EXECUTIVE SUMMARY

BACKGROUND

The roads agency of Moçambique, Administração Nacional De Estradas (ANE), awarded the Simple
Output and Performance Based Roads Contract (OPRC) For Design, Rehabilitation/Improvement, Routine
Maintenance Works of Chissano to Chibuto and N/C Crz. N220 to N1 to Zhongmei Engineering Group.
The provision of design phase reporting is included in this project.

The project comprises the following package:

The objective of this Inception Report is to present the work plan, environmental strategies, social
strategies and quality assurance methodologies that are to be implemented, according to the
specifications of the Contract Document.

WORK PLAN

The milestones for the detailed design phase are as set out in the contract specifications (Ref. Section
VI – Specifications: Part A3 – Service Level, Paragraph 3.1.1) and are summarised as part of the work
plan as follows:

The Monitoring Consultant (and/or ANE) shall receive the detailed designs for the various
subsections for approval for construction.

The work plan for the construction period indicates the various rehabilitation, improvement and
maintenance works for the various road sections, according to the Contract Document and also
makes provision for the various monthly reporting.

A Gantt chart of the work plan is attached to the report in Annexure A.

CONCLUSIONS AND RECOMMENDATIONS

The various strategies that are to be implemented for all stages of the project have been highlighted
in this report. The performance indicators that need to be monitored, according to the specifications
of the Contract Document are monitored as per the quality control forms for various testing and
service level requirements as indicated in Annexure D.

The implementation of these strategies will be required to measure the ongoing and ultimate
successful performance of the contracting entity.

INTRODUCTION

1.1. APPOINTMENT AND TERMS OF REFERENCE


The roads agency of Moçambique, Administração Nacional De Estradas (ANE), awarded
the Simple Output and Performance Based Roads Contract (OPRC) For Design,
Rehabilitation/Improvement, Routine Maintenance Works of Chissano to Chibuto and N/C
Crz. N220 to N1 to Zhongmei Engineering Group. Part of Zhongmei Engineering
Group’s appointment with ANE, is the submission of an Inception Report, which
provides various strategies and methodologies that are to be implemented on this
project.

1.2. BACKGROUND
Administração Nacional De Estradas (ANE) identified roads within their network in need
of rehabilitation, improvement and routine maintenance work. The roads that form
part of this contract are indicated in blue on the locality plan below.

1.3. OBJECTIVE OF THE REPORT


The objective of this Inception Report is to present the work plan, environmental
strategies, social strategies and quality assurance methodologies that are to be
implemented for all stages of the project. This report provides the performance
indicators that need to be monitored, according to the specifications of the Contract
Document.

The Inception Report has been subdivided into four volumes for ease of reference, as
follows:
 Volume 1: Introductory Information
 Volume 2: Environmental and Social Strategies
 Volume 3: Safety Strategies
 Volume 4: Quality Assurance Manual

This volume (Volume 1) considers the general project background and addresses the
details of the work plan for the duration of the project.

Volume 2: Environmental and Social Strategies discusses the environmental impact, social
impact and the management framework studies that were performed for the project.
It also provides the best practices for the environmental management plan of the
project.

Volume 3: Safety Strategies provides the various safety plans for the project. This
includes the Health and Safety Plan, the Emergency Procedures and Contingency Plan
and the Traffic Management Plan. It also provides a baseline risk assessment in terms
of health and safety for this project.

Volume 4: Quality Assurance Manual provides the processes and systems that have been
put in place for this project in order to ensure that all aspects of construction work and

testing is tracked and monitored, according to the relevant service levels and
specifications.

1.4. PROJECT LIMITATIONS


This report is based on the specifications set out in the Contract Document and the
associated conceptual design information received as part of the tender document.
Detailed design processes are taking place concurrently with the development of this
document. Should the detailed design outcomes differ from the conceptual design and
therefore indicate that the scope of this report does not cover specific design and/or
construction strategies, the impact of such differences will be presented to the Project
Manager in the various stages as may be required. It should be noted that the outcomes
of the detailed design process will be implemented in the quality assurance and control
process. These may be updated to suit the necessary designs and other requirements
during the course of the project.

WORK PLAN

2.1. OVERVIEW
The duration of the Contract is composed of two periods as follows (as defined in the
specifications of the Contract (Ref. Section VI – Specifications: Part A2 – Description of
Services, Paragraph 2.1.1):

“Works Period: That (first) period of the Contract in which the Contractor is obliged
to complete and maintain all the Rehabilitation and Improvement Works. This period
starts at the Start Date of the Contract and ends at the completion date of the Works
Period. The duration of this period is 18 (eighteen) months.

Defects Liability Period: That (second) period of the Contract in which the Contractor
is obliged to maintain all the roads and hydraulic structures included in the Contract.
This period starts at the end of the Works Period and ends at the end of the Contract.
The duration of this period is 12 (twelve) months.

The Contract duration is Thirty (30) months.”

The Start Date of the Contract was 06 February 2017. The works period therefore ends,
according to the current work plan, on 06 August 2018 and the defects liability period
therefore ends on 06 August 2019.

2.2. MILESTONES FOR DETAILED DESIGN PHASE


The milestones for the detailed design phase are as set out in the Contract
specifications (Ref. Section VI – Specifications: Part A3 – Service Level, Paragraph 3.1.1)
and are scheduled as part of the work plan as follows:

Detailed design for first 10 km and associated culverts

This is required for review and approval by the Project Manager up to 3 months from
commencement of the Contract. This section is selected as N220: Chissano to Chibuto,
km11+700 to km19+500 and N/C Crz. N220, km0+000 to km2+200. According to the
work plan, this detailed design is scheduled for submission on 06 May 2017.

Detailed design for additional 5 km

This is required for review and approval by the Project Manager up to 4 months from
commencement of the Contract. This section is selected as N220: Chissano to Chibuto,
km0+000 to km5+000. According to the work plan, this detailed design is scheduled
for submission on 06 June 2017.

Detailed design of bridge

This is required for review and approval by the Project Manager up to 6 months from
commencement of the Contract. The reconstruction of this 80 m length existing bridge
is along N220 at km20+500. According to the work plan, this detailed design is
scheduled for submission on 06 August 2017.

Detailed design of additional 20 km

This is required for review and approval by the Project Manager up to 6 months from
commencement of the Contract. This section is selected as N220: Chissano to Chibuto,
km5+000 to km11+700 and km19+500 to km32+800. According to the work plan, this
detailed design is scheduled for submission on 06 August 2017.

Detailed design of remaining km of package (22 km)

This is required for review and approval by the Project Manager up to 8 months from
commencement of the Contract. This section has been classified as N220: Chissano to
Chibuto, km32+800 to km39+200; N/C Crz. N220 – km2+200 to km18+000. According
to the work plan, this detailed design is scheduled for submission on 06 October 2017.

Detailed design report

A detailed design report is required for submission to the Project Manager for review
and approval 5 months after the start of the Contract, according to Section VI –
Specifications: Part A3 – Service Level, Paragraph 3.6.5. According to the work plan, this
detailed design report is scheduled for submission on 06 July 2017.

Final design report

A final design report is required for submission to the Project Manager for review and
approval 8 months after the start of the Contract, according to Section VI – Specifications:
Part A3 – Service Level, Paragraph 3.6.5. According to the work plan, this detailed design
is scheduled for submission on 06 October 2017.

2.3. MONITORING CONSULTANT REVIEW


According to the specifications of the Contract Document, the Monitoring Consultant
(and/or ANE) shall receive the detailed designs for the various subsections, as
discussed in Section 2.2, at least one month prior to the planned start of construction
of that subsection. The detailed designs of all pavement and surfacing designs shall be
verified and certified by the Contractor’s pavement design engineer as meeting the
specified performance outcomes before being submitted to the Project Manager. It
should be noted that, as indicated in the Contract Document, the Project Manager is
the team leader of the Monitoring Consultant’s team and any reference to the Project
Manager in this Contract and report shall be deemed to be made to the Monitoring

Consultant, unless otherwise indicated by the Employer (Ref. Section VI – Specifications:


Part A2 – Description of Services, Paragraph 2.1.2).

The Project Manager is required to respond within 14 days of receipt of the document
with written approval or disapproval of the document. Failing to respond within this
timeframe, the said document shall be deemed to have been approved by the Project
Manager (Ref. Section VII – General Conditions: Clause 8.4.2).

2.4. WORK PLAN FOR CONSTRUCTION PERIOD


Scheduling of work items

The work plan for the construction period indicates the various rehabilitation,
improvement and maintenance works for the various road sections, according to the
Contract Document.

Monthly reporting

The monthly reporting will include the following information:


 Construction monthly report
 Environmental and social management report
 Health and safety report
 Traffic management report

These reports will be in line with the relevant specifications and in line with the service
level requirements of the Contract.

Final completion report: rehabilitation/improvement stage

This report will address all aspects of the rehabilitation/improvement works, including
financial summaries, recommendations for future periodic maintenance and other
requirements, according to Section VI – Specifications: Part A3 – Service Level, Paragraph
3.6.5. A set of as-built drawings in digital format on CDs containing all this information
is to be submitted to the Monitoring Consultant and Employer, within 8 weeks of the
completion of the rehabilitation/improvement stage.

The Contractor is also to prepare and submit as-built drawings to the Project Manager
all work undertaken. These shall be supplied for approval within ten days of the
submission to the Project Manager for the commencement of Defects Liability Period
for a designated section defined as being completed sections, including pavement
marking (Ref. Section VI – Specifications: Part B – General Specifications, Item 20).

2.5. DEFECTS LIABILITY PERIOD


The service level for each completed road section shall be maintained up to the end of
defect liability period (Ref. Section VI – Specifications: Part A3 – Service Level, Paragraph
3.1.2). Service levels will be measured at the end of the defects liability period,
according to the requirements of the Contract Document.

2.6. CONCLUSIONS
The work plan described above has been based on the requirements of the Contract
Document and has been illustrated in a Gantt chart as attached in Annexure A of this
document.

CONCLUSIONS AND RECOMMENDATIONS

The work plan, environmental strategies, social strategies, safety strategies and quality
assurance methodologies that are to be implemented for all stages of the project have
been highlighted in this report. The performance indicators that need to be monitored,
according to the specifications of the Contract Document are monitored as per the
quality control forms for various testing and service level requirements.

The implementation of these strategies will be required to measure the ongoing and
ultimate successful performance of the contracting entity.
