1. SCOPE
This document defines design loading requirements for seismically induced forces for
all structures, systems and components appropriate to their function, use, operational
importance and public safety.

2. DEFINITIONS OF STRUCTURES, SYSTEMS AND COMPONENTS (SSC)

2.1 Non Critical Non LNG Related Structures, Systems and Components
All structures, systems and components supporting and/or containing non-essential
services for which the temporary loss of operational capacity and repair time would
have no impact on the operation of the terminal. It is expected that these SSC’s would
survive OBE level earthquake, as defined by NFPA 59A 2001, without collapse or loss
of life.

2.2 Non Critical Non LNG Related Structures, Systems and Components located in
hazardous areas
Any structures, systems and components, where damage and subsequent repairs
would not effect continuity of the operation of the terminal, however whose collapse is
prevented up to Safe Shut Down condition, as defined by NFPA 59A 2001. (i.e.
equipment shelters). It is expected that these SSC’s may suffer damaged at OBE level
earthquake, as defined by NFPA 59A 2001.

2.3 Critical Non LNG Related Structures, Systems and Components


Any structures, systems and components not containing LNG, but essential to maintain
the function of the facilities, where failure could not be rectified without impact on the
operational continuity of the terminal (i.e. power generation systems, hydrocarbon
process systems, communication systems), and any other structures, systems and
components for which the loss of operational capacity and repair time may have an
impact on continued and economic operation of the facility far exceeding the additional
costs necessary to increase their seismic resistance.

2.4 LNG Related Structures, Systems and Components


LNG Tanks, LNG impounding system, systems required to isolate the LNG containers
and maintain them in a safe shutdown condition and any structures or systems
including safety protection where failure could affect the integrity of the systems
containing LNG or their shutdown condition (i.e. piping system and its supports from
LNG Tank to ESD Valve).

2.5 Buildings
Any building which is intended for permanent or occasional human occupation.

2.6 Marine Topsides Structures, Systems and Components


Any structures, systems and components supported off the jetty structure, which failure
may impact continued and economic operation of the facility.

3. DEFINITIONS OF SEISMIC LEVELS

3.1 Operational Basis Earthquake (OBE)


The OBE is a probable earthquake to which a facility can be exposed during its design
life. It is expected that the facility would withstand such event and remain fully
operational after the event.
The Owner has specified two different OBE levels for different elements of the facility in
accordance with different acceptance criteria. The spectra for each are reproduced
below.
Figure 1 represents Elastic Design Response Spectra based on the NFPA 59A 2001
and MMI Report Rev 3 dated 2007. This acceleration spectra applies for Marine
Topsides SSC’s, Critical Non LNG Related Structures and becomes Design Earthquake
spectra, as defined by ASCE 7-05, for remaining SSC’s except LNG Related.

Figure 2 represents Elastic Design Response Spectra based on the NFPA 59A 2006
and MMI Report Rev 3 dated 2007. The application of this spectra is limited to the
design of LNG Related SSC’s.

3.2 Safe Shutdown Earthquake (SSE)


The SSE is an earthquake of extremely high magnitude. The main purpose of the
design for SSE is primary to safeguard against uncontrolled failure, collapse, loss of
containment which otherwise may lead to catastrophic consequences and loss of life.
The Owner has specified one SSE level based on the NFPA 59A 2001 and MMI Report
Rev 3 2007. This spectra applies for all SSC’s except Non Critical Non LNG related.
The elastic design response spectra is reproduced below.

3.3 Single Level Earthquake in accordance with ASCE 7-05


ASCE 7-05 recommends seismic design loading based on the single level earthquake,
defined as a Design Earthquake (DE). Design Earthquake is set by the Owner at an
OBE level (refer to § 3.1). The implementation of the ASCE 7-05 recommendation
would lead to post-elastic behaviour of the SSC’s and permanent irreversible damage
should OBE strength earthquake strike the terminal. Therefore, the Owner limits the use
of this recommendation to Non LNG Containing SSC’s that do not directly affect the
hydrocarbon process to operate.

3.4 Single Level Earthquake in accordance with Peruvian Code E.030-2003


In addition to the requirement of ASCE 7-05 and IBC 2006, the design of buildings
should meet the requirement of the Peruvian Standard E.030-2003. The elastic design
response spectra recommended by this standard is reproduced below.

4. MINIMUM SEISMIC LOADING REQUIREMENT

4.1 Non Critical Non LNG Related Structures, Systems and Components
Since, there are no functionality requirements for non critical non LNG related SSC’s,
the seismic loading can be established on the basis of a single earthquake (DE=OBE)
as recommended by the ASCE 7-05 and MMI Report Rev 3 2007. The significant post-
elastic deformation is accepted for these SSC’s.

4.1.1 Structures
• Follow ASCE 7-05 and NFPA 59A 2001 OBE spectrum (refer to § 3.1 fig.1)
• Occupancy Category II
• Importance Factor I=1.0
• Response Modification Coefficient R as per ASCE 7-05, table 12.2-1

4.1.2 Piping Systems


• Follow ASCE 7-05, §13.3.1
• Spectral acceleration SDS=0.875
• Amplification factor ap and Response Modification Factor Rp as per ASCE 7-05,
table 13.6-1
• Importance Factor I=1.0

4.1.3 Non Rigid Mechanical Components


This section applies for all non-building structures as defined by ASCE 7-05 which have
fundamental period of vibration T greater or equal to 0.06 sec.
• Follow ASCE 7-05, § 12.8.1 and §15.4.1
• Importance Factor I=1.0
• Response Modification Coefficient R=3.0 as per ASCE 7-05, table 15.4-2
• Spectral acceleration SD1=0.56
• Modify seismic anchor loads using ASCE 7-05 § 15.7.3 with Ω0 =2.0

4.1.4 Rigid Mechanical Components


This section applies for all non-building structures as defined by ASCE 7-05 which have
fundamental period of vibration T less than 0.06 sec
• Follow ASCE 7-05, § 15.4.2
• Use Importance Factor I=1.0
• Use Response Modification Coefficient R=3.0 as per ASCE 7-05, table 15.4-2
• Use spectral acceleration SDS=0.875

4.1.5 Storage Flat Bottom Tanks


This section provides minimum requirements for flat bottom tanks
• Follow API 650, Appendix E and/or API 620, Appendix L
• Importance Factor I=1.00
• Zone 4
• Soil Profile S2
• Check minimum base shear in accordance with ASCE 7-05 § 15.4.1.

4.2 Non Critical Non LNG Related Structures, Systems and Components located in
hazardous areas
For non critical non LNG related SSC’s located in hazardous areas, the seismic loading
can be established on the basis of a single earthquake (DE=OBE) as recommended by
the ASCE 7-05 and MMI Report Rev 3 2007. The significant post-elastic deformation is
accepted for these SSC’s, however collapse should be prevented up to and including
SSE seismic event. This requires additional SSE level check on these SSC’s.

4.2.1 Structures
• Follow recommendation of § 4.1.1 except the Response Modification Factor R
• Limit value of Response Modification Coefficient R to 55% in order to ensure that
structure posses enough ductility to withstand SSE (ratio SSE/OBE ≈ 1.83).

4.2.2 Piping Systems


• Follow recommendation of § 4.1.2 except the spectral acceleration SDS
• In order to ensure that system posses enough ductility to withstand SSE, use
spectral acceleration SDS=1.60

4.2.3 Non Rigid Mechanical Components


This section applies for all non-building structures as defined by ASCE 7-05 which have
fundamental period of vibration T greater or equal to 0.06 sec.
• Follow recommendation of § 4.1.3 except the spectral acceleration SD1
• In order to ensure that component posses enough ductility to withstand SSE, use
spectral acceleration SD1=1.12

4.2.4 Rigid Mechanical Components


This section applies for all non-building structures as defined by ASCE 7-05 which have
fundamental period of vibration T less than 0.06 sec
• Follow recommendation of § 4.1.4 except the spectral acceleration SDS
• In order to ensure that structure posses enough ductility to withstand SSE, use
spectral acceleration SDS=1.60

4.3 Critical Non LNG Related Structures, Systems and Components


The post-elastic energy dissipation in the structure, system or component is promoted
by ASCE 7-05, therefore its design procedures are modified to ensure that the damage
limits are more stringent than these imposed by ASCE 7-05 itself. These modifications,
given by the Owner, are in the form of limiting values of certain design factors
recommended by ASCE 7-05. Design, therefore should ensure that these SSC’s
possess sufficient strength, ductility and energy dissipation capacity to resist an SSE
event by preventing uncontrolled failure and collapse.
In addition, the Owner requires that all structures supporting Critical Non LNG Related
systems and components should be designed to withstand an OBE (NFPA 59A 2001)
event without permanent deformation.

4.3.1 Structures
• Structures supporting Critical Non LNG Related Systems and Components shall
withstand two level seismic event in accordance with OBE (NFPA 59A 2001) and
SSE (NFPA 59A 2001) seismic acceleration spectra (refer to § 3.1 fig.1 and § 3.2
fig.3)
• Follow ASCE 7-05 approach with OBE (NFPA59A 2001) acceleration spectra
with modification shown below;
• Occupancy Category II
• Importance Factor I=1.0
• Response Modification Coefficient R =1.0
• Since the proposed structural framing systems possess high ductility demand,
corresponding to Response Modification Coefficient R much greater then 2, the
SSE level event is met by default (ratio SSE/OBE≈1.83). Therefore no SSE
check is required.

4.3.2 Piping Systems


• Follow ASCE 7-05, §13.3.1
• Spectral acceleration SDS=0.875
• Amplification factor ap and Response Modification Factor Rp as per ASCE 7-05,
table 13.6-1
• Importance Factor I=1.5
• In order to prevent collapse at SSE level, carry out the check with SDS=1.60,
I=1.0, amplification factor ap and Response Modification Factor Rp as per ASCE
7-05, table13.6-1

4.3.3 Non Rigid Mechanical Components


This section applies for all non-building structures as defined by ASCE 7-05 which have
fundamental period of vibration T greater or equal to 0.06 sec.
• Follow ASCE 7-05, § 12.8.1 and §15.4.1
• Importance Factor I=1.5
• Response Modification Coefficient R=3.0 as per ASCE 7-05, table 15.4-2
• Spectral acceleration SD1=0.56
• Modify seismic anchor loads using ASCE 7-05 § 15.7.3 with Ω0=2.0
• Check for SSE level, SD1=1.12, I=1.0, R=3.0, and Ω0=2.0.

fundamental period of vibration T less than 0.06 sec
• Follow ASCE 7-05, § 15.4.2
• Use Importance Factor I=1.5
• Use Response Modification Coefficient R=3.0 as per ASCE 7-05, table 15.4-2
• Use spectral acceleration SDS=0.875
• In order to prevent collapse at SSE level, carry out the check with SDS=1.60,
I=1.0, Response Modification Coefficient R=3.0 as per ASCE 7-05, table 15.4-2

4.4 LNG Related Structures, Systems and Components


For LNG Related Structures, Systems and Components the requirements of the
Standard for the Production, Storage and Handling of Liquefied Natural Gas – NFPA
59A 2006 Edition shall be followed.
There are two levels of the earthquake to be addressed in the design;
• OBE (NFPA 59A 2006), refer to § 3.1 fig.2
• SSE (NFPA 59A 2001), refer to § 3.2 fig.3

4.4.1 LNG Storage Tanks


The design should follow NFPA 59A 2006 two level earthquake recommendations.

4.4.2 Structures
• Structures supporting LNG Related Systems and Components shall withstand
two level seismic OBE & SSE.
• For OBE follow ASCE 7-05 approach and OBE (NFPA 59A 2006) acceleration
spectra with modification shown below;
• Occupancy Category II
• Importance Factor I=1.0
• Response Modification Coefficient R=1.0
• Since the proposed structural framing systems possess high ductility demand,
corresponding to Response Modification Coefficient R much greater than 2, the
SSE (NFPA 59A 2001) level event is met by default (ratio SSE/OBE≈1.14).
Therefore no SSE check is required.

4.4.3 Piping Systems


• Follow ASCE 7-05, §13.3.1
• Spectral acceleration SDS=1.40
• Amplification factor ap = 1.00 and Response Modification Factor Rp = 1.00,
Importance Factor I=1.0
• Since the proposed piping systems possess high ductility demand, corresponding
to Response Modification Coefficient Rp much greater than 6, the SSE (NFPA
59A 2001) level event is met by default (ratio SSE/OBE≈1.14). Therefore no SSE
check is required.

4.4.4 Non Rigid Mechanical Components


This section applies for all non-building structures as defined by ASCE 7-05 which have
fundamental period of vibration T greater or equal 0.06 sec.
• For OBE follow ASCE 7-05, § 12.8.1 with following modifications
• Importance Factor I=1.0
• Response Modification Coefficient R=1.0
• Anchor load modification factor Ω0=1.0
• Spectral acceleration SD1=0.70
• For SSE check, SD1=1.12, I=1.0, R=3 and Ω0=2.0 (for anchor load).

4.4.5 Rigid Mechanical Components


This section applies for all non-building structures as defined by ASCE 7-05 which have
fundamental period of vibration T less then 0.06 sec
• Follow ASCE 7-05, § 15.4.2
• Use Importance Factor I=1.0
• Use Response Modification Coefficient R=1.0
• Use spectral acceleration SDS=1.40
• For SSE check, SDS=1.60, I=1.0, R=3 yield to lower value of the load that one
computed for OBE. Therefore no SSE check is required.

4.5 Buildings
All buildings, depended their classification and functional requirement, in addition to
recommendations outlined in § 4.1, § 4.2, § 4.3, § 4.4 and § 4.6, should also follow the
requirement of the Peruvian Standard E.030-2003.

Refer to § 3.4 for design spectra.

4.6 Marine Structures, Systems and Components


The design shall be based on the two level earthquake in accordance with the
provisions of API RP2A;

• OBE (NFPA 59A 2001) as equivalent to Strength Level Earthquake as defined by


API RP 2A
• SSE (NFPA 59A 2001) as equivalent to Ductility Level Earthquake as defined by
API RP 2A
The design loading should be established based on ASCE 7-05. Since this standard
promotes the post-elastic energy dissipation in the structure, system or component,
therefore its design procedures should be modified to ensure that there is no damage at
OBE level.
The Marine Structures, System and Components are also expected not to collapse at
SSE level event.

Since, all SSC’s are mounted on the top of the jetty structure and their contribution to
overall stiffness of the system is negligible, the design loadings should be developed in
accordance with § 13.3 of ASCE 7-05.

The following limitation should be implemented in the design;

• For OBE level Spectral acceleration SDS=0.875, Amplification factor ap = 1.00 and
Response Modification Factor Rp = 1.00
• Importance Factor I=1.0
• For SSE level Spectral acceleration SDS=1.60, Amplification factor ap and
Response Modification Factor Rp as per ASCE 7-05, table13.6-1
• Importance Factor I=1.0
