In case the PRC is not formed, the above function may be done by the
concerned nodal officer of user department.

2. Deliverable based assignments:

The deliverable based approach for engaging the empanelled agencies shall
be undertaken wherever feasible. The key aspect of feasibility being whether
the scope can be linked to an outcome directly. In this route the empanelled
partner shall take full responsibility of the desired outcome of the project. In
such projects the empanelled agencies will be asked to prepare a detailed
project plan with definite milestones and timelines along with detailed resource
requirement in a well-defined format in response to the clearly defined scope
of work i.e. Project Mode.

2.2 Scope of Work:

Scope of work includes an indicative list of works which the empanelled


agencies would be expected to perform through their consultants. As part of e-
governance initiatives, the work may be in any of the government sectors like
Agriculture, Security/defence, Real Estate/Housing, Urban Development,
Infrastructure- Transportation/Mobility, Education and Healthcare etc.
Therefore, the agencies must have consultants/resources experienced in
various domains.
Category A - Technology Development and Support:
1. Mobile solutions and technologies.
2. Open AI platform Solutions.
3. Agile application Development and support.
4. Solutions for digital repositories.
5. Collaborative digital platforms.
6. ICT solutions and services for rural areas.
7. Wi-Fi solutions and technologies.
8. Public and Private Cloud Solutions including Google Cloud / MS
Azure Cloud
9. Artificial intelligence/ machine learning/ Deep Learning (DL)/ Large
Language model (LLM)/ Natural Language Processing (NLP)

The work will be assigned to any one of the empanelled agencies.


Empanelled agency will be asked to deploy required number of
resources for a well defined period.

Agency’s consultants deployed on a work will use their own


computer/laptop, data cards, etc. when working from the user’s
premises. The user’s responsibility will be restricted to provide work
space and environment for the consultants’ official work related to the
assigned work.

2.3 Project Definition:

1. Project means any assignment having:


i) Defined milestones for each deliverable.
ii) Payments linked to milestones or payments are based on
transactions/licenses e.g. software as a service (SaaS)
2. Project does not include manpower deployment assignments on manmonth
cost basis.
3. Cost of hardware, licensed software and their realted cost like AMC etc. are
not to be included in Project Value.

SECTION III: ELIGIBILITY CRITERIA

3.1 General Eligibility - Pre Qualification - Startup

3.1.1 Bidder must be a Company registered in India under the Companies Act
1956 or a partnership registered under the Indian Partnership Act 1932 or a
Limited Liability Partnership registered under the Limited Liability
Partnership Act, 2008 or Proprietary firm with their registered office in India
3.1.2 Should have been in operation for at least 1 years as on December 31,
2023
3.1.3 Should have a valid
i. Startup Certificate
ii. PAN
iii. GST Registration
as on December 31, 2023
3.1.4 Startup certicate should not have incorporation/registration date of
agency prior to 01-04-2017 i.e. not more than seven years as startup
company.
3.1.5 Agency should not have crossed 100 Crore turnover in any of the
Financial Year since inception of agency as a startup organisation
3.1.6 The bidder’s annual average turnover in India should be more than Rs.
Five Crores in any three out of the last five financial years viz. 2018-19,
2019-20, 2020-21, 2021-22 and 2022-23.
Average can be calculated of two or one year, if audited reports are not
available for three years due to any legitimate reason. Please specify
the reason.
3.1.7 Should have undertaken at least 5 consulting projects of over INR 10
lakh (including taxes) each in private or public sector as on December
31, 2023 of which at least 1 should be successfully completed; in last
five years.
3.1.8 Should have an office in NCR or submit undertaking to open office in
NCR within three months of signing empanelment.
3.1.9 Should have atleast 10 full time professionals on the rolls of the
company as on December 31, 2023
3.1.10 The bidder, as on the date of bid submission, must not be under
blacklisting period /active debarred list by NICSI or any of the Central
or State Government Organisation / Public Sector Undertaking /
Autonomous Body etc.
3.1.11 The bid has been submitted strictly in prescribed format as per
Annexure 16.

3.2 General Eligibility - Pre Qualification - MSME

3.2.1 Bidder must be a Company registered in India under the Companies Act

3.2.4 The bidder’s annual average turnover in India should be more than Rs.
Twenty Five Crores and less than Rs. One hundred Crores in any
three years out of the last five financial years viz. 2018-19, 2019-20,
2020-21, 2021-22 and 2022-23.
3.2.5 Should be profit making (PAT) in any three years out of the last five financial
years viz. 2018-19, 2019-20, 2020-21, 2021-22 and 2022-23 and positive
net worth as on December 31, 2023.

3.2.6 Should have undertaken at least 5 consulting projects of value over


INR 1 Crore (including Taxes) each in private or public sector as on
December 31, 2023 of which at least one should be of Rs. 10 Crores
and one should have been successfully completed; in last five years
i.e. since 01-Jan-2019.
3.2.7 Should have an office in NCR or submit undertaking to open office in
NCR within three months of signing empanelment.
3.2.8 Should have atleast 50 full time professionals on the rolls of the
company as on December 31, 2023
3.2.9 The bidder, as on the date of bid submission, must not be under
blacklisting period /active debarred list by NICSI or any of the Central
or State Government Organisation / Public Sector Undertaking /
Autonomous Body etc.
3.2.10 The bid has been submitted strictly in prescribed format as per
Annexure 16

3.3 Technical Evaluation - Startup

i.Quality Certification in the name of the bidding entity – Subsidiary or


affiliate company credential will not be considered (ISO 9001,
ISO14001, ISO 27001, CMMi – 3 or above).
• Each to be 5 Marks – Total 20 Marks

ii. Projects: Maximum 10 Projects of value minimum 10 Lacs, with private
or public sector each representing areas mentioned in the scope
of work executed within last five financial years.
• To be evaluated as under.

• Each project to be of 8 Marks -Total 80 Marks

• Projects not related to scope of work will not be considered


and will be assigned Zero Marks.

• Bidders are to choose the best of their completed/ongoing


projects meeting evaluation criterion mentioned in this
section and NOT to provide Project Details of more than 10
projects. If bidders provide more than the required number
of projects, first 10 projects will only be considered for
evaluation.

The bids consisting of documents in support of the above criteria and those
required as per Annexure-2 should be submitted in the PDF format having a
resolution so that on printing it can be read easily. Each page of this document
must be signed by the authorizedsignatory of the organization along with the
seal of the organization.

3.4 Technical Evaluation - MSME
