VACANCY ANNOUNCEMENT No. 1 of 2024

The Ministry of Higher and Tertiary Education, Innovation, Science and Technology
Development is inviting applications from suitably qualified job seekers to fill the
following vacant posts at Head Office and different Regions in the Ministry of Higher
and Tertiary Education, Innovation, Science and Technology Development

A. 2 X Curriculum Research and Development Officer


B. 1 X Examinations Officer
C. 20 X Human Capital Planning and Skills Development Officers
POST A : 2 X CURRICULUM RESEARCH AND
DEVELOPMENT OFFICER
GRADE : D3
REPORTS TO : DEPUTY DIRECTOR, CURRICULUM
RESEARCH AND DEVELOPMET
STATION : HEAD OFFICE
Duties and Responsibilities

1. Coordinate the development of Technical and Vocational Education and Training


(TVET) curriculum for institutions in Zimbabwe;

2. Organize meeting/seminar/workshops of the Curriculum Research and


Development for the development and review of HEXCO Qualification Standards,
Proficiency Schedules, Course Syllabi and Course Regulations;

3. Maintain all the Curriculum Research and Development assets and material
resources for the HEXCO curriculum research and development activities;

4. Prepare all required curriculum research and development inspection, quarterly


and annual reports;

5. Implement the Zimbabwe National Qualifications Framework (ZNQF) for the


TVET sector in accordance with Manpower Planning and Development
Regulations Statutory Instruments 140 of 2018 and the Quality Assurance
Regulations of 2018;

6. Inspect and prepare report for TVET Private institution registration, accreditation,
monitoring and compliance according to the Manpower Planning and
Development Act [28:02] of 1984, amended in 2020;

7. Facilitate accreditation of Local and Foreign Technical and Vocational Education


and Training (TVET) programmes;

8. Organize and Process Local and Foreign Qualification Assessments;

9. Assessment of Local TVET Certificate Qualifications to Regional and International


Boards;

10. Participate in National Manpower Advisory Council (NAMACO) Sectorial


Committee meetings; and

11. Prepare documentation for Pre-ratification and Ratification Meeting Reports.


Qualifications, Experience and Attributes

 A first degree/Higher National Diploma in any of the following fields:


a. Architectural Technology/ Quantity Surveying
b. Civil Engineering
c. Mechanical Engineering
d. Management
 At least two (2) years of post-qualification experience in a Technical
and Vocational Education and Training field; and
 A Master’s Degree in Curriculum Studies is an added advantage.
 High level of conception of Higher Education Examinations Council
Course Regulations;
 Excellent understanding of curriculum development methods especially
Competence Based Education and Training (CBET) and the German
and Canadian Develop A Curriculum (DACUM) principles and
processes;
 High level of understanding of Heritage-Based Education 5.0
 Analytical skills and ability to document findings;
 Understand the Zimbabwe National Qualifications Framework tenets,
principles and procedures;
 Knowledge of National Development Strategy (NDS1) 2021-2025 in
Zimbabwe;
 Ability to coordinate and facilitate curriculum review programmes
managing teams of technical experts;
 Good Writing, Communication and Interpersonal skills;
 Ability to work and deliver results under pressure;
 Computer Literacy; and
 Clean Class 4 Driver’s License.
POST B : 1X EXAMINATIONS OFFICER
GRADE : D3
REPORTS TO : DEPUTY DIRECTOR, NATIONAL
EXAMINATIONS
STATION : HEAD OFFICE
Duties and Responsibilities
1. Coordinate setting, compilation, moderation and proof reading of national
examination question papers and marking guides.
2. Maintain question paper bank for the discipline
3. Develop quality assessment tools in the TVET System
4. Train examiners, assessors and external assessors in line with the TVET thrust
5. Conduct spot checks during writing of HEXCO examinations in the regions
6. Coordinate marking and moderation of HEXCO examinations in the assigned
regions
7. Attend to any other National Examinations duties as assigned by the
Supervisor
Qualifications, Experience and Attributes
 A first degree/Higher National Diploma in Biological or Physical Sciences.
 A Master’s Degree in the relevant area is an added advantage
 At least two (2) years’ experience in the TVET Training
 Knowledge of HEXCO and Public Service policies, procedures, rules and
regulations
 Ability to work with minimum supervision and as a team player
 Analytical, self-driven organized and good at report writing skills
 High level of conceptualization of Higher Education Examinations Council
Course regulations
 Clean Class 4 driver’s licence is an added advantage
 Ability to coordinate and facilitate National Examination Programmes and
managing teams of technical experts
POST C : 20 x HUMAN CAPITAL PLANNING AND SKILLS

DEVELOPMENT OFFICER

Duties and Responsibilities


1. Chairing the National Trade Testing Committees.
2. Co-ordinate all Trade Testing Activities in order to improve the testing system.
3. Maintain close liaison with counter-parts in the training section of the
Department, i.e. Polytechnics, Technical Colleges, Vocational Training
Centres, Curriculum Development Unit and Industry.
4. Facilitate the development of test items, practical and theory test papers,
question bank structures for each trade in respective Industries together with
the National Trade Testing Committees.
5. Maintain close liaison with Regional Manpower Trade Testing Officers in all
matters pertaining to trade testing.
6. Monitor technological developments in industry, recommend any changes to
trade test items and procedures.
7. Facilitate the work and provide information input about trade testing for the
committees.
8. Draft and review regulations, manuals and standards of the trade testing for
the committees.
9. Conduct Trade Testing employer’s facilities appraisal and activities suitable for
trade testing and secure the co-operation of employers for this purpose.
10. Prepare Trade Testing papers proposals for the Committees.
11. Maintain the Data Bank for his/her industry (Computer and Box File System).
12. Perform any other duties as directed or assigned by the Deputy Director/
Regional Registrar.

 A National Certificate, National Diploma/Higher National Diploma in the

rules and regulations
 Ability to work with minimum supervision and as a team player
 Analytical, self-driven organized and good at report writing skills.
 High level of conceptualization of Apprenticeship Training regulations
