1. Explain the WSH roles, responsibilities and authorities for any four (4) of
employees that should be defined in the WSH Management System.

I. Project Manager:

a. Report to General Manager/Senior Project Manager/Construction


Director/MD

b. Having appointed by General Manager/Top Management

c. Take overall responsibility with respect to WSH matters in appointed


worksite

d. Achieving the objectives of OHSE program, and making Occupational


Health and Safety a top priority

e. Leads the project team in implementing, maintaining and improving


the documented ISO 9001 Quality Management System, ISO 14001
Environmental Management System and OHSAS 18001 Health & Safety
Management System.

f. Assist Senior Project Manager in the execution of the project as per the
contractual, client and QOHSE requirements.

g. Advisory in Quality, Occupational Health and Environmental


Management System matters.

h. To report periodically to the executive management on the status of the


project in QOHSE, cost and scheduling.

i. Responsible for timely handover of the completed project to client.

II. WSH Officer:

(a) to assist the occupier of the workplace or other person in charge of the
workplace to identify and assess any foreseeable risk arising from the
workplace or work processes therein;

(b) to recommend to the occupier of the workplace or other person in charge


of the workplace reasonably practicable measures to eliminate any
foreseeable risk to any person who is at work in that workplace or may be
affected by the occupier’s undertaking in the workplace;

(c) where it is not reasonably practicable to eliminate the risk referred to
in sub-paragraph (b), to recommend to the occupier of the workplace or
other person in charge of the workplace —

(i) such reasonably practicable measures to minimize the risk; and

(ii) such safe work procedures to control the risk; and

(d) to assist the occupier of the workplace or other person in charge of the
workplace to implement the measure or safe work procedure referred to
in sub-paragraph (b) or (c), as the case may be.

III. Scaffold Supervisor:

a. Have successfully completed a training course approved by the


Commissioner of Workplace Safety & Health
b. Contributes to Hazards Identification, Risk Assessment and
Determining Controls and assume the role as member in Risk
Management Team/Risk Assessment Team
member/Implementation Person.

c. Ensure the provision of the WSH(Scaffold) Regulations are fully


complied with

d. Ensures trade workers and other interested parties are briefed on


approved Risk Assessment, Safe Work Procedure, / practices, Fall
Prevention Plan(FPP) prior to start of the said works by means of
OHSE induction, Daily Tool Box Meetings or other alternative
training.

e. Supervise the erection and dismantling of the scaffold system

f. Ensure lifeline is provided for each erector during the erection and
dismantling of scaffold

a. Ensure that the area surround the erection/ dismantling area is


cordoned off and warning sign put up.

IV .Safety Supervisor:

a. To promote Safe Conduct of work.


b. To liaise with the WSHO and WSH coordinator on safety and healthy
matters.
c. To ensure that the provision under WSH Act and relevant related
regulation.
d. Ensure all the works progress within the legal compliance

Organization should effectively communicate to all the stakeholders whom they


affect at all levels within the organization about their WSH responsibilities and
authorities. Communication is important because it ensure the stakeholders
understand the scope and the interfaces between the various functions and the
channels to be used to initiate action.

To ensure the effective establishment and implementation of the Workplace


Safety & Health Management System, it is necessary to assign responsibilities and
authorities if employees within the organization where responsibility is
accountability for carrying out duties properly. And authority is the right to make
decisions and direct the work of others

2. Identify at least three (3) stakeholders relevant to the chosen work and
explain how the WSH roles, responsibility and authorities would be
communicated to the

Stakeholders.

The WSH roles, responsibilities and authorities of personnel involved in works


should be communicated to all relevant stakeholders so that they will
understand and fulfill their job as required by the organization. The organization
should be established, implement and maintain procedures for

 Internal communication among the various levels and functions of the


organization
 Communication with contractors and other visitors to the workplace
 Receiving, documenting and responding to relevant communication
from external interested parties.

Such communication can be done by various ways as explained below.

 Pre-part meeting with all project stakeholders to highlight and discuss
WSH matters in the contest of undertaking the project site;

detail

 CP 79 : Code of practice safety management system for
Construction system.

(i) Safety policy


The objective of the safety policy is to set down in clear and unambiguous
terms the worksite management’s approach and commitment to safety

A safety policy may include:

 Safety works, equally with productivity, quality in carrying out the


functions of the worksite
 Responsibilities for safety re clearly defined
 This is acknowledgement that people are important resources which
must be protected in the workplace against the risk of death or injury
 Sufficient resources re made available to ensure the objectives are
achieved
 The safety policy should be reviewed periodically and amended as
necessary.

(ii) Safe work practices

The objective of safe work practices is to eliminate or reduce to a


minimum risk or death, injury to persons and damage to properties and
assets during the execution work

Work procedures on the provision of:

 Safe means of access


 Safe place of work in the form of suitable work platform and scaffolds

 Safe use of electrical tools and distribution of electricity at the site
 permit-to-work system for high-hazard work activities

(iii) Group meeting

The objective of this element is to assemble persons with particular


responsibility for safety so that they can formally address issues and take
appropriate actions in relation to the achievement of the worksite safety
management objectives

It is necessary to establish procedures to ensure the group meeting are


conducted effectively and at regular intervals. Records of group meeting
conducted should be documented and maintained all times.

Examples of group meeting may include:

 WSH committee meeting


 Tool box meeting
 Safety briefings
 Other coordination meetings.

(iv) Safety Promotion

The objective of safety promotion is to develop and maintain awareness among


all personnel of the worksites the commitment to safety and of the individuals
responsibility to support that commitment

 Display of the worksite safety policy in worksite marketing or


publicity material, business plans or safety handbook issued to
personnel
 Display of accident statistics
 Safety talks or the showing of safety videos.

(v) Risk Assessment/Hazard Analysis

The objective of hazard analysis is to provide a mean whereby hazards or


potential hazards are defined and managed in a way that eliminates or reduces to
an acceptable level, the risk of an incident occurring

This programme should be aimed at

 Recording of known hazards


 Identification of new hazards
 Analysis of the effects or the potential effects, resulting from these
hazards

4. Identify resources required for the implementation of WSH management

Management of organizations should ensure that resources required to establish,


implement, maintain and improve the systems are made available. Such
resources may include:

 Human recourses (manpower)


 Financial resources
 Equipment and tools allocation
 Specialized skills
 Scheduling of implementation
 Space allocation

For example,

The organization planning to implement procedures for the entry into confined
space, should provide its staff with following resources:

 Adequate means of access to the confined space (equipment and tools)


 Breathing apparatus, belts, ropes, resuscitator & rescue devices
(equipment and tools)
 Means of certifying that the atmosphere is safe for entry (process)
 A competent person to carry out that certification such as confined
space safety assessor (manpower with specialized skills)
 Adequate ventilation (equipment and space allocation)
 Records of tests for dangerous fumes
 A person keeping watch outside the confined space (manpower)
 Financial resources for the purchase of equipment, training working
personnel and implementing the system
 A schedule of implementing of confined space entry procedures and
permit-to-work system.
