Roadmap for the implementation of the Construction


Products Regulation (CPR)

The CPR(1) mandates the Commission to report to the European Parliament (EP) and to the
Council on different aspects of the implementation of the regulation. The following chapters
provide an overview on the tasks which the Commission intends to undertake for the
implementation of the CPR and the list of tasks already performed. The list includes:

1. Delegated acts
The delegated acts included in this chapter are related to the following CPR provisions:

⎯ The establishment of classifications – Art. 27(1) and 60(f)
⎯ Conditions for the deemed to satisfy performance without testing or without further testing

2. Implementing act
The implementing act included in this chapter is related to Art. 26(3) of the CPR and establishes
the format of the European Technical Assessment according to the procedure in which the
Committee in charge is the Standing Committee on Construction.
Commission Implementing Regulation (EU) No 1062/2013 of 30 October 2013 on the format of the
European Technical Assessment for construction products was published in the OJEU on
31.10.2013 following the comitology procedure

4. Standardisation requests
Implementation of the CPR includes the development of standardisation requests for the
development of harmonised standards. The preparatory work is assisted by the Expert Group on
CPR Technical Acquis process. The formal procedure follows Regulation (EU) No 1025/2012 on
European Standardisation and requires the adoption of the standardisation request as
implemented acts following the comitology procedure. The Committee dealing with these
implementing acts is the European Committee for Standardisation (usually called Committee on
Standards or CoS).
The standardisation requests included in this chapter are related to Art. 17 of the CPR and to Art.
10 and 22(3) of the Standardisation Regulation.
