYDC and/or Municipal Local Government Office of Cuenca, Batangas.
ULE XIII

FINAL PROVISIONS
ection 1. Separability Clause. In case any provision of the foregoing Rules are invalid,
S
void,unenforceable,thevalidity,legality,andenforceabilityoftheremainingprovisionson
these Rules shall not be affected.
ection 2. Repealing Clause. These Rules shall revoke any resolutions, rules, internal
S
policies, and other issuances earlier issued by the Sanguniang Kabataan of Dalipit East
Cuenca, Batangas that is incongruous to these Rules.
ection 3. Effectivity Clause. These Rules shall take effect immediately upon issuance of
S
resolutionapprovingtheseRules,effectiveduringthetermof2023-2025Administrationand
perpetuallythereafter,unlessrevokedbySanguniangKabataaninaresolutiondulyadopted
by at least majority of Members.”
