I’m so glad that you accepted our invitation to participate in the ‘by
invitation-only’ 7th Aero Engineers’ Summit. The Summit is held to
tackle the issues and challenges that our profession is facing right
now. We count two challenges that we need to address today: One is
the Career Progression & Specialization Program and Credit
Accumulation & Transfer System or CPSP-CATS. The other one is the
Aeronautical Engineering Bill or AEB.

PD 1570 was signed into law in 1978. It’s 46 years old already, almost
half a century. And yet, it’s still waiting to be repealed and a new law
to replace it. We’re all working in the aviation industry,
knowledgeable in our own areas of expertise, so we have the
capability to do it.

We’ve been trying to come up with the final draft of our AEB for some
time now. In fact, we submitted the first version of the draft to
Congress twice. Nothing positive came out of it. Up to the point that
new developments were happening in the industry that there was a
need to revise the bill and produce a new draft. New participants,
new faces, pitched in their opinion and helped improve the draft.
We’ve been holding meetings and summits for the purpose of
completing the final draft. One that really encompasses most, if not
all, areas of practice of aeronautical engineering, based on the four
(4) major activity areas as stipulated in PD 1570. There were so many
new ideas and suggestions coming from various quarters that we
thought we should edit the draft again.

We even created an adhoc committee and they came up with a


working draft that really tried to encompass the various practices
which are already being done in the aviation industry, that we claim
exclusivity as our own, which means they should be under the
aeronautical engineering profession. Now it is our ardent hope and
objective that during this Summit we could be able to produce the
final draft. 3

It is imperative for us to finish the task on hand, to find answers to


the comments and concerns coming from two quarters, the PRC
itself and CAAP. I hope by addressing the issues, we can harmonize
the various ideas and opinion into ones that we can agree upon.

Another challenge that’s facing us today is the crafting and


subsequent implementation of the CPSP-CATS resolution. The
document would guide us on how to pursue our career path, and to
choose which area/s we could specialize. This is a very exciting
endeavor that would affect our career in the future. This would also
give us the opportunity to advance our career through the
recognition of levels in our profession, to Level 7 and 8, which would
grant us equivalency with aero engineers in other countries in the
Southeast Asian region.

Having said this, let’s begin.

1. We will present only those sections of the Bill which are


under comments or clarification.
2. Each participant should raise his/her hand and wait to be
recognized. He/she will have 3 to 4 minutes to say his/her
piece.
3. The first one to raise his/her hand will be recognized first.
4. Let’s try to focus only on the Section under discussion.
5. If there is any difference in opinion, we’ll come to a vote to
agree.
6. Editing of the section/paragraph under discussion will be
immediate to save time and for easy finalization of the
draft.

Using my knowledge of aeronautics
that my peers have earlier sown.
I’m in awe at both nature and machine
that inspired designers in the past;
They designed, built, and flew machines
from ideas that forever last.
I trust in the magic of technology
to traverse the realm of the air;
The more I’ll construct newer aircraft
to climb ever higher up there.
