1. The existence and movement of a B.M., unlike those of a registered file, are NOT recorded
by Registry.
2. B.Ms. rnay ONLY be used as :—
(a) ENCLOSURE B.Ms.—For action on letters or other important papers when the appro-
priate registered file is not available. When it is essential for a branch to obtain
quickly the views of a number of other branches, and these branches are not likely
to need to refer to the file in order to forrnulate their views, it is often appropriate
to send " Enclosure B.Ms." simultaneously tO each such branch. Enclosure B.Ms.,
or the substance of them, must be enclosed in the registered file at the first opportunity.

I am dïrot to refer to your memorandum number

O.R.N.C.3/1716 AS, dated 28th January, 1948, relative to
Lieutenant C. K. C. Lamming, Royal Ulster Rifles, and to say
that it is agreed that destruction of the A.F.B.194E
and dropping the matter is the most suitable solution and
that Lieutenant Lamming should be so informed.

Only if the intention is to prevent Lieutenant Lamming's

possible recall as an officer at some future date mould a
submission to the Army Council to the effect that he
should be called upon to resign his commission be to any
purpose.

I am to rpquest that Lieutenant Lamming may be informed

of the mithdramal and destruction of the report and that it
may be certified that any copies thereof held at your
Headquarters have likewise been destroyed.

1. The present position is as follows :-

(a) Lieut. LAMING has left 68 P.T.C., on a course at
the Formation College, and will te out of the Army
in a matter of days.

there is nothing suffioiently definite either for Lieut.
LAMMING to formulate a more specific appeal, or to put to
the Army Council. In view of the changes referred to in

forward a fresh report recommending that Lieut. LAMMING

3. In all the circumstances I feel that the most
