General information
Introduction
- We at EFFER thank you for the trust you have placed in us and remind you that your crane is
the result of the constant product improvement that our technicians pursue continually, thanks
to ongoing research in the lifting sector.
- This publication must be read and understood by every operator interacting with
the crane.
- Our Service network is at your disposal to resolve situations whose solution is not clear in this
publication.
With regard to topics not relating to EFFER product (e.g. lifting accessories and asso-
ciated controls, safety and training instructions, etc.) helpful tips are reported in some
sections, for which EFFER disclaims any express or implied warranty or liability. EFFER
shall not be liable for damages of any kind regarding the information or procedures
reported. This information is not a substitute for laws and shall not restrict or alter the
obligation to comply with federal and state laws and local rules.

The End-User...
The manual supplies instructions that EFFER S.p.A. considers absolutely necessary for manoeu-
vring the loader crane and maintaining its efficiency.
The manual supplies information on the following subjects:
1. description of the safety regulations, explanation of the controls, how to operate avoiding risk
situation for the operator and exposed persons;
2. constructional features, technical data and description;
3. functioning;
4. frequency and descriptions of the routine maintenance that may be carried out by the operator,
and information on the frequency of extraordinary maintenance;
5. guarantee and compilation of the check records and coupons;
6. disposal of the materials comprising the crane.
Notes This manual gives instructions for a crane installed on a truck. Instructions for
installation on ships or fixed structures are dealt with in separate publications.
The purpose of the manual is to inform and train the personnel operating in contact with the crane.
Each person must acquire the necessary information for carrying out his job. The table below
lists, indicatively and on the basis of the person’s qualification, the chapter he must refer to. Each
person may have more than one qualification (e.g. the driver, handling operator and disposal
operator may be the same person):

Person who, when he is also the operator, has hired the truck with the loader crane installed.
Basic rig
Crane without optional parts or accessories.
Work area (or zone) A
Area where the crane can work under conditions of maximum stability and therefore at top perform-
ance
Work area (or zone) B
Area where the crane can work under conditions of reduced stability and therefore at reduced per-
formance.
Bucket
Item of equipment for lifting aggregates, consisting of mobile steel valves hinged to each other.
Power circuit
System transmitting energy or force used for moving any element of the crane (hydraulic, electric,
pneumatic etc).
Counter-chassis (synonym: false chassis)
Metalwork element interposed between the crane and the vehicle chassis.
Manufacturer
Producer of the loader crane.
Stabilising elements
Parts of the crane which contribute to stabilising the machine (movement controls, stabilisation ele-
ments, stabilisers, foot jacks).
Telescopic element (synonym: telescopic extension or extension)
Grouping of two or more tubes which slide one into the other so that the element can be extended
or retracted.
Hydraulic extension
Extension or retraction through hydraulic action.
Telescopic extension

JIB (JIB or Aerial )

Employed worker
Person suitably trained and informed who works as an employee with the specific duties of driving
and operating the crane.
Moment limiter

Product of the load by the outreach.

Operator
Person/s handling and positioning the load, in charge of routine maintenance and cleaning of the
crane.
Crane operator
Person who moves and positions loads with the crane.
Aerial part
Part of the crane including base, slewing ring or rack, column, arms, hydraulic extensions, fly-jib and
the controls that activate them.
Ground part
Part of the machine including counter-chassis, stabilisers, foot jacks and the controls that activate
them.
Exposed person
Any person who is wholly or partly in a dangerous area.
Owner
The person who owns the truck with the crane installed.
Maximum load
The maximum load the crane can lift in relation to the outreach. The values are shown in the load
diagram.
Safety manager
The owner and/or hirer and/or the employed worker, together with the site manager if lifting opera-
tions (loading/unloading) are carried out in areas classified as building sites, industrial sites or places
of public or private access.
Risk
Result of the combination of probability and degree of seriousness of possible wounds or health
damage in a dangerous situation.
Outreach
Distance between the column axis and load axis.
Extensions
Term used to describe a telescopic element activated hydraulically.
Fly-jib (synonym: Jib)
Articulated extension inserted into the last extension of the basic crane and connected to the crane
power circuit to increase lifting distance.
Vehicle
Means of transport such as: trucks, road tractors, special use vehicles, articulated trucks and trailers,
homologated for road circulation, on which the crane is installed.
Winch (synonym: capstan)
Simple machine for load lifting, consisting of a cylindrical part around which a cable is wound, linked
to a motor.
Danger zone (or operational zone)
Any area within and/or near a crane in which there is a continuously present risk for the safety and
health of exposed persons.

CAUTION
If you do not know the rated voltage of the electric line, always maintain a minimum
distance of 7 meters. It is however recommended to increase the minimum distance
to 20 meters because of the difficulty of real assessment, possible deformation and
crane swinging during work and possible sudden rushes of wind..

In the case of wind, both electrical cables and the crane may oscillate with sharp movements. These
sudden movements can dangerously decrease the distance between the crane and the electric
lines, thus exposing the structure to possible electric shocks. Therefore, it is advisable to increase
the safety distance to 20 meters.

If there is contact between the crane (or load) and electrical cables, or if the distance between crane
(or load) and electrical cables is reduced (due to wind, oscillations etc.) and dangerous discharges
occur, you must:
- keep personnel and animals in the area at a distance of at least 10 metres from the crane, the
truck or the load;
- if you are inside the 10 metre radius you must leave the area by jumping with your legs closed
together, and if this is not possible you must remain stationary until specialised help arrives;
- avoid contact with the crane, truck and/or load;
- advise personnel in the surrounding area of the potential danger, forbidding them to approach or
touch the crane, truck and load;
- if you are on the vehicle platform or in the cabin you must remain stationary in that position until
specialised help arrives.
Notes The same warnings are also valid in the case of contact with electroducts and
the electric lines of trains, trams, trolleybuses, cable-cars etc..

Accessory equipment must be envisaged by EFFER and must be suitable for your model of crane.
Installation must be carried out only by Authorised Workshops.
CAUTION
Functioning standards and general prescriptions, assembly operations and routine
maintenance must be carried out in accordance with the general instructions given
in this manual and with the specific recommendations of this section with regard to
observance of the environmental and accident prevention regulations in force. Any
operating failure is to be detected and reported immediately to the nearest EFFER
technical service.

Operator training
Basic requirements
Operator aptitude, knowledge and training requirements must comply with standard ISO 9926-1. The
concepts are summarised below.
The owner is responsible for checking, including through examinations or aptitude tests, that:
- the crane operator has been declared suitable after a professional medical check-up;
- the operator is physically intact and in full possession of his mental faculties, aware and responsible
with regard to the dangers that may arise during use of a crane, and able to keep his head even
in high stress situations;
- the operator responsible for the functioning and/or maintenance of the crane is in good health and
does not suffer from disorders that might manifest themselves suddenly;
- the operator has good eyesight (even if this results from the use of glasses or contact lenses) and
good hearing, fast reflexes, optimal coordination and does not suffer from vertigo:

- the operator does not use substances that could alter his physical and mental capabilities (phar-
maceutical drugs, alcohol, narcotics etc.).

Imperfect psychophysical conditions could be the cause of serious damage not only to the operator
himself but also to persons, animals or property in the crane working area;
- the operator is capable of reading and understanding the documents, symbols, labels and work
diagrams applied to the crane;
- the operator is aware that the CRANE MUST NOT BE USED BY UNAUTHORISED PERSONS
inasmuch as they are uninformed with regard to the risks and dangers that may arise;
- operators possess the specific skills;
- the operator is over 18 years of age;

Safety criteria…
EFFER, in agreement with the main regulations on safety, suggests the following behavioural stand-
ards:
Each worker, on the basis of the training and instruction received from the employer, must take care
not only of his own safety but also that of others, meaning those persons who might be affected by
his actions or omissions in the Workplace. With view to achieving these aims, workers must:
- make correct use of machinery, equipment, tools, dangerous substances, transport equipment
and other means;
- make correct use of personal protection devices supplied and, after use, return them to their
place;
- not break, change or arbitrarily move safety devices but use them correctly;
- report to the employer or safety manager any situation which, on reasonable grounds, might be
considered a serious and immediate danger to health and safety; any defects in the protection
systems should likewise be reported;
- contribute, in conformity with national practice and together with the employer and/or safety man-
ager, to carrying out all the duties, or fulfilling all the obligations imposed by the competent authority
for the protection of workers’ health and for their safety in the Workplace;
- contribute, in conformity with national practice and together with the employer and/or safety man-
ager, to the creation of safe and risk-free environmental and working conditions, in such a way as
to guarantee workers’ safety and health in their field of activity.
CAUTION
This publication must be kept, in perfect state, near the machine and completely at
the disposal of anyone who asks for it, as long as the applicant is in some way linked
to the functioning of the machine itself.

The operator must ensure full control and full visibility of the crane and the area of operation to
ensure maximum safety at work and must constantly check that nobody is in the dangerous area.

CAUTION
Should work and load conditions not permit sufficient visibility, an assistant must be
brought in to give signals (see chapter “Operating signals”). In this situation you must
operate with maximum caution in observance of the accident prevention regulations
in force.

It is forbidden to activate the crane by simultaneously using different control stations (e.g. the right
distributor levers simultaneously with the left distributor levers).

Should unexpected movements occur caused by the simultaneous use of different control stations,
intervene immediately and re-establish full control of the crane, if necessary by pressing the emer-
gency button.
CAUTION
If you use the radio control, the main hydraulic control bank becomes an emergency
station. This station does not have the levers firmly engaged, or if they are, they must
be made non-operable using a guard *not supplied by EFFER* locked by a removable
key device. Access to the levers is allowed to skilled personnel that intervene only in
emergency situations.
If there are exceptions to this warning, this should be reported in the chap. “4-Controls
and instruments.” (in which case the hydraulic control bank is a second control station
and is equipped with devices to prevent the simultaneous use at the radio control).

The station, installed laterally and on the upper part of the column, can be reached by a ladder (in
some models it is supplied by the installer).
The operator occupies a control seat on the crane.

To avoid falling during access to or descent from the station, use the supports and
the special handgrips, paying the greatest attention.

- cordon off the work zone to avoid unauthorised access;
- sling loads with cables and/or chains or with lifting accessories;
- evaluate the trajectory to be carried out with the load and the relevant degree of danger posed
by the presence of any obstacles;
- carry out operations of lifting, laying and releasing the load;
- carry out operations of folding the crane to carry out transport in maximum safety conditions;
- visually inspect the crane for any anomalies;
- check state and legibility of load diagrams and plates attached to the crane.
Vehicle driver

fitted before moving the truck.
Routine maintenance technician
- Check the crane’s state of preservation, wear on the sliding elements (e.g. skids on the arms),

3 - all movements of the crane, its main units and components and its accessories are firmly fixed

NB: The lock valves and brakes of the rotation unit of the crane have a block that is
sufficiently safe during transport.
Parking
CAUTION
Park the vehicle/means of transport so it is sheltered from atmospheric agents, taking
care to fold and lock the crane. When prolonged non-use is envisaged, grease the com-
ponents liberally. Lubricate/ protect the exposed section of the stem of the jacks.
-If the crane is not in the folded transport position, but is parked with the arms in vertical configura-
tions, the risk of lightning interception probability is increased. Furthermore, in this configura-
tion, high forces due to strong wind can cause structural damage from tilting in relation to the
position of the stabilizers (e.g. trade exhibitions).
Note: For parking of the arms in vertical configurations, an ‘operations plan’ (see APPEN-
DIX) is required which is particularly important for cranes with a reach of more
than 25 m.
- in the case of parking with ambient temperatures below 0°C, the ice may render the operation
of different parts of the crane (sensors, clamps, moving parts, etc..) ineffective. Defrost such
parts in advance and restore the correct operation.

Wind force
The wind force causes stress on the crane structure whatever its direction. The more insidious wind
directions are those that lead to lateral skidding, increasing the tipping moment but also causing
tilting movements against the arms when vertical (tilting backwards).
The factors that influence the strength of the wind acting on the crane and the load are the follow-
ing:
1 - Wind speed value
The permissible wind speeds are listed in chapter “2 - Safety regulations and warnings” and
repeated in detail in TAB A-TAB B.
2 - Dependence of the wind speed with height
The wind speed varies with height. In cases of average speed and gusts of wind, they are not
assessed at the height (H) of the load lifted but rather at a given height (Hv), it is necessary to use
conversion table TAB. B.
WARNING: Height variations lead to an increase of wind speed of up to 20% (Between zero
and 60 meters) with a relative increase of the forces due to the wind of over 50%.
3 - Value of the area downwind from the load and load shape.
The load diagrams are checked for the data segments of the design:
1) wind speed according to the TAB. A and B. (DIN 15018-3, EN 13000)
2) Area downwind from the load

CAUTION

twisting/spinning of the arms. In this case, in addition to the return extensions, perform
a sudden but gradual and controlled drop of the arms by a few degrees until the skidding
movement stops. Pay attention to this downward movement to avoid knocks, overloads
and losses of stability.

-With regard to the risk of tipping and structural damage due to wind forces, especially with the arms
vertical (45°-80°), it is necessary to plan the operations/configurations. This plan must be performed
by qualified and experienced personnel (EN 13000-2012) and must be carried out in the same
way as that performed with the crane in service.
-With regard to the single structural resistance of the crane empty (with no load), the crane can with-
stand wind loads according to the “Beaufort 6th” scale with arms below 45 degrees and “Beaufort
5th” scale with arms above 45° (Table A).
CAUTION
We recommend positioning the out of service crane in a position other than the transport
position and/or with suspended loads. There is a danger of uncontrolled movements, due
to hydraulic leakage, which can lead among other things to tipping, structural damage of
the crane and any nearby objects. (Rotation, extraction, swinging., etc.) (see chapter “2
- Safety regulations and warnings.”)

The average speed indicated (in 10 minutes) can only be defined for heights
within 10 meters (H <10 m). In any case, for all heights (H <10 m-H> 10 meters) it
is necessary to verify the single gust speed (3 s) that increases as the height H
(see TAB. B) increases.
In this table, the wind speeds are shown according to the Beaufort scale and the EN 13001-2 scale.
Each degree/state of wind has a corresponding gust speed (measured in 3 sec-valid for each
height H) and average speed (valid only within a height H of 10 meters, measured in a time of 10
minutes). General indications are also provided to visually assess the wind speed in the absence of
an instrument.

The crane is typically installed on a commercial vehicle (including trailers) with a significant
transportation capacity. The loader cranes are designed to load and unload the vehicle as well as
for other tasks such as moving or positioning not hooked loads in all areas specified by the load
diagram and allowed by the type of installation.
Examples of possible applications (in accordance with the load and installation diagram):
- Lifting from the ground at different heights (e.g.: placing concrete on a roof);
- Building assembly (e.g.: placing beams and structures of a building);
- Handling of building materials on pallets from the truck to which the crane is fitted or from
another truck, or from the ground or other positions;
- placing of material in different areas of a building site;
- Lifting and handling of material in pits or ditches with the help of a winch
- Positioning of machine tools in factories.
Notes Commercial vehicle means: trucks, road tractors, special purpose vehicles, trailer
trucks, articulated lorries, trailers.

Work configuration means situations in which the
crane is operating and active or stopped only
for very brief periods. In such cases the general
conditions of the machine are as follows:
- power circuit active;

- stabiliser jacks extended and resting on the
ground;
- crane and vehicle doors and switchboards
(equipped with lock and key) unlocked;

Transport configuration means those situations in which the crane must be moved from one workplace
to another. As well as involving disconnection of the crane from all power sources, transportation must
not give rise to involuntary movements of any of the elements. In this case the general conditions of
the machine are as follows:
- vehicle with engine running;
- power circuits deactivated;
- telescopic elements of the arms fully retracted 00762149

- arms and articulations closed in the prescribed
position and locked on the appropriate stop;
- stabilisers completely retracted and locked in
position;
- stabiliser jacks fully retracted and locked in

- crane doors and switchboards (equipped with

CAUTION
For all other configurations (stopping on the road, parking, including long-stay etc.) the
machine must be in maximum safety conditions to avoid danger to those who approach
it. The crane must be closed in the prescribed position and every telescopic or sliding
element locked, and it must be protected (in the case of storage) and disconnected
from all sources of energy.

Work areas…
The performance, allowed in the various work areas, depends on the type of safety device, the type
of installation, from the angular position of the column, when handling the load, and from the position
of the stabilizers.
Typically there are four work areas (A, B, C and D) in which performance may vary.
Area A - Area in which the crane operates generally with downgraded performance.
CAUTION
The installer (the person who puts into the service the equipment, releasing the EC
certification) must perform the calibration in the four work areas, calculations and
stability tests, etc.. as required by 2006/42/CE-EN12999-2010 European Directive, with
the aim of defining the load charts and validate the installation.

The main load diagrams permitted (a 100% performance) are
applied to the lever protection or in the immediate vicinity
of the control stations. The complete loading diagrams are
shown in the following pages.
For maximum exploitation of crane potential the 1st and 2nd
arms must form the angle specified in the load diagrams.
(This position is shown by the alignment of two yellow
arrows, one on the column and the other on the 1st boom.
The load diagrams establish the operating limits. Informa-
tion in the diagram refers to the horizontal configuration
and the maximum trajectory performance configurations (load curves - only for 100% of
performance).
Each hook load shown in the diagram is the addition of the liftable payload and the weight of
lifting accessories (chains, ropes, etc..) and / or any lifting equipment (buckets, pallet mover,

GENERALITA’
Le gru idrauliche EFFER possono essere classificate come Loader Crane (gru caricatrici) - secondo la norma EN12999 -, cioè
solitamente applicate ad un veicolo (incluso semirimorchio) e sono progettate generalmente per il carico e scarico del veicolo;
possono essere installate anche in altre condizioni (installazioni fisse o navi).
L’installatore ha il compito di definire l’idoneo abbinamento della gru con il veicolo (o altro) ed è responsabile della corretta
progettazione/realizzazione di alcune parti/impianti necessarie per l’installazione della gru nonché del loro corretto montaggio a
regola d’arte. Sono di seguito riportati i punti fondamentali da analizzare per la corretta installazione, con riferimenti indicativi e non
impegnativi. Osservare comunque leggi e norme vigenti.
I calcoli necessari sottoriportati e la progettazione meccanica e impiantistica devono essere eseguiti da un tecnico competente.
Scelta stabilizzatori supplementari idonei (fig.1a): calcolo di idoneità degli stabilizzatori supplementari secondo EN12999-2010
(istruzioni del Fornitore, se di fornitura Effer fare riferimento alla tabella “DT00015-
STABILIZZATORI SUPPLEMENTARI” disponibile sul sito WWW.EFFER.COM
(area riservata agli installatori) dove sono indicate le distanze minime di
applicazione dalla gru degli stabilizzatori supplementari previsti per questo
modello).
Scelta collegamenti controtelaio: calcoli secondo norme vigenti CUNA NC034-05 e manuale
del veicolista/fornitore degli stabilizzatori supplementari,
calcoli secondo normative e formule di buona costruzione (es:
EN13001).
Scelta presa di forza/pompa: calcolo attenendosi alla portata olio max e pressione max.
Prove pratiche di stabilità statica e dinamica: fare riferimento alle norme DIN 15019, EN12999-2010, DIN 15018, direttiva
2006/42/CE. (tab.E)
L’installatore dovrà realizzare l’installazione seguendo comunque le indicazioni riportate nel manuale del veicolista, del Fornitore
degli stabilizzatori supplementari e di tutti i Fornitori dei componenti che utilizza; e nel rispetto delle leggi e norme vigenti.

Nel caso l’installatore, per motivi legati alla stabilità declassi la gru (dispositivo limitatore di momento), è possibile, trovato il carico
nominale «PD» con stabilità garantita, definire gli altri carichi nominali «Pi» corrispondenti alle diverse posizioni di sbraccio (sfilo)
attraverso la seguente formula:
Sollevamento
Per il sollevamento della gru è prevista un’apposita staffa applicata sulla parte superiore del primo braccio, dov’è possibile
agganciarvi catene, o funi.
Il mezzo di sollevamento deve essere di capacità idonea al sollevamento della gru (peso e dimensioni).
Il personale addetto dovrà operare seguendo le norme di sicurezza del caso.
Non passare o sostare sotto la gru durante il suo sollevamento.

GENERAL SPECIFICATIONS
The EFFER hydraulic crane can be defined ‘Loader Crane’ (cranes for loading) - according to EN12999, which means machineries
usually combined with a vehicle (semi-trailer included) and generally planned for loading and unloading the vehicle; they may be
installed even in different conditions (pedestal installation or on vessel).
The installer’s task is to establish the proper coupling crane-vehicle (or anything else); he is responsible for the correct project/
execution of some parts/circuits necessary for the crane installation as well as for their duly mounting.
We report here below the main aspects of the proper installation along with some indicative suggestions which are not binding.
Please comply in any case with the regulations in force.
The calculations given below and the mechanical design and diagrams must be performed by a competent technician.
Truck/suitable vehicle, position of the crane: calculation/check for the weights on the axles.
primary stability calculation according to EN12999-2010.
Choice of the suitable supplementary stabilizers: fitness calculation of the supplementary stabilizers according to EN12999-2010
(fig.1a) (Supplier directions, if supplied by Effer, refer to the relevant table “DT00015-
Supplementary stabilizers” available in WWW.EFFER.COM (area reserved to
installers), where are indicated the minimum mounting distances from
the slewing centre of the crane of the supplementary stabilizers suitable for such
model).
Choice of the sub-frame (fig.1b): counter-chassis calculation, see EN12999-2010.
Choice of the counter-chassis connections: calculations according to the regulations in force CUNA NC034-05 and Manual
of the vehicle supplier/supplementary stabilizers supplier, calculations according
to norms and formulas of correct design (ex: EN13001).
Choice of the power take-off/pump: make Your calculation according to the maxi. oil displacement and the maxi.
pressure.

In case the installer has to derate the crane for some stability reasons (overload limiting device), it is possible, once established the
nominal charge «PD» with proved stability, to define the other nominal charges «Pi» corresponding to the different outreaches
positions (extension) through the following formula:

For lifting the crane, there is on the machine a suitable bracket applied on the upper side of the main boom, where it is possible to
hook chains or ropes.
The lifting system must have the right capacity for lifting the crane from the point of view of the weight and the dimensions.
The personnel in charge must operate according to the proper security regulations.
Do not walk or stay under the crane during its lifting.

Instructions to set the maximum length - L max - of foot extension in case of ball
joint fitted.
Foot extensions delivered must be appropriately sized, depending on the height of the truck chassis (see Service
Manual).
In a ball joint is fitted, all the original length of the extension - L1 - CAN NOT BE used.
The length of the extension should be reduced as per instructions.
To set the correct length available - L max - follow the instructions below:
L max = L1 - 100 mm.
WARNING: If these instructions are not followed, there is the risk of damaging the foot cylinder, with
possible, consequent overturn of the truck.
