Service Fees
AAR Safety and Operations
The following service fees are intended to defray the cost of handling by the AAR for the service
application items listed. The fees shall be submitted with each application and are in addition to
other charges required by and referenced in the individual product approval procedures.

other charges required by and referenced in the individual product approval procedures.

Construction Fundamentals and Details. The fee covers administration,
braking review, on-board measurement system review, and clearance
plate review. Proponent must also retain own reviewer(s) for dynamic
and stress analysis. Reviewer selected must comply with S-2043
Appendix A and must be approved by the AAR Equipment Engineering
Committee and the AAR/TTCI Chief of Technical Standards.

The following inspection fees must be submitted with all requests for AAR certification or
recertification of facilities. Inspection fees for routine mechanical inspections will be invoiced to the
facility subsequent to the inspection. For purposes of this section, Member is defined as an AAR
Member Railroad, an AAR Affiliate Member Railroad, an AAR Gold Associate Member, and an AAR
Silver Associate Member. (Information on remittance of payment to TTCI can be found on
page 183).

For technical certification inspections performed by other than the AAR/TTCI Mechanical Inspection
Department, applicant will be charged the actual cost of the inspection, including all travel costs,
inspector’s fee, and a $1,020 service fee. Applications must be accompanied by a $1000 deposit
($4000 for companies outside of North America). The AAR/TTCI will invoice applicant for balance of
inspection costs after the inspection is performed and before certification/recertification is granted.
A deposit may be requested by the auditor. This deposit will be applied to the audit. The deposit will
not be refunded if the audit does not take place. A fee of $2,700 per day will be assessed for a
technical certification/recertification inspection when combined with a quality assurance audit. A fee
of $1,310 per day (members) or $1,630 per day (non-members) will be assessed when a
mechanical inspection is combined with a quality assurance audit.
For “Special” Quality Assurance Audits conducted per M-1003, applicants will be charged the actual
cost of the audit, including all travel and lodging costs, auditor’s fee, and an administration fee.
“Special” audits will be billed by the AAR or its Agent after the audit takes place, but a deposit of the
estimated fee may be requested in advance. Any deposit will be applied to the audit fee. “Special”
audits include audits that take place outside of North America and unannounced audits.
The following fees must be submitted with all requests for Bureau of Explosives activities.

When payment has not been received after 90 days, AAR will notify the company that approval or
certification will be withdrawn if payment is not received within an additional 15 days. The company
will also be subject to removal of its product or service from the online Quality Assurance Registry
and all other online lists as well as notification to all relevant AAR Technical Committee members.
Companies decertified or having products or services disapproved must undergo the complete
certification and/or approval process from the beginning as a new submission.
Notes:
1. The user fee of $2.30 per car (one-half invoiced semiannually) is based on the number of cars listed
in the Umler Master File Owners Mark field as of January 1 of each year. The second half
assessment will be based on Umler ownership as of July 1 of each year. Car owners with fewer than
100 cars will be assessed an annual flat fee of $50.00 to be billed twice per year.
Equipment owners must notify Railinc of any address or contact person changes and must also
update the Umler File per Office Manual Rules 88 and 93 for equipment purchased, sold, remarked
or retired. Send address/contact person change to csc@railinc.com. Updates to the Umler File
should be directed to umler@railinc.com. An interest charge of the lesser of 18% per annum or the
highest rate permissible by law may be assessed against all past due balances.
2. The percentage potential cost avoidance associated with railroads and private car owners is to be
determined annually by the EHMC Committee and approved by the Arbitration and Rules
Committee.
3. The basis for railroad EHMC EHMS fee is determined by the percentage potential cost avoidance
divided by billion revenue ton-miles.
4. The basis for private car owner EHMC EHMS fee is determined by the percentage potential cost
avoidance divided by number of cars with private owner reporting mark in Umler.
5. The private car owner EHMC EHMS fee will be based upon Umler reporting mark and invoiced by
RAILINC as part of the regular Umler maintenance billing.
6. The new per car fee for Car Repair Billing will replace the existing Data Exchange fee for Car Repair
Billing. This fee covers the cost to operate and maintain the CRB System, as well as recovery of the
depreciated amortized development costs. The fee will be $0.45 per car, based on car mark owner
(stenciled mark), billed annually in February by Railinc. The assessment population is restricted to
car equipment only. The per car fee covers basic use of the CRB applications (input, output and
query), as well as Data Exchange activities. No additional CRB application-related charges for use
of the System will be levied to any car owner, carrier or shop that participates in the CRB process.
7. DDCT is based on all equipment, except locomotives, trailers, containers, and end-of-train devices
registered in Umler under assigned reporting marks.
8. The 2015 annual user fee is $1.00 and is invoiced semiannually at $0.50 for each piece of
intermodal equipment (trailers, containers, and chassis) registered in the Umler file with your
railroad’s assigned reporting mark(s). This fee is used to partially offset the costs of supporting the
AAR Intermodal Operation Committee (IOC) and the AAR Intermodal Car Performance Committee.
