‭ RESOLUTION ADAPTING THE INTERNAL RULES OF PROCEDURE OF‬

‭THE SANGGUNIANG KABATAAN OF BARANGAY DALIPIT EAST FOR CY‬
‭2023-2025‬

‭ HEREAS, the Sangguniang Kabataan of Barangay Dalipit East is a‬

‭government entity mandated by law to promote and protect the physical, moral,‬
‭spiritual, intellectual and social well-being of the youth of Barangay Dalipit East,‬
‭Cuenca, Batangas and shall inculcates in them patriotism, nationalism and other‬
‭desirable values, and encourages their involvement in public and civic affairs;‬
‭WHEREAS, pursuant to the provisions of Republic Act No. 10742, known as‬
‭the "SK Reform Act of 2015", Sangguniang Kabataan have the inherent rights and‬
‭obligations of adopting its own rules of procedure for the proper discharge of its‬
‭mandate and functions;‬
‭WHEREAS, in the maintenance of good order in the Sanggunian Kabataan‬
‭deliberations, it is necessary that specific rules should be adopted and enforced in‬
‭the interest of effective administration; and‬
‭WHEREAS, in order to regulate and adjust with the unexpected changes in‬
‭the local governance, the Sangguniang Kabataan of Dalipit East recognizes the need‬
‭for the adoption of an Internal Rules of Procedure;‬
‭NOW THEREFORE, on motion duly seconded, Be it;‬
‭RESOLVED, as it hereby resolved by the Sangguniang Kabataan of Barangay‬
‭Dalipit East to adapt the following Internal Rules and Procedure to govern its‬
‭deliberations for CY 2023-2025‬
‭INTERNAL RULES AND PROCEDURE‬
‭2024 EDITION‬

‭RULE I‬
‭GENERAL PROVISION‬

‭ ection‬‭1.‬‭Title‬‭of‬‭the‬‭Rules‬‭.‬‭–‬‭These‬‭Rules‬‭shall‬‭be‬‭known‬‭and‬‭cited‬‭as‬‭“Internal‬‭Rules‬‭and‬

‭Procedure (2024 Edition)” or IRP 2024.‬

‭ ection‬‭2.‬‭Applicability‬‭.‬‭–‬‭These‬‭Rules‬‭shall‬‭govern‬‭all‬‭SK‬‭Officials‬‭of‬‭Barangay‬‭Dalipit‬‭East,‬

‭Cuenca,‬‭Batangas,‬‭including‬‭SK‬‭Chairperson,‬‭SK‬‭Secretary,‬‭SK‬‭Treasurer,‬‭and‬‭SK‬‭Members.‬
‭These‬ ‭Rules‬ ‭may‬ ‭be‬ ‭extended‬ ‭to‬ ‭Committee‬ ‭Officials‬ ‭who‬ ‭are‬ ‭not‬ ‭elected‬ ‭officials,‬
‭depending on its applicability, subject for approval of SK Chairperson‬‭.‬

‭ ection‬‭3.‬‭Definition‬‭of‬‭Terms‬‭.‬‭-‬‭For‬‭purposes‬‭of‬‭these‬‭Rules,‬‭the‬‭following‬‭terms‬‭are‬‭hereby‬

‭defined, to wit:‬

‭a.‬ A ‭ uthor‬‭.‬ ‭Refers‬ ‭to‬ ‭SK‬ ‭Member‬ ‭who‬ ‭initiates‬ ‭the‬ ‭creation‬ ‭of‬ ‭a‬ ‭project,‬ ‭program,‬
‭bill/resolution, motion, and memorandum.‬
‭b.‬ ‭Bill‬‭.‬‭This‬‭shall‬‭be‬‭referred‬‭to‬‭a‬‭proposed‬‭resolution,‬‭project,‬‭program,‬‭and‬‭policy,‬
‭subject for deliberation of the Sanguniang Kabataan.‬
‭c.‬ ‭Committee Chairmanship‬‭. The position of being chairperson‬‭of a committee.‬
‭d.‬ ‭Events‬‭.‬‭For‬‭purposes‬‭of‬‭these‬‭Rules,‬‭event‬‭shall‬‭be‬‭referred‬‭to‬‭as‬‭a‬‭planned‬‭public‬
‭occasion that involves KK gathering and active engagement.‬
‭e.‬ ‭Informal‬ ‭Meetings‬‭.‬ ‭Refers‬ ‭to‬ ‭meeting‬ ‭that‬ ‭lacks‬ ‭of‬ ‭formality‬ ‭and‬ ‭required‬
‭documentation.‬ ‭This‬ ‭may‬ ‭be‬ ‭conducted‬ ‭for‬ ‭clarification,‬ ‭preliminary‬ ‭strategic‬
‭planning,‬ ‭and‬ ‭other‬ ‭matters‬ ‭that‬ ‭does‬ ‭not‬‭require‬‭technical‬‭proceedings.‬‭In‬‭this‬
‭case,‬ ‭there‬ ‭shall‬ ‭be‬ ‭no‬ ‭required‬ ‭quorum‬ ‭and‬ ‭no‬ ‭bill‬ ‭and‬ ‭resolution‬ ‭shall‬ ‭be‬
‭passed.‬
‭f.‬ ‭Issuances‬‭.‬ ‭Refers‬ ‭to‬ ‭a‬ ‭formal‬ ‭communication,‬ ‭order,‬ ‭or‬ ‭notice‬ ‭issued‬ ‭by‬ ‭the‬
‭Sanguniang Kabataan (e.g. resolution, memorandum, advisory, etc.).‬
‭g.‬ ‭Katipunan‬ ‭ng‬ ‭Kabataan‬ ‭(KK)‬‭.‬ ‭A‬ ‭group‬ ‭of‬ ‭young‬ ‭people‬ ‭with‬ ‭a‬ ‭role‬ ‭in‬
‭community‬‭activities‬‭that‬‭provides‬‭the‬‭government‬‭with‬‭a‬‭way‬‭to‬‭actively‬‭engage‬
‭young‬ ‭people‬ ‭in‬ ‭the‬ ‭development‬ ‭efforts‬ ‭of‬ ‭the‬ ‭country‬ ‭(p.‬ ‭69‬ ‭Sanguniang‬
‭Kabataan‬ ‭Operations‬ ‭Manual‬ ‭series‬ ‭of‬ ‭2017).‬ ‭For‬ ‭purposes‬ ‭of‬ ‭these‬ ‭Rules,‬ ‭KK‬
‭herein‬‭shall‬‭refer‬‭to‬‭young‬‭residents‬‭of‬‭Brgy.‬‭Dalipit‬‭East‬‭who‬‭are‬‭15‬‭to‬‭30‬‭years‬
‭of age (Sec. 4 Chapter II, RA No. 10742).‬
‭h.‬ ‭Memorandum‬‭.‬ ‭For‬ ‭purposes‬ ‭of‬ ‭these‬ ‭Rules,‬ ‭this‬ ‭shall‬ ‭refer‬ ‭to‬ ‭a‬ ‭formal‬‭letter‬‭of‬
‭communication‬ ‭within‬ ‭and‬ ‭outside‬ ‭the‬ ‭Sangguniang‬ ‭Kabataan‬ ‭that‬ ‭aims‬ ‭to‬
‭disseminate information.‬
‭i.‬ ‭Memorandum‬ ‭Order.‬ ‭This‬ ‭shall‬ ‭refer‬ ‭to‬ ‭an‬ ‭issuance‬ ‭or‬ ‭letter‬ ‭of‬‭communication‬
‭that‬‭aims‬‭to‬‭provide‬‭guidelines,‬‭directives,‬‭or‬‭instructions‬‭necessary‬‭to‬‭carry‬‭out‬
‭a policy, project and program.‬
‭j.‬ ‭Memorandum‬ ‭Request‬‭.‬ ‭Commonly‬ ‭referred‬ ‭to‬ ‭as‬ ‭“request‬ ‭letter”‬ ‭or‬ ‭“request‬
‭memo”.‬
‭k.‬ ‭Parliamentary‬ ‭Procedure‬‭.‬ ‭Set‬ ‭rules‬ ‭and‬ ‭precedents‬ ‭governing‬ ‭formal‬
‭proceedings‬ ‭of‬ ‭a‬ ‭deliberative‬ ‭body‬ ‭or‬ ‭assembly‬ ‭in‬ ‭conducting‬ ‭meetings‬ ‭or‬
‭sessions.‬‭In‬‭most‬‭formal‬‭organizations,‬‭entities,‬‭and‬‭government‬‭agencies‬‭adhere‬
‭to this procedure (A.3.1.5 p43 SK Operation Manual series of 2023).‬
‭l.‬ P ‭ roject/Program‬‭.‬‭For‬‭purposes‬‭of‬‭these‬‭Rules,‬‭project/program‬‭shall‬‭be‬‭referred‬
‭to‬ ‭recurring‬ ‭small‬ ‭event,‬ ‭output,‬ ‭or‬ ‭long-term‬ ‭project‬ ‭that‬ ‭involves‬ ‭less‬ ‭social‬
‭interaction between SK Officials and KK Members.‬
‭m.‬ ‭Quorum‬‭.‬ ‭Requirement‬ ‭and‬ ‭pre-requisite‬ ‭to‬ ‭consider‬ ‭discussion‬ ‭points‬ ‭in‬ ‭an‬
‭assembly,‬ ‭a‬ ‭meeting,‬ ‭or‬ ‭a‬ ‭discussion‬ ‭to‬ ‭be‬ ‭valid‬ ‭and‬ ‭acceptable.‬ ‭In‬ ‭the‬ ‭Local‬
‭Government‬ ‭Code‬ ‭of‬ ‭1991,‬ ‭it‬ ‭is‬ ‭explicitly‬ ‭stated‬ ‭in‬ ‭Section‬ ‭53‬ ‭that‬ ‭a‬ ‭quorum‬‭is‬
‭known‬‭as‬‭the‬‭presence‬‭of‬‭the‬‭majority‬‭of‬‭all‬‭elected‬‭and‬‭qualified‬‭members‬‭of‬‭the‬
‭Sanggunian.‬ ‭As‬ ‭an‬ ‭example,‬ ‭the‬ ‭Sangguniang‬ ‭Panlalawigan‬ ‭with‬ ‭fourteen‬ ‭(14)‬
‭members‬ ‭composed‬ ‭of‬ ‭ten‬ ‭(10)‬ ‭regular‬ ‭members‬ ‭(board‬ ‭members),‬ ‭three‬ ‭(3)‬
‭ex-officio‬ ‭members‬ ‭and‬ ‭the‬ ‭Vice-Governor‬ ‭as‬ ‭the‬ ‭presiding‬ ‭officer.‬ ‭Quorum‬ ‭is‬
‭achieved‬‭when‬‭eight‬‭(8)‬‭members‬‭are‬‭present.‬‭In‬‭the‬‭case‬‭of‬‭the‬‭SK‬‭that‬‭has‬‭seven‬
‭(7)‬ ‭Members‬ ‭and‬ ‭one‬ ‭(1)‬ ‭Chairperson,‬ ‭quorum‬ ‭is‬ ‭achieved‬ ‭when‬ ‭five‬ ‭(5)‬
‭members are present (A.3.1.3 pp 39-40 SK Operations Manual Series of 2023).‬

‭RULE II‬
‭THE SK OFFICIALS‬

‭ ection‬ ‭1.‬ ‭Composition‬‭.‬ ‭SK‬ ‭Officials‬ ‭shall‬ ‭be‬ ‭comprises‬ ‭of‬ ‭one‬ ‭(1)‬ ‭elected‬ ‭SK‬ ‭Chairman,‬

‭seven‬ ‭(7)‬ ‭elected‬ ‭SK‬ ‭Members,‬ ‭one‬ ‭(1)‬ ‭appointed‬ ‭SK‬ ‭Secretary,‬ ‭and‬ ‭one‬ ‭(1)‬ ‭appointed‬ ‭SK‬
‭Treasurer,‬ ‭who‬ ‭are‬ ‭elected/appointed‬ ‭in‬ ‭accordance‬ ‭with‬ ‭Chapter‬ ‭II‬ ‭of‬ ‭RA‬ ‭No.‬ ‭10742,‬
‭whose powers, duties, and responsibilities are listed in the aforesaid act.‬

‭ ULE III‬
R
‭ OMMITTEES‬
C

‭Section 1.‬‭Creation of Committees‬‭.‬

‭a.‬ T‭ he‬ ‭Sanguniang‬ ‭Kabataan‬ ‭shall‬‭enact‬‭the‬‭creation‬‭of‬‭Mandatory‬‭Committees‬‭under‬


‭IRR of RA 10742, to wit:‬
‭i.‬ ‭Committee‬‭on‬‭Education‬‭and‬‭Culture‬‭.‬‭Responsible‬‭for‬‭overseeing‬‭all‬‭SK‬‭matters,‬
‭that‬ ‭is,‬ ‭policy‬ ‭and‬ ‭programs‬ ‭or‬ ‭projects‬ ‭related‬ ‭to‬ ‭education‬ ‭and‬ ‭culture.‬
‭Mainly,‬ ‭the‬ ‭committee‬ ‭is‬ ‭tasked‬ ‭to‬ ‭ensure‬ ‭that‬ ‭education‬ ‭is‬ ‭a‬ ‭matter‬ ‭of‬
‭priority‬ ‭and‬ ‭culture‬ ‭is‬ ‭kept‬ ‭alive‬ ‭among‬ ‭the‬ ‭youth‬ ‭and‬ ‭community‬ ‭as‬ ‭a‬
‭whole; e.g., folk dances.‬
‭ii.‬ ‭Committee‬ ‭on‬ ‭Environmental‬ ‭Protection,‬ ‭Climate‬ ‭Change‬ ‭Adaptation‬ ‭(CCA),‬ ‭and‬
‭Disaster‬ ‭Risk‬ ‭Reduction‬ ‭and‬ ‭Resiliency‬ ‭(DRRR)‬‭.‬ ‭Responsible‬‭for‬‭all‬‭SK‬‭matters‬
‭related‬‭to‬‭environment‬‭and‬‭disaster‬‭preparedness.‬‭The‬‭committee‬‭is‬‭tasked‬‭to‬
‭ensure‬ ‭that‬ ‭the‬ ‭youth‬ ‭are‬ ‭made‬ ‭aware‬ ‭of‬ ‭and‬ ‭capacitated‬ ‭regarding‬
‭protection of the environment and preparedness in times of calamities.‬
‭iii.‬ ‭Committee‬ ‭on‬ ‭Youth‬ ‭Employment,‬ ‭and‬ ‭Livelihood.‬ ‭Responsible‬ ‭for‬ ‭all‬ ‭SK‬
‭affairs‬‭related‬‭to‬‭promoting‬‭employment‬‭and‬‭livelihood‬‭opportunities‬‭for‬‭the‬
‭youth.‬
‭iv.‬ ‭Committee‬ ‭on‬ ‭Health,‬ ‭Health‬ ‭Services,‬ ‭and‬ ‭Reproductive‬ ‭Health‬‭.‬ ‭Responsible‬‭for‬
‭all SK matters related to the health of youth.‬
‭v.‬ ‭Committee‬ ‭on‬ ‭Anti-Drug‬ ‭Abuse‬ ‭and‬ ‭Social‬‭Protection‬‭.‬‭To‬‭safeguard‬‭the‬‭welfare‬
‭of the youth, anti-drug and social protection committee should be created.‬
‭vi.‬ ‭Committee‬‭on‬‭Gender‬‭and‬‭Development‬‭.‬‭This‬‭committee‬‭manages‬‭all‬‭SK‬‭matters‬
‭concerned with gender and development (GAD).‬
‭vii.‬ ‭Committee‬‭on‬‭Sports‬‭Development‬‭.‬‭This‬‭committee‬‭is‬‭in-charge‬‭of‬‭managing‬‭all‬
‭SK‬ ‭matters‬ ‭related‬ ‭to‬ ‭sports‬ ‭development‬ ‭among‬ ‭the‬ ‭youth‬ ‭and‬ ‭among‬
‭community members as a whole.‬
‭b.‬ T‭ he‬ ‭Sanguniang‬ ‭Kabataan‬ ‭may‬ ‭create‬ ‭a‬ ‭regular/special‬ ‭committee‬ ‭pursuant‬ ‭to‬
‭Section 8(f) of R.A. No. 10742, duly approved by at least majority of SK Members.‬

‭Section 2.‬‭Committee Chairmanships‬‭.‬

‭a.‬ E ‭ lected‬ ‭SK‬ ‭Officials‬ ‭(i.e.,‬ ‭SK‬ ‭Chairman‬ ‭and‬ ‭Members)‬ ‭shall‬ ‭hold‬ ‭committees,‬
‭whether as Committee Chairperson or Committee co-Chairperson/s.‬
‭b.‬ ‭Committee‬ ‭chairmanship‬ ‭shall‬ ‭not‬ ‭be‬ ‭limited‬ ‭to‬ ‭SK‬ ‭elected‬ ‭officials.‬ ‭The‬ ‭SK‬
‭Chairman‬ ‭may‬ ‭appoint‬ ‭a‬ ‭qualified‬ ‭KK‬ ‭Member‬ ‭who‬ ‭possesses‬ ‭related‬ ‭skills,‬
‭knowledge,‬ ‭and‬ ‭competence,‬ ‭and‬ ‭can‬ ‭render‬ ‭a‬ ‭great‬ ‭assistance‬ ‭in‬ ‭carrying‬ ‭out‬
‭projects,‬ ‭programs,‬ ‭and‬ ‭policies‬ ‭of‬ ‭the‬ ‭Sanguniang‬ ‭Kabataan.‬ ‭The‬ ‭aforesaid‬
‭appointment‬ ‭shall‬ ‭be‬ ‭in‬ ‭concurrence‬ ‭with‬ ‭SK‬ ‭Members‬ ‭through‬ ‭a‬ ‭resolution‬ ‭duly‬
‭approved by at least quorum of members.‬
‭c.‬ ‭In‬ ‭case‬ ‭of‬ ‭vacancy,‬ ‭the‬ ‭SK‬ ‭Chairman‬ ‭or‬ ‭another‬ ‭SK‬ ‭Member‬ ‭shall‬ ‭assume‬ ‭the‬
‭position, subject for concurrence of majority of SK Members.‬
‭d.‬ ‭SK‬‭elected‬‭officials‬‭may‬‭hold‬‭chairmanship‬‭of‬‭multiple‬‭committees,‬‭except‬‭in‬‭case‬‭of‬
‭modification‬ ‭by‬ ‭split‬‭as‬‭stipulated‬‭Section‬‭7(b)‬‭of‬‭Rule‬‭III‬‭hereof,‬‭and‬‭be‬‭allowed‬‭to‬
‭appoint members therein, among qualified KK Members.‬

‭ ection‬‭3.‬‭Dismissal‬‭of‬‭Committee‬‭Chairmanship‬‭.‬ ‭Committee‬‭Chairperson‬‭may‬‭be‬‭relieved‬

‭from duties and responsibilities through the following manner:‬

‭a.‬ V ‭ oluntary‬ ‭Dismissal‬ ‭of‬ ‭Committee‬ ‭Chairmanship‬‭.‬ ‭Any‬ ‭Committee‬ ‭Chairperson,‬ ‭either‬
‭SK‬‭Official‬‭or‬‭not,‬‭may‬‭signify‬‭intention‬‭to‬‭voluntary‬‭relieve‬‭himself‬‭from‬‭committee‬
‭chairmanship‬ ‭by‬ ‭informing‬ ‭the‬ ‭SK‬ ‭Chairman,‬ ‭written‬ ‭or‬ ‭verbally,‬ ‭whichever‬ ‭is‬
‭practical.‬
‭b.‬ ‭Involuntary‬ ‭Dismissal‬ ‭of‬ ‭Committee‬ ‭Chairmanship‬ ‭of‬ ‭Non-SK‬ ‭Official‬‭.‬ ‭Committee‬
‭Chairperson‬‭who‬‭is‬‭not‬‭an‬‭SK‬‭Official‬‭may‬‭be‬‭removed‬‭from‬‭holding‬‭a‬‭committee‬‭in‬
‭case‬ ‭of‬ ‭failure‬ ‭to‬ ‭perform‬ ‭duties‬ ‭and‬ ‭responsibilities,‬ ‭and‬ ‭in‬ ‭the‬ ‭same‬ ‭manner‬ ‭as‬
‭removal of SK appointed officials.‬
‭c.‬ ‭Involuntary‬ ‭Dismissal‬ ‭of‬ ‭Committee‬ ‭Chairmanship‬ ‭of‬ ‭SK‬ ‭Official‬‭.‬ ‭Committee‬
‭Chairmanship‬ ‭of‬ ‭any‬ ‭SK‬ ‭Official‬ ‭may‬ ‭be‬ ‭removed‬ ‭from‬ ‭through‬ ‭the‬ ‭following‬
‭grounds:‬
‭i.‬ ‭Just causes‬
‭1.‬ ‭Committee‬ ‭Chairmanship‬ ‭of‬ ‭SK‬ ‭Official‬ ‭shall‬ ‭automatically‬ ‭be‬
‭removed in case that an SK Official is dismissed from the office.‬
‭2.‬‭In case of failure to perform duties and responsibilities.‬
‭3.‬‭Other matter analogous to the foregoing.‬
‭In‬ ‭case‬ ‭of‬ ‭just‬ ‭causes,‬ ‭the‬ ‭Committee‬ ‭Chairmanship‬ ‭shall‬ ‭be‬ ‭assumed‬ ‭SK‬
‭Officials,‬ ‭in‬ ‭consonance‬ ‭with‬ ‭Section‬ ‭2(c)‬ ‭Rule‬ ‭III‬ ‭of‬ ‭this‬ ‭Internal‬‭Rules‬‭and‬
‭Procedure.‬
‭ii.‬ ‭Authorized causes‬
‭1.‬ ‭In‬ ‭case‬ ‭of‬ ‭voluntary‬ ‭separation‬ ‭of‬ ‭SK‬ ‭Official‬ ‭from‬ ‭the‬ ‭office,‬ ‭for‬ ‭a‬
‭good cause.‬
‭2.‬‭When the committee is abolished or merged with another.‬
‭3.‬‭Other matter analogous to the foregoing.‬

‭ ection‬ ‭4.‬ ‭Committee‬ ‭Membership‬ ‭Qualifications‬‭.‬ ‭Any‬ ‭KK‬ ‭Member,‬ ‭who‬ ‭are‬ ‭Filipino‬

‭resident‬ ‭of‬ ‭Brgy.‬ ‭Dalipit‬ ‭East,‬ ‭Cuenca,‬ ‭Batangas‬ ‭for‬ ‭at‬ ‭least‬ ‭six‬ ‭(6)‬ ‭months‬ ‭immediately‬

‭older than 30 years old, shall be qualified for membership on committees.‬
‭ ection‬‭5.‬‭Committee‬‭Membership‬‭Application‬‭.‬‭Interested‬‭KK‬‭Members‬‭shall‬‭submit‬‭a‬‭duly‬

‭accomplished‬‭form‬‭to‬‭any‬‭of‬‭SK‬‭Officials,‬‭or‬‭may‬‭send‬‭an‬‭email‬‭to‬‭the‬‭official‬‭email‬‭address‬
‭of‬ ‭Sanguniang‬ ‭Kabataan,‬ ‭applying‬ ‭for‬ ‭membership.‬ ‭There‬ ‭shall‬ ‭be‬ ‭no‬ ‭payment‬ ‭or‬ ‭like,‬‭in‬
‭committee membership.‬

‭ ection‬‭6‬‭.‬‭Reportorial‬‭Requirements.‬‭Committee‬‭Chairperson,‬‭with‬‭SK‬‭Chairperson‬‭and‬‭SK‬

‭Treasurer,‬ ‭shall‬ ‭accomplish‬ ‭project/program‬ ‭report‬ ‭in‬‭accordance‬‭with‬‭Section‬‭XX‬‭of‬‭Rule‬
‭XX‬‭hereof.‬

‭ ection‬ ‭7.‬‭Modification‬‭of‬‭Committee‬‭.‬‭A‬‭committee,‬‭after‬‭deliberation‬‭of‬‭SK‬‭Members,‬‭may‬

‭be modified as follows:‬

‭a.‬ M ‭ odification‬‭by‬‭merger.‬ ‭Consolidation‬‭of‬‭two‬‭(2)‬‭or‬‭more‬‭committees‬‭may‬‭be‬‭done‬


‭in‬ ‭case‬ ‭of‬ ‭redundancy‬ ‭or‬ ‭closely‬ ‭related‬ ‭committees‬ ‭are‬ ‭managed‬ ‭by‬ ‭the‬ ‭same‬
‭Committee‬ ‭Chairperson.‬ ‭In‬ ‭case‬ ‭of‬ ‭the‬ ‭former,‬ ‭the‬ ‭Committee‬ ‭Chairperson‬ ‭of‬ ‭the‬
‭surviving‬‭entity‬‭shall‬‭assume‬‭the‬‭committee‬‭chairmanship‬‭of‬‭the‬‭merger.‬‭Thereafter,‬
‭the‬ ‭pending‬ ‭project/program‬ ‭proposal‬ ‭and‬ ‭budget‬ ‭allocated‬ ‭for‬ ‭the‬ ‭submerged‬
‭committee shall be incorporated with the surviving committee.‬
‭b.‬ ‭Modification‬ ‭by‬ ‭split.‬ ‭The‬ ‭Sangguniang‬ ‭Kabataan‬ ‭may‬ ‭split‬‭one‬‭(1)‬‭committee‬‭into‬
‭two‬‭(2)‬‭or‬‭more‬‭specified‬‭committees,‬‭if‬‭practical‬‭to‬‭do‬‭so,‬‭depending‬‭on‬‭the‬‭needs‬‭of‬
‭the‬ ‭sector.‬ ‭Committee‬‭chairmanship‬‭of‬‭the‬‭splitted‬‭committees‬‭shall‬‭be‬‭assumed‬‭by‬
‭different‬ ‭persons.‬ ‭Thereafter,‬ ‭a‬ ‭joint-memorandum‬ ‭to‬ ‭that‬ ‭effect‬ ‭be‬ ‭issued‬ ‭by‬
‭Committee‬ ‭Chairperson‬ ‭of‬ ‭splitted‬ ‭committees,‬ ‭delineating‬ ‭their‬ ‭respective‬
‭purposes, pending project/program proposal, and budget allocated.‬
‭In‬‭the‬‭event‬‭of‬‭the‬‭modification‬‭and‬‭after‬‭due‬‭deliberation,‬‭an‬‭appropriate‬‭memorandum‬
‭or resolution to that effect be issued, duly approved by the SK Chairman.‬

‭ ection‬ ‭8.‬ ‭Dissolution‬ ‭of‬ ‭Committee‬‭.‬ ‭A‬ ‭committee‬ ‭may‬ ‭be‬ ‭dissolved‬ ‭in‬ ‭case‬ ‭of‬ ‭its‬

‭irrelevance,‬ ‭obsoleteness,‬ ‭redundancy,‬ ‭or‬ ‭as‬ ‭deemed‬ ‭necessary‬ ‭to‬ ‭do‬‭so.‬‭Likewise,‬‭in‬‭such‬
‭circumstances,‬ ‭the‬ ‭pending‬ ‭project‬ ‭and‬ ‭proposal‬ ‭shall‬ ‭be‬ ‭considered‬ ‭moot‬ ‭and‬ ‭irrelevant‬
‭and‬‭the‬‭budget‬‭allocated‬‭therein‬‭shall‬‭be‬‭forwarded‬‭to‬‭general‬‭appropriations‬‭fund,‬‭subject‬
‭for‬ ‭proper‬ ‭accounting‬ ‭processes.‬ ‭After‬ ‭due‬ ‭deliberation,‬ ‭an‬ ‭appropriate‬ ‭memorandum‬ ‭or‬
‭resolution shall be issued to that effect.‬

‭RULE IV‬
‭BILLS AND RESOLUTION‬

‭ ection‬‭1.‬‭Submission‬‭of‬‭Bills.‬‭Any‬‭SK‬‭Members‬‭and‬‭Committee‬‭Chairpersons‬‭may‬‭submit‬

‭proposal‬ ‭of‬ ‭projects,‬ ‭programs,‬ ‭and‬ ‭policies,‬ ‭concerning‬ ‭youth‬ ‭development‬ ‭and‬ ‭those‬
‭matter‬‭within‬‭the‬‭powers‬‭and‬‭jurisdiction‬‭of‬‭the‬‭Sanguniang‬‭Kabataan,‬‭submission‬‭of‬‭which‬
‭shall be addressed to SK Chairman and/or SK Secretary.‬

‭ ection‬‭2.‬‭Prescribed‬‭Template‬‭.‬‭The‬‭SK‬‭Secretary‬‭shall‬‭provide‬‭a‬‭prescribed‬‭template‬‭of‬‭bills‬

‭for‬ ‭project‬ ‭and‬ ‭program‬ ‭proposal‬ ‭that‬ ‭involves‬ ‭social‬ ‭engagement,‬ ‭and‬ ‭those‬ ‭that‬ ‭need‬

‭ ection‬ ‭5.‬ ‭Bill‬ ‭Submitted‬ ‭by‬ ‭not‬ ‭Concerned‬ ‭Committee‬ ‭Chairperson‬‭.‬‭In‬‭case‬‭the‬‭bill‬‭is‬‭not‬

‭sponsored‬‭by‬‭concerned‬‭Committee‬‭Chairperson,‬‭the‬‭bill‬‭shall‬‭undergo‬‭first‬‭reading.‬‭During‬
‭session,‬ ‭the‬ ‭title‬ ‭shall‬ ‭be‬ ‭read‬ ‭and‬ ‭shall‬ ‭be‬ ‭referred‬ ‭by‬ ‭SK‬ ‭Secretary‬ ‭to‬ ‭concerned‬
‭committee/s. Thereafter, a committee meeting and/or public hearing shall be held.‬

‭ ection‬‭6.‬‭SK‬‭Deliberation‬‭(Second‬‭Reading).‬‭The‬‭entire‬‭draft‬‭of‬‭bill‬‭shall‬‭be‬‭read‬‭and‬‭shall‬

‭undergo‬ ‭deliberation‬ ‭during‬ ‭the‬ ‭session.‬ ‭The‬ ‭bill‬ ‭shall‬ ‭be‬ ‭amended,‬ ‭when‬ ‭necessary,‬ ‭to‬
‭reflect‬ ‭the‬ ‭stipulations/provisions‬ ‭agreed‬ ‭upon‬ ‭by‬ ‭the‬ ‭majority,‬ ‭before‬ ‭passing‬ ‭to‬ ‭as‬
‭Resolution.‬

‭ ection‬‭7.‬‭Approval‬‭of‬‭Bill‬‭/‬‭Resolution‬‭.‬‭A‬‭Resolution‬‭shall‬‭be‬‭promulgated‬‭upon‬‭approval‬

‭of‬‭quorum‬‭members‬‭of‬‭the‬‭Sangguniang‬‭Kabataan.‬‭Four‬‭(4)‬‭SK‬‭Members‬‭and‬‭SK‬‭Chairman‬
‭shall constitute quorum.‬

‭ ection‬ ‭8.‬ ‭Resolution‬‭.‬ ‭SK‬ ‭Secretary‬ ‭shall‬ ‭provide‬ ‭series‬ ‭number‬ ‭of‬ ‭Resolution,‬ ‭and‬ ‭the‬

‭content therein shall be in accordance with prescribed template of the LYDC.‬

‭Section 9.‬‭Publicizing Resolutions‬‭.‬

‭a.‬ R ‭ esolutions‬‭shall‬‭immediately‬‭be‬‭posted‬‭in‬‭the‬‭bulletin‬‭board‬‭and/or‬‭in‬‭at‬‭least‬‭two‬
‭(2) conspicuous places in the barangay, within three (3) days upon signing.‬
‭b.‬ ‭The‬ ‭committee‬ ‭concerning‬ ‭public‬ ‭relations,‬ ‭if‬ ‭necessary,‬ ‭may‬ ‭post‬ ‭the‬ ‭same‬ ‭in‬ ‭the‬
‭official‬ ‭social‬ ‭media‬ ‭account‬ ‭of‬ ‭the‬ ‭Sanggunian,‬ ‭in‬ ‭coordination‬‭with‬‭SK‬‭Secretary.‬
‭This‬ ‭shall‬ ‭be‬ ‭in‬ ‭accordance‬ ‭with‬ ‭Section‬ ‭(2)‬ ‭(3)‬ ‭and‬ ‭(4),‬ ‭Rule‬ ‭IX‬ ‭hereof,‬ ‭and‬ ‭other‬
‭applicable laws and regulations.‬

‭ ection‬ ‭10.‬ ‭Effectivity‬ ‭of‬ ‭Resolution‬‭.‬ ‭Resolutions‬ ‭shall‬ ‭automatically‬ ‭take‬ ‭effect‬ ‭within‬

‭seven‬ ‭(7)‬ ‭calendar‬‭days‬‭from‬‭the‬‭date‬‭of‬‭approval,‬‭unless‬‭the‬‭said‬‭Resolution‬‭fixes‬‭another‬
‭date.‬

‭ ection‬ ‭11.‬ ‭Copy‬ ‭furnish‬ ‭of‬ ‭Resolution‬‭.‬ ‭SK‬ ‭Secretary‬ ‭shall‬ ‭furnish‬ ‭the‬ ‭(1)‬ ‭Office‬ ‭of‬ ‭the‬

‭Punong‬‭Barangay‬‭thru‬‭Barangay‬‭Secretary,‬‭(2)‬‭LYDC,‬‭and‬‭(3)‬‭other‬‭concerned‬‭party,‬‭copy‬‭of‬

‭ ection‬ ‭12.‬ ‭Implementation‬‭.‬ ‭SK‬ ‭Chairman‬ ‭shall‬ ‭implement‬ ‭the‬ ‭Resolution‬ ‭with‬ ‭full‬

‭coordination‬‭of‬‭concerned‬‭committee/s,‬‭upon‬‭approval‬‭of‬‭said‬‭Resolution,‬‭unless‬‭the‬‭same‬

‭ ection‬‭1.‬‭Pre-conditions‬‭.‬‭SK‬‭Secretary‬‭shall‬‭notify‬‭all‬‭SK‬‭Members‬‭of‬‭the‬‭intended‬‭meeting,‬

‭Kabataan,‬ ‭the‬ ‭Regular‬ ‭Session‬ ‭shall‬ ‭be‬ ‭rescheduled‬ ‭on‬ ‭the‬ ‭following‬ ‭Sunday‬ ‭or‬ ‭in‬ ‭a‬ ‭date‬
‭agreed upon by the majority, whichever is earlier.‬

‭ ection‬‭4.‬‭Special‬‭Meeting‬‭–‬‭Date,‬‭Time,‬‭and‬‭Venue‬‭.‬‭Special‬‭meetings‬‭may‬‭be‬‭held‬‭anytime‬

‭as‬‭agreed‬‭upon‬‭by‬‭the‬‭majority‬‭of‬‭SK‬‭Members,‬‭provided‬‭that‬‭the‬‭pre-conditions‬‭as‬‭stated‬‭in‬
‭the Section 1 Rule V hereof are satisfied. This may be done via videoconference.‬

‭ ection‬ ‭5.‬ ‭Attendance‬‭.‬ ‭All‬ ‭SK‬ ‭Officials‬ ‭are‬ ‭required‬ ‭to‬ ‭attend‬ ‭Regular‬‭Session‬‭and‬‭Special‬

‭Meetings‬‭on‬‭the‬‭scheduled‬‭session/meeting‬‭as‬‭stated‬‭in‬‭the‬‭two‬‭preceding‬‭sections.‬‭In‬‭case‬
‭of‬‭inability‬‭to‬‭attend‬‭the‬‭session/meeting,‬‭the‬‭said‬‭SK‬‭Official‬‭shall‬‭notify‬‭the‬‭SK‬‭Chairman‬
‭or‬ ‭SK‬ ‭Secretary‬ ‭at‬ ‭least‬ ‭two‬ ‭(2)‬ ‭hours‬‭prior‬‭to‬‭the‬‭scheduled‬‭session/meeting.‬‭Inexcusable‬
‭reason shall be dealt accordingly, in accordance with applicable rules and regulations.‬

‭ ection‬‭6‬‭.‬‭Conduct‬‭of‬‭Session/Meeting‬‭.‬‭The‬‭Sanguniang‬‭Kabataan‬‭shall‬‭adapt‬‭parliamentary‬

‭procedure‬ ‭in‬ ‭conducting‬ ‭deliberation‬ ‭during‬ ‭meeting/session‬ ‭pursuant‬ ‭to‬ ‭SK‬ ‭Operations‬
‭Manual series of 2023, as follows:‬

‭a.‬ ‭Guidelines for Fair and Orderly Meetings‬


‭i.‬ ‭Common‬ ‭and‬ ‭consistent‬ ‭rules‬ ‭and‬ ‭procedures‬ ‭must‬ ‭be‬ ‭provided‬ ‭to‬ ‭all‬
‭participants during the deliberation and debate.‬
‭ii.‬ ‭Every‬‭participant‬‭in‬‭the‬‭meeting‬‭is‬‭given‬‭the‬‭opportunity‬‭to‬‭articulate‬‭ideals,‬
‭issues‬‭and‬‭concerns‬‭in‬‭every‬‭discussion‬‭point.‬‭Decisions‬‭and‬‭resolutions‬‭must‬
‭reflect the will of the majority without sacrificing the minority.‬
‭iii.‬ ‭Allow‬‭for‬‭complementary‬‭expression‬‭among‬‭the‬‭meeting‬‭participants.‬‭This‬‭is‬

‭judge, and validate issues at hand.‬
‭iv.‬ ‭Deliberation‬ ‭is‬ ‭an‬ ‭opportunity‬ ‭to‬ ‭tackle‬ ‭the‬ ‭agenda‬‭set‬‭for‬‭the‬‭meeting.‬‭The‬
‭assembly‬ ‭has‬ ‭every‬ ‭right‬ ‭to‬ ‭deliberate‬‭on‬‭issues‬‭and‬‭concerns‬‭raised‬‭during‬

‭ ection‬ ‭3.‬ ‭SK‬ ‭Event‬ ‭Venue.‬ ‭All‬ ‭SK‬ ‭event‬ ‭shall‬ ‭be‬ ‭held‬ ‭within‬‭the‬‭territorial‬‭jurisdiction‬‭of‬

‭Barangay‬ ‭Dalipit‬‭East,‬‭Cuenca,‬‭Batangas,‬‭unless‬‭otherwise‬‭agreed‬‭upon‬‭the‬‭majority‬‭of‬‭the‬
‭SK‬ ‭Member‬ ‭in‬‭consideration‬‭with‬‭budget,‬‭practicality‬‭and‬‭relevance.‬‭In‬‭case‬‭of‬‭the‬‭former,‬
‭the Sanguniang Kabataan shall seek prior approval from the concerned office/s.‬

‭ ection‬ ‭4.‬ ‭Project‬ ‭Report.‬ ‭SK‬ ‭Chairman‬ ‭and‬ ‭concerned‬ ‭SK‬ ‭Official‬ ‭and/or‬ ‭Committee‬

‭Chairperson‬ ‭shall‬ ‭prepare‬ ‭report‬ ‭in‬ ‭all‬ ‭significant‬ ‭activities‬ ‭conducted‬ ‭by‬ ‭the‬ ‭Sanguniang‬
‭Kabataan, according to its applicability as provided hereunder:‬

‭a.‬ P ‭ rogress‬ ‭Report.‬ ‭This‬ ‭report‬ ‭shall‬ ‭be‬ ‭submitted‬ ‭within‬ ‭the‬ ‭period‬ ‭set‬ ‭by‬ ‭the‬ ‭SK‬
‭Chairman,‬‭reporting‬‭the‬‭periodic‬‭status‬‭of‬‭project/program.‬‭This‬‭shall‬‭be‬‭applicable‬
‭to kind of program as described in Section 3(l) Rule I of this IRP.‬
‭b.‬ ‭Completion‬ ‭Report.‬ ‭This‬ ‭report‬ ‭shall‬ ‭be‬ ‭submitted‬ ‭within‬ ‭7‬ ‭calendar‬ ‭days‬ ‭upon‬
‭completion‬ ‭of‬ ‭project/program‬ ‭and‬ ‭SK‬ ‭event.‬ ‭This‬ ‭report‬ ‭shall‬ ‭include‬ ‭narrative‬
‭detail of project/program and SK event, as well as liquidation of expenses.‬
‭RULE VII‬
‭WAYS AND MEANS‬

‭ ection‬ ‭1.‬ ‭Preconditions‬ ‭of‬ ‭Fund-raising.‬ ‭Sanguniang‬ ‭Kabataan‬ ‭may‬ ‭adopt‬ ‭fund-raising‬

‭activities provided that the following are satisfied:‬

‭a.‬ P ‭ roposal/recommendation‬ ‭of‬ ‭the‬ ‭assigned‬ ‭committee,‬ ‭indicating‬ ‭the‬ ‭purpose,‬


‭objective, capital investment, plan, term, and allocation of proceeds.‬
‭b.‬ ‭A resolution approving the fund-raising activity.‬

‭ ection‬‭2.‬‭Limitations‬‭and‬‭Prohibitions.‬‭Any‬‭form‬‭of‬‭capital‬‭investment‬‭to‬‭a‬‭business‬‭such‬

‭as stocks, bonds, equity investments, loan, and the like, shall be strictly prohibited.‬

‭ ection‬‭3.‬‭Proceeds.‬ ‭The‬‭proceeds‬‭of‬‭fund-raising‬‭activity‬‭shall‬‭be‬‭subject‬‭for‬‭accounting‬‭of‬

‭maintain the highest degree of professionalism, dignity and honor.‬

‭ ection‬‭5.‬‭Amity‬‭.‬‭All‬‭SK‬‭Officials,‬‭whether‬‭elected‬‭or‬‭appointed‬‭by‬‭virtue‬‭of‬‭RA‬‭10742‬‭or‬‭by‬

‭this‬ ‭Rule,‬ ‭shall‬ ‭maintain‬ ‭good‬ ‭and‬ ‭diplomatic‬ ‭relations‬ ‭among‬ ‭SK‬ ‭Officials,‬ ‭avoiding‬
‭libellous‬ ‭remarks,‬ ‭respecting‬ ‭one’s‬ ‭belief‬‭system,‬‭and‬‭constraining‬‭themselves‬‭in‬‭unrelated‬
‭heated arguments.‬

‭ ection‬ ‭6.‬ ‭Conflict‬ ‭Resolution‬‭.‬ ‭Any‬ ‭kind‬ ‭of‬ ‭conflict‬ ‭or‬ ‭dispute‬ ‭among‬ ‭SK‬ ‭Official‬ ‭arising‬

‭ ection‬ ‭7.‬ ‭Reinforcement‬ ‭and‬ ‭Implementation.‬ ‭Ethics‬ ‭Committee‬ ‭shall‬‭implement‬‭positive‬

‭and‬‭negative‬‭reinforcement‬‭pursuant‬‭to‬‭compliance‬‭in‬‭these‬‭Rules‬‭and‬‭applicable‬‭laws‬‭and‬

‭a.‬ P ‭ ositive‬‭Reinforcement.‬‭Ethics‬‭Committee‬‭shall‬‭implement‬‭a‬‭reward‬‭system‬‭to‬‭boost‬
‭the‬ ‭morale‬ ‭of‬ ‭Sanguniang‬ ‭Kabataan‬ ‭and‬ ‭to‬ ‭promote‬ ‭active‬ ‭participation‬ ‭of‬ ‭all‬ ‭SK‬
‭Officials in embodying the general mission and vision of the Sanguniang Kabataan.‬
‭b.‬ ‭Negative‬‭Reinforcement.‬‭Likewise‬‭as‬‭stated‬‭above,‬‭the‬‭Ethics‬‭Committee‬‭shall‬‭create‬
‭schedule‬ ‭of‬ ‭offenses‬ ‭or‬ ‭matrix‬ ‭of‬ ‭disciplinary‬ ‭sanctions,‬ ‭in‬ ‭violation‬ ‭of‬‭these‬‭Rules‬
‭and applicable laws and regulations.‬

‭ ection‬ ‭1.‬ ‭Responsible‬ ‭Social‬ ‭Media‬ ‭Presence‬‭.‬ ‭All‬ ‭SK‬ ‭Officials,‬ ‭during‬ ‭the‬ ‭term‬ ‭of‬ ‭office,‬

‭shall‬ ‭endeavour‬ ‭to‬ ‭use‬ ‭social‬‭media‬‭responsibly,‬‭whether‬‭for‬‭personal‬‭or‬‭official‬‭purposes.‬
‭SK Officials shall:‬

‭a.‬ N‭ ot‬‭state‬‭or‬‭imply‬‭that‬‭any‬‭opinions‬‭and‬‭contents‬‭posted‬‭using‬‭personal‬‭social‬‭media‬
‭account‬ ‭are‬ ‭endorsed,‬ ‭validated,‬ ‭official,‬ ‭and‬ ‭approved‬ ‭by‬ ‭the‬ ‭Sangguniang‬
‭Kabataan.‬ ‭In‬ ‭making‬ ‭public‬ ‭opinion‬ ‭concerning‬ ‭local‬ ‭and‬ ‭national‬ ‭issues,‬ ‭the‬ ‭SK‬
‭Official‬ ‭shall‬ ‭include‬ ‭disclaimer,‬ ‭stating‬ ‭that‬ ‭none‬ ‭of‬ ‭the‬ ‭contents‬ ‭therein‬ ‭are‬
‭endorsed by the Sangguniang Kabataan.‬
‭b.‬ A ‭ void‬ ‭making‬ ‭libellous‬ ‭and‬ ‭derogatory‬ ‭remarks‬ ‭against‬ ‭any‬ ‭government‬ ‭agencies‬
‭and government officials.‬
‭c.‬ ‭Constraint‬ ‭themselves‬ ‭in‬ ‭peddling‬ ‭unverified‬ ‭news‬ ‭and‬ ‭information‬ ‭concerning‬
‭public‬ ‭safety,‬ ‭alleged‬ ‭government‬ ‭program‬ ‭and‬ ‭announcement,‬ ‭fake‬ ‭news,‬ ‭and‬
‭political rumour.‬
‭d.‬ ‭Avoid‬ ‭posting‬ ‭pornographic‬‭and‬‭sexual‬‭provocative‬‭material,‬‭and‬‭any‬‭social‬‭media‬
‭contents‬‭that‬‭is‬‭detrimental‬‭to‬‭good‬‭custom,‬‭public‬‭moral,‬‭and‬‭that‬‭violates‬‭any‬‭laws‬
‭and regulations.‬
‭e.‬ ‭Avoid‬‭taking‬‭sole‬‭credit‬‭of‬‭SK‬‭projects‬‭and‬‭programs,‬‭expressly‬‭or‬‭impliedly.‬‭All‬‭SK‬
‭Officials‬ ‭shall‬ ‭not‬ ‭include‬ ‭personal‬‭photo‬‭on‬‭any‬‭official‬‭public‬‭postings‬‭of‬‭projects‬
‭and programs, unless the said SK Official is the subject therein.‬

‭ ection‬ ‭2.‬ ‭Social‬ ‭Media‬ ‭Account.‬ ‭The‬ ‭Sangguniang‬ ‭Kabataan‬ ‭shall‬ ‭have‬ ‭a‬ ‭social‬ ‭media‬

‭account‬ ‭using‬ ‭platform‬ ‭that‬ ‭is‬ ‭commonly‬ ‭used‬ ‭and‬ ‭accessible‬ ‭to‬ ‭KK‬ ‭Members,‬ ‭to‬ ‭be‬

‭ ection‬ ‭1.‬ ‭Diplomatic‬ ‭Relations.‬ ‭The‬ ‭Sangguniang‬ ‭Kabataan‬ ‭shall‬ ‭endeavour‬ ‭to‬‭maintain‬

‭strong and good relation with other SK Officials of Cuenca, Batangas.‬

‭ ection‬‭2.‬‭Collaboration‬‭.‬‭The‬‭Sanguniang‬‭Kabataan‬‭of‬‭Dalipit‬‭East,‬‭Cuenca‬‭may‬‭collaborate‬

‭ ection‬ ‭4.‬ ‭Contract‬ ‭and‬ ‭Agreement.‬ ‭No‬ ‭SK‬ ‭Official‬ ‭shall‬ ‭enter‬ ‭into‬ ‭official‬ ‭contract‬ ‭and‬

‭LEGAL AFFAIRS‬

‭ ection‬ ‭1.‬ ‭Compliances‬‭.‬ ‭SK‬ ‭Chairman‬‭and/or‬‭assigned‬‭official‬‭shall‬‭monitor‬‭and‬‭maintain‬

‭the‬ ‭faithful‬ ‭compliance‬ ‭of‬ ‭SK‬ ‭Officials‬ ‭and‬ ‭its‬ ‭operation‬ ‭on‬ ‭the‬ ‭provisions‬‭of‬‭this‬‭IRP‬‭and‬
‭applicable laws and regulations.‬

‭ ection‬‭2.‬‭Power‬‭to‬‭Review.‬‭All‬‭contracts‬‭and‬‭policies‬‭shall‬‭be‬‭subject‬‭of‬‭legal‬‭review‬‭prior‬

‭to its release and implementation.‬

‭ ULE XII‬

‭TRANSITION PERIOD‬

‭ ection‬ ‭1.‬ ‭Turn-over‬‭.‬ ‭During‬ ‭the‬ ‭transition‬ ‭period‬ ‭between‬ ‭the‬ ‭outgoing‬ ‭official‬ ‭and‬ ‭new‬

‭administration, the former shall prepare turn-over document, including the following:‬

‭a.‬ F ‭ or‬ ‭SK‬ ‭Secretary:‬ ‭monitoring‬ ‭databases‬ ‭of‬ ‭all‬ ‭documents,‬ ‭office‬ ‭copy‬ ‭of‬ ‭SK‬
‭Resolutions,‬ ‭memorandum,‬ ‭contracts‬‭and‬‭agreements,‬‭and‬‭other‬‭official‬‭documents‬
‭in his/her possession.‬
‭b.‬ ‭For‬‭SK‬‭Treasurer:‬‭Financial‬‭statement,‬‭check,‬‭receipts,‬‭and‬‭other‬‭official‬‭document‬‭in‬
‭his/her possession.‬
‭c.‬ ‭SK‬ ‭Committee‬ ‭Chairpersons:‬ ‭All‬ ‭project‬ ‭files,‬ ‭committee‬ ‭accomplishment‬ ‭reports,‬
‭status report of on-going projects and programs.‬

‭All‬‭of‬‭the‬‭foregoing‬‭shall‬‭be‬‭turned‬‭over‬‭to‬‭outgoing‬‭SK‬‭Chairman‬‭and‬‭the‬‭same‬‭shall‬‭be‬
t‭ urned‬ ‭over‬ ‭by‬ ‭the‬ ‭latter‬ ‭to‬ ‭newly‬ ‭elected‬‭SK‬‭Chairman‬‭within‬‭the‬‭period‬‭required‬‭by‬‭the‬
‭LYDC and/or Municipal Local Government Office of Cuenca, Batangas.‬

‭ ULE XIII‬

‭FINAL PROVISIONS‬
‭ ection‬ ‭1.‬ ‭Separability‬ ‭Clause.‬ ‭In‬ ‭case‬ ‭any‬ ‭provision‬ ‭of‬ ‭the‬ ‭foregoing‬ ‭Rules‬ ‭are‬ ‭invalid,‬

‭void,‬‭unenforceable,‬‭the‬‭validity,‬‭legality,‬‭and‬‭enforceability‬‭of‬‭the‬‭remaining‬‭provisions‬‭on‬
‭these Rules shall not be affected.‬

‭ ection‬ ‭2.‬ ‭Repealing‬ ‭Clause.‬ ‭These‬ ‭Rules‬ ‭shall‬ ‭revoke‬ ‭any‬ ‭resolutions,‬ ‭rules,‬ ‭internal‬

‭policies,‬ ‭and‬ ‭other‬ ‭issuances‬ ‭earlier‬ ‭issued‬ ‭by‬ ‭the‬ ‭Sanguniang‬ ‭Kabataan‬ ‭of‬ ‭Dalipit‬ ‭East‬
‭Cuenca, Batangas that is incongruous to these Rules.‬

‭ ection‬ ‭3.‬ ‭Effectivity‬ ‭Clause.‬ ‭These‬ ‭Rules‬ ‭shall‬ ‭take‬ ‭effect‬ ‭immediately‬ ‭upon‬ ‭issuance‬ ‭of‬

‭resolution‬‭approving‬‭these‬‭Rules,‬‭effective‬‭during‬‭the‬‭term‬‭of‬‭2023-2025‬‭Administration‬‭and‬
‭perpetually‬‭thereafter,‬‭unless‬‭revoked‬‭by‬‭Sanguniang‬‭Kabataan‬‭in‬‭a‬‭resolution‬‭duly‬‭adopted‬
‭by at least majority of Members.”‬
