1.1 The first meeting of the Residents Advisory Council was held on 20th December,
2019 at 11:00 AM under the chairpersonship of the Chief Executive Officer of
Gurugram Metropolitan Development Authority. In accordance with the provisions
of sub-rule (4) of Rule 33 of the GMDA Rules, 2018, a copy of the minutes of the
aforesaid meeting duly approved by the Chairperson annexed hereto at Annexure-
I was sent to all the Members of the Residents Advisory Council inviting their
comments or objections, if any, in regard to the accuracy of recording of the minutes
within 5 days. No comments/advice or objections have been received from any
Member.

1.0 Sub section (1) of section 21 of Gurugram Metropolitan Development Authority Act,
2017 stipulates that Gurugram Metropolitan Development Authority shall prepare,
from time to time, a mobility management plan for managing mobility in the notified
area. Further sub section (2) of the said section stipulates that the mobility
management plan shall include –
2.0 GMDA Act, 2017 also stipulates that the mobility management plan shall be submitted
to the Residents Advisory Council and it shall make such recommendations, if any, as
it may decide.
3.0 Population of GMDA area as per the proposals of GMUC-2031 is mainly expected to
grow to 42.5 lakh by 2031. Preparation of Comprehensive Mobility Management Plan
was contemplated to meet the requirement of transport infrastructure for the next 20
years. Considering this. GMDA engaged the services of School of Planning and
Architecture, New Delhi in June 2018 with the following scope of work.

(i) To assess transport system, network, traffic and travel patterns in the
existing area and identify issues and critical areas related to sustainable
mobility. The data in terms of primary surveys and secondary data shall
be provided through survey agencies to be engaged by GMDA on the
recommendations of the SPA.
(ii) To develop detailed improvement plan, including engineering design
for five case intersections in the study area.
(iii) To develop base year transport demand model and carry out its
calibration for the case study area
(iv) To develop short term (less than 5 years horizon period) conceptual
transport improvement plans.
(v) To develop horizon year (2041) transport demand model and evolve
medium to long term conceptual transport improvement plans related to
road system, mass transit system, terminals, parking etc and related
transport infrastructure for the study area.
4.0 Inception report was submitted by SPA on 02.08.2018 and the meeting for discussion
of the Inception Report was held on 05.09.2018 after various in-house meetings. A
presentation on the draft plan proposals was made to GMDA officials in July 2019.
The draft Mobility Management Plan was submitted by SPA in September 2019. The
draft Mobility Management Plan was then hosted on the website of GMDA from
13.09.2019 to 04.10.2019 and comments of public and various stakeholders were
sought. Various meetings were also held with SPA on the comments received from
public and stakeholders. The draft CMMP was presented to RAC in its meeting on
20.12.2019. SPA made further presentations on 11th September and 25th September
2020 to GMDA. These comments have now been incorporated and the revised report
has been submitted to GMDA on 21st Oct 2020.
5.0 The Comprehensive Mobility Management Plan proposes to achieve the following; -

juction Improvement , Bus Queue Shelters and VGF-GMCBL, Urban Environment-Green
Belts and Parks and Sports facilites in GMDA Sports stadium as per detail provided in
various columns at Sr.No. 1) -a, b, c, d, e and g, 2, 3 and 5 as per copy of the abstract of
Budget provisions and expenditure statement ( up to 30.09.2020) enclosed for reference..
2.1 Infrastructure Development. against the budget provision of Rs. 522.48 Cr. under the
head Capital Expenditure- EDC Works Rs.19.80 cr has been incurred upto 30.09.2021 on
various EDC Infrastructure works of Roads, Water supply, Sewerage, Drainage and Urban
Environment Green Belts and Parks as per detail provided in various columns at Sr.No. 6)
-a, b, c, d, e and g, 2, 3 and 5 as per copy of the abstruct of Budget provisions and
expenditure statement for the FY 2020-21 ( up to 30.09.2020) is enclosed for reference.
3.1 Against the budget provision of Rs. 495.30 Cr. under the head Operation &
Maintenance Rs.81.66 Cr has been incurred upto 30.09.2021 on various repair &
maintenance works of Roads, Water supply, Sewerage, Drainage and Re-cycled water etc.
as per detail provided in various columns at Sr.No. 7) –(a) & (b). Copy of the abstruct of
Budget provisions and expenditure statement for the FY 2020-21 (up to 30.09.2020) is
enclosed for reference.
4.0 RECIEPTS

4.1 Against the Budgeted figures of Receipt column amounting to Rs.1173.00 Cr. GMDA
has received Rs.123.73 crores up to 30.09.2020.
5.1 The Capital infrastructure Development works, EDC Works and Operation &
Maintenance works could not be achieved to the desired extent due to COVID-19.

This project was approved for Rs. 8.05 Crore and tender was called for Rs. 7.26 Crores.
The date of start was 06.09.2018 and work was completed 28.08.2019. This is a Ten
lane PUR world class IAAF approved Synthetic Track on which it will be possible to
conduct international events of Athletics. Some more athletic equipment’s such as high
jump, long jump, triple jump, pole vault, javelin throw, steeplechase water jump and
hammer/discuss throw have also been provided. There is no revenue generation from
this project but it will provide the world class game facility to the resident of Gurugram.

been achieved).
3.0 PROJECT FOR SIX LANE ROAD FROM UMANG BHARDWAJ CHOWK TO
DWARKA EXPRESS/NORTHERN PERIPHERY ROAD (NPR):
The work has been undertaken by GMDA under EPC Mode and was allotted to M/s
Ram Kumar on 27th August, 2018, at a cost of Rs 80.75 crores with the appointed date
as 12th December 2018. The time limit of completion is 18 months. A PQC Road is to
be constructed in 60m ROW of total length 3000m and includes a 06 lane main
carriageway (both sides 02 lane service road) having a Flyover of length 820 m at Basai
Chowk and ROB of length 910 m on Delhi – Rewari Railway Line. The progress of
civil works achieved at site i.e. 8075 m out of total 15103 m lane length has been
prepared with Sub-Grade/Earthwork, 7065 m out of total 24028 m lane length has been
prepared with GSB, 6965 m out of total 24028 m lane length has been prepared with
Dry Lean Concrete, 2800 m out of 24028 m lane length has been prepared with PQC
and 4175 sqm out of total 20382 sqm RE wall erected. Permission for construction of
ROB over the Delhi Rewari railway line has been received from Northern Railways
and fixing of RE panels has been started at site. 40 Nos Piles out of 40, 08 Nos pile cap
out of 08, 08 Nos pier out of 08, 08 Nos Pier Cap out of 08 has been casted of Basai
Flyover. The concreting of box girder is under progress. The ROB approach on Sector
101/104 is under progress, 13 Nos Piles out of 60, 02 Nos pile cap out of 12, 02 Nos
pier out of 12, 01 Nos Pier Cap out of 12 has been casted. The contractor has started
the work at site but during execution various issues pertaining to shifting of
underground utilities have arisen such as master water supply/Sewer/Storm, and other
statutory permissions of trees from Forest Department and 11 KV lines to be shifted by
DHBVN. About 6 acres of land required for the widening of the road belongs to the
Forest Department and alternate land is being offered to the Forest Department at the
Water Treatment Plant at Chandu Budhera. The shifting of 1600mm Master Water
Supply line Basai Chowk to Railway is in progress. The work of shifting of 66 kV line
has been assigned to the contractor and same has been completed in September 2020.
The Progress of Civil Works achieved is 30% and the extension time has been applied
by the contractor for which the approval has been granted up to 31.03.2021.
The work is being undertaken through PWD B&R with funds being provided by
GMDA under EPC Mode. The work has been awarded to M/s Jhandu Construction
Company Hisar on 15th February, 2019 with a time limit of 545 days at a cost of Rs
25.92 crores. The appointed date is 14.06.2019. In the meanwhile, a proposal for
transfer of 8 kanal 13 marla of land belonging to the Education Department for the road
improvement project has been initiated in September, 2018, and the proposal is under
consideration of Government. Services of MCG, BSNL/other underground utilities
lines, passing through the area for which estimates are under preparation by the Owner
Department and the estimate of shifting of Sewer Line has been assigned to the
contractor and agency is yet to mobilize at site. Underpass work is under progress.
Overall progress achieved at site is 7%.
The work is being undertaken by GMDA under EPC mode. The work has been allotted
to M/S M.G. Contractors Ltd. on 25th February, 2019 at a cost of Rs 52.52 crores and
appointed date was fixed as 15.04.2019. The time limit of its execution is 12 months.
It has a flyover of 270 m and an underpass of length 735 m passing from Signature
Road to Subhash Chowk, Service Roads & Drainage. There are the some of the utilities
such as Storm Water Drain, Sewer Line, Water Supply Line and 11 KVA is required
to be realigned and the estimate of same is being sanctioned to get it executed through
EPC contractor. The work of Low height underpass is in progress along with the
construction of drain and RE Walls. 3958 sqm out of 20791 sqm has been prepared
with Sub Grade/Earthwork, 3958 sqm out of 20791 has been prepared with sub base
course, 3958 sqm out of 21587 has been prepared with non-bituminous course, in new
underpass 45% has been completed. The flyover portion is 83% completed. The
Progress of Civil Works achieved is 34%.
6.0 Upgradation of SPR from Village Ghata to Vatika Chowk and Vatika Chowk to
Kherki Daula.

The estimates for shifting of above said utilities are in progress and expected to be
completed soon. A meeting has convened by CEO GMDA with Colonizers falling on
SPR and it was decided that the cost for the flyovers at the junctions will be charged
under EDC for Rs. 170 Crores (approx.) and the road portion up-gradation cost of Rs.
110 crores (approx.) would be funded by Colonizers or by levying Cess on them as per
the approval from Government. It was decided by worthy CEO GMDA that the
estimate of shifting of utilities be prepared and process to shift the utilities before
tendering would be ensured. Further, it was also decided in the 6th Authority Meeting
of GMDA under the chairmanship of Hon’ble Chief Minister on 16.03.2020. The scope
of work of DPR may be reviewed for extending this project from Ghata to Kherki
Daula. Further, it was decided that a matter will be taken up with NHAI to include
underpass at Vatika Chowk in their project and to provide proper ingress and outgress
from elevated highway at Vatika Chowk and Rajiv Chowk.
7.1 Widening and Strengthening of Udyog Vihar Road (Shankar Chowk to Old Delhi
Road), Gurugram:
The work is being undertaken by GMDA and has been allotted to M/s P.C. Gupta &
Company at a cost of Rs. 8.19 crores with a time limit of 06 Months. The 50% of the
project cost funding is being provided by HSIIDC. This project will have 2.35 m wide
Cycle Track on both side, 2.35 m wide Footpath on both side, Storm water drain under
footpath along the drain, Glow Studs of size 100 x 20 mm (cat eye), Street light and
grill in central verge and will widen the exiting carriageway up to 5 m. The footpath
will be constructed disabled friendly by providing the tectiles. There were 11kV which
were required to be shifted and same has been shifted in the Smart City Project by
HSVP. Necessary approval of falling of trees has been received and 70% trees has been
removed. Demarcation of village Dundahera along the ROW of road is to be provided
by DRO/LAO. The contractor has completed 86% of the drain and 60% of the widening
up to DBM level and overall 36% work has been completed. The work is expected to
be completed by 31.12.2020.
7.2 Widening and Strengthening of Udyog Vihar Road (Shyam Chowk To Old Delhi
Road), Gurugram:

The work is being undertaken by GMDA and has been allotted to M/s Bansal
Associates for an amount of Rs. 9.67 crores with a time limit of 06 Months. The 50%
of the project cost funding is being provided by HSIIDC. This project will have 2.45 m
wide Cycle Track on both side, 2.15 m wide Footpath on both side, Storm water drain
under footpath along the drain, Glow Studs of size 100 x 20 mm (cat eye), Street light
and grill in central verge and will widen the exiting carriageway up to 5 m. The work
could not be started as site is required to be cleared from 11 kV and 66 kV electrical
line and cutting of trees. The permission for cutting and transplantation of trees has
been received and forest department will cut the trees within 01 Month and
transplantation is being done by GMDA. The 11KVA line has been made underground
by DHBVN and same will be put to use within 15 days and the poles will be removed
by 20th of November. The estimate for shifting of 66 KVA has been received and is
under scrutiny with GMDA. A request for closing the contract has been received from
the contractor and approval for the same is under consideration by competent authority.
7.3 Widening and improvement of Udyog Vihar Road (Old Delhi Road to Atlas
Chowk at NH 48 or Anath road), Gurugram:
The work is being undertaken by GMDA and has been allotted to M/s Bansal
Associates for an amount of 18.84 crores with a time limit of 06 Months. This project
will have 2.45 m wide Cycle Track on both side, 2.15 m wide Footpath on both side,
Storm water drain under footpath along the drain, Glow Studs of size 100 x 20 mm (cat
eye), Street light and grill in central verge and will widen the exiting carriageway up to
5.40 m. The proposal received from RAHAGIRI Foundation has been received and
work will be started after this approval by 15.11.2019. Now, the main carriageway CC
work will be done by GMDA and rest of the work i.e. Development of Cycle Track,
Footpath and Area between the main carriageway & property will be developed and
maintain by the foundation at their own cost. This amendment is being done to save
falling off well developed trees. The approval of the forest diversion case has been
received and same will be used if required viz-a-viz to new proposal. A MoU is being
signed with RAAHGIRI Foundation which will be contributing towards the
development of Cycle Track, Footpath and green belt. The existing road will be
strengthened with CC pavement and a drain of adequate size will be constructed by
GMDA. The work is expected to start after the decision regarding the existing contract
is to be taken by the competent authority as a request has been received for closing the
contract from the contractor.

7.4 Widening & strengthening of master road from Rezang la chowk to Delhi
Bijwasan Border, Gurgaon:
The work is being undertaken by GMDA and has been allotted to M/s Atlas
Constructions Pvt Ltd for an amount of Rs. 8.26 crores with a time limit of 06 Months.
This project will have 1.65 m wide Cycle Track on both side, 1.35 m wide Footpath on
both side, Storm water drain under footpath along the drain, Glow Studs of size 100 x
20 mm (cat eye), profile correction by 150 mm WMM course, Street light and grill in
central verge and will widen the exiting carriageway 10.70 m between Rezangla Chowk
and Delhi Border and 3.5 m near Delhi Border. Now the work is in full swing after
removal of trees, street Lights and 11 KV by DHBVN. Overall progress achieved at
site is 75%. The project will be completed by 31.12.2020.
7.5 Widening of road and construction of drain both sides from Atul Kataria Chowk
to Maharana Pratap Chowk main road, Gurugram:
The work has been transferred from MCG to GMDA under Road transfer Scheme and
has been allotted to Sh. Dal Singh Atri Contractor for an amount of Rs. 4.53 crores.
The Storm Water Drain work has been completed substantially and widening of road
earthwork at site is in progress. Overall 42% work has been completed. It is expected
to complete the work by 31.12.2020.
The work has been transferred from MCG to GMDA under Road transfer Scheme on
date. 20.08.2019 and has been allotted to M/s Mahashiv Promoters Pvt. Ltd for an
amount of Rs. 36.51 crores. The Final payment has been made by MCG and the road
has been again transferred to GMDA. The proposal for improvement from Delhi Border
to Hanuman Chowk and from Atul Kataria Chowk to Mahavir Chowk is being prepared
by GMDA and the development of road from Hanuman Chowk to Atul Kataria Chowk
will done NCRTC who is constructing High Speed Metro from Sarai Kale kha Bus
Stand to Bawal. This part falls in their alignment and the development of this part of
the road will be done by NCRTC after completion of their project.

Various roads were transferred to GMDA from HSVP, MCG and HSIIDC vide
Haryana Govt. GAZ. (EXTRA) Notification No. S.O. 23/H.A. 34/2017/S.45/2018, on
11th April 2018. At the time of transfer, the conditions of these roads were poor due to
negligence in maintenance of the roads. Presence of potholes, rough surface of roads,
diminished Thermoplastic reflective paint, Kerb paints etc was used to be a common
occurrence on the roads, which in turns was hampering the smooth flow of traffic &
causing inconvenience to the public due to traffic jam. Now, after taking over the roads
from other Departments (HSVP, MCG, & HSIIDC), these roads are being maintain by
GMDA through various annual maintenance works amounting to Rs. 1564.85 lacs
covering the length of various up to 30 M (26.79km), 30 M (93.20 Km), 50 M (1.73
km), 60 M (36.84 Km), 90 M (5.40 Km) and 150 M (18.60 km) wide roads. While
executing the works, full transparency was maintained and quality of works was got
checked by Monitoring and Inspection Officer and Shri Ram Institute Lab from time
to time. Now most of these roads are Potholes free.
Delhi from time to time. Now these roads are being maintained free from potholes and
in good motorable state.
Various roads were transferred to GMDA from HSVP, MCG and HSIIDC vide
Haryana Govt. GAZ. (EXTRA) Notification No. S.O. 23/H.A. 34/2017/S.45/2018, on
11th April 2018. At the time of transfer, the conditions of these roads were poor due to
negligence in maintenance of the roads. Presence of deteriorating surface of roads,
diminished Thermoplastic reflective paint, Kerb paints etc was used to be a common
occurrence on the roads, which in turns was hampering the smooth flow of traffic &
causing inconvenience to the public due to traffic jam. These roads were so badly
damaged that they could not be maintain by annual maintenance. Now, after acquiring
the roads from other Departments (HSVP, MCG, & HSIIDC), these roads are being
repaired by GMDA through various Special Repair works amounting to Rs. 4577.52
lacs covering the length of 64.75 Km. Special repair work of these roads includes
milling of Bituminous layer, providing & laying 30 kg Tack Coat, 40 mm thick
Bituminous layer, 2.5 mm thick thermoplastic paint, fixing of Glow Studs, Kerbs &
Channels and repairing of Footpath. While executing the works full transparency was
maintained and quality of works is being checked by Monitoring and Inspection Officer
and Shri Ram Institute Lab from time to time.
10.0 Construction of additional 3 No. S & S Tanks (Tank No. 4, 5 & 6) inlet channel,
outlet channel & boundary wall at Water Treatment Plan, Chandu Budhera,
Gurugram.
This project was awarded by HSVP amounting Rs. 62.00 Cr. for construction of
sedimentation and storage tank of capacity 1060 Million litre was awarded to M/s
Subhash Infrastructure Pvt. Ltd. After completion of this project, the canal water
storage will be augmented to meet the requirement of additional 300 MLD capacity
Water Treatment Plant (WTP). Presently 60% work is completed and balance is
likely to be completed by 31-3-2021.
11.0 Project for construction for intermediate water boosting station at Sector-72,
Gurugram.
The DPR had been got prepared from M/s AECOM Ltd. consisting of UGT, Pump
chamber, pumping machinery, Independent feeder, D.G. set, chlorination etc. The
work for construction of 4 UGT of size 55 M x 27.50 X 5 M with boundary wall
with the agreement amount of Rs. 11.75 Cr. had been allotted to M/s Sh. Anand
Kumar contractor and is in progress at site and is likely to be completed by March,
2021. DNIT for the remaining works covered in DPR of instrumentation &
machinery is under preparation and the tenders are likely to be invited by
31.12.2020.
12.0 Project for laying water supply lines in new sector 58-115.
The proposal for laying of distribution pipeline in sector 58-115 making exist tree
type arrangement laid by HSVP to a closed loop type arrangement along the sector
roads was approved by the Executive Committee meeting GMDA on 03.08.2018
with amount estimated cost of ₹ 226.81 Cr. It includes laying of balance pipe lines
in sector 58 to 115 having total length of 130 Km of various seizes from 200mm to
1600mm dia. The work has been awarded in 3 phases.
Phase-I: - For Zone-IV & V (Partial) covering sector 58-67 and rising
main for boosting station sector-72, Gurugram has been awarded to M/s
Tirupati cement Products with an agreement amount ₹ 95.96 Cr. The 85%
work is completed and balance is likely to be completed by 31.12.2020
The work for construction of 20 MLD STP amounting to Rs. 31.99 Crhas been
recently allotted to M/s OASIS-ICPL and work is in progress at site and is likely to
be completed by Dec, 2021.
The work for construction of 2 MLD STP amounting to Rs. 7.12 Crhas been
recently allotted to M/s INDSAO and work is in progress at site and is likely to be
completed by Sept, 2021.
The work for construction of 2 MLD STP amounting to Rs. 7.17 Cr has been
recently allotted to M/s INDSAO and work is in progress at site and is likely to be
completed by Sept, 2021.
16.0 Providing and laying of 2000mm i/d RCC Np3 pipe from NPR to STP
Dhanwapur, Gurugram
The master sewer line in Sector–81 to 115 of various sizes as per previous
proposal has been partly laid at site and due to non-availability of STP land
in Sector–107, the alternative arrangement envisaged with carriage of
sewage from NPR to existing STP Dhanwapur site because land for sewage
treatment is available. The master sewer line of size 2000mm i/d along
NPR at junction point of Sector – 102 & 104 has already been laid. It is
submitted that the capacity of existing 2000mm i/d sewer line is 143.81
Cusecs with running full and the same size with same gradient i.e. 1/1800
is proposed to be laid from NPR to STP Dhanwapur.

The work amounting to Rs. 850.63 Lacs for laying of 2000mm i/d RCC Np3 pipe
having length 1565 Mtr has been recently allotted to M/s Oriental Ceramics &
Refractories (P) Ltd. vide letter No. GMDA/SEW/2020/1305 Dt. 23.10.2020 and
mobilization of labour & machinery is in progress. Work will be completed upto
22.10.2021.

The zonal map has been redesigned and the zones have been constituted on the basis of
permanent feature/major roads as mentioned under:
1. Zone-I :
a. Eastern boundary- NH-8 (Delhi-Jaipur NH) from Delhi Border (Sihrol Border
upto Hero Honda Chowk)
b. Western Boundary – Chandu-Badli Road
c. Southern Boundary- The dividing road between Zone-I and Zone-II will be Hero
Honda Chowk to Kadipur Chowk on Pataudi road to Basai Chowk to Chandu-
Badli road
d. Northern Boundary- Delhi border
2. Zone-II :

UE Division has executed MOU with Indian Pollution Control Association (IPCA)
for installation of 60 Air Purifiers at 20 locations in the city as a measure of
checking pollution along roads.
3. Installation of Air Quality Sensors and Air Quality Monitoring Screens under
CSR:
Air Quality Monitoring Sensors have been installed at 16 locations by Skymet and
Airveda. Air Quality Monitoring Screens will be installed by Carrier at five
locations. Sites have been allotted.
