GUIDELINES AND BYLAWS


(Reference: Guidelines for Lectors and Commentators –
Archdiocesan Liturgical Commission – Archdiocese of
Manila)

THIS CERTIFY that the undersigned members of the Ministry on Lectors and Commentators
consent to and agree to the following Ministry Guidelines and Bylaws was made on 7th September
2022 at the Regular Monthly Meeting of Ministry on Lectors and Commentators at the St. Joseph
Parish Pastoral Council Center.

THIS FURTHER CERTIFY that all members had due notice of said meeting and there was a
quorum of the members of the Ministry present throughout the said meeting.

THIS FURTHER CERTIFY that the motion to approve Ministry’s Guidelines and Bylaws was
made by Bro. Eijay Valerio de Paz – Leader of Group IV and Seconded by Sis. Jennifer S. Lomibao
– Member of Group 1.

I. MEMBERSHIP

QUALIFICATIONS OF APPLICANTS:

This ministry is GIVEN to all lay faithful, who are:

1. Good Catholics in faith and deed;


2. Willing to commit themselves to perform the duties and responsibilities as Lector(or
commentator) in Liturgical celebrations;
3. Willing to grow spiritually through this ministry;
4. Adequate literate;
5. Physically and mentally fit;
6. At least 16 years of age and not more than 70 years of age;
7. (However, when the candidate i s younger or older t h a n the ages indicated, it is
the prerogative of the Parish Priest to determine the suitability and ability of the
candidates to the
ministry based on the evaluation and recommendation of the Screening Committee.);
8. Recommended by the Parish Priest or Chaplain or Spiritual Director or Rector after
having passed the test of the screening committee:
8.1 The candidates must submit to the screening committee:
8.1.1 (for Single) Baptismal and Confirmation Certificates
8.1.2 (for Married) Church Wedding Certificates
8.2 The candidates must undergo scrutiny about their knowledge of the
Catholic faith, particularly of the Sacraments.
8.3 The candidates must prove their availability for the liturgical celebrations.
9. While the residence is of importance as a criterion, it is not an obstacle for anyone
who is committed to serving. Time and again, this is proven by generous persons
committing themselves to willingly serve against the odds of time and distance.

II. BASIC FORMATION

All Lectors and Commentators in all Parishes, Shrines, Chaplaincies, and Communities
under the Archdiocese of Manila must completely undergo the basic formation program
conducted by
the Ministry for Liturgical Affairs or delegated officer/s of the Parish prescribed by ALC.

III. ON-GOING / RENEWAL FORMATION

1. OGF of Lectors and Commentators offered by the Ministry for Liturgical Affairs is
mandatory:
1.1 Failure to attend the renewal program is an adequate reason for
suspension from the ministry until such time that the concerned person
shall attend the renewal program.
1.2 Before the annual OGF, the screening committee must evaluate the
candidates for renewal about their:
1.2.1 Commitment to their responsibility during the past year of
service

IV. LITURGICAL ATTIRE

A. UNIFORM / HAIRCUT / HAIRCOLOR etc.

A.1 UNIFORM – wear the proper uniform being prescribed by the Ministry
A.1.1 For Females:
 White Sunday Uniform and Skirt (A-Line Type) below the knee
 Close Black Shoes
 White Veil

A.1.2 For Male:


 White Polo Barong (Short Sleeves)
 Black Pants
 Black Leather Shoes with socks

A.2 HAIRCUT
A.1.1 For Females:
 Modest Haircut
 Ponytail long hair to avoid unnecessary movement
A.1.2 For Male:
 Proper Haircut (No long hair allowed)
A.3 HAIRCOLOR – must not be eye-catching colors like blonde

V. OFFENSES, PROCESS, SANCTIONS

A. RELIEVER (as it was agreed by the body)

1. the member is the one responsible to find a replacement for a particular


scheduled date/time.
2. The member must inform the Team Leader and the Scheduler of the
change of schedule/replacement.
3. In case of Emergency:
3.1 Kindly message the group’s main group chat (Leccom GC) mentioning
your
Team Leader, Scheduler, and Coordinator.

B. SUNDAY MASS SCHEDULE (within the year)

1. Absent without prior notice


1.1 1st Offense: Verbal Reminder
1.2 2nd Offense: Letter Explanation and not included in Draw lots
1.3 3rd Offense: Letter of Explanation and No service for 1 month
1.4 4th Offense: Will not be recommended for Renewal

2. Habitual Replacement
2.1. File a Leave of absence

C. Ministry Meeting (within the year)


1. Absent without prior notice
1.1. 1st Offense: Verbal Reminder
1.2. 2nd Offense: Letter Explanation

1.3. 3rd Offense: One month no schedule
1.4. 4th Offense: No Recommendation for Renewal

VI. VARIA

1. Leave of Absence - permission to take time off from services for an extended period
of time. The time that's taken can either be mandatory or voluntary depending on
the circumstances of the request.
2. Indefinite Leave – define as absence as long as the original conditions, which
necessitated the leave, still exist. An indefinite leave of absence shall be granted for
a period of up to one year (extensions may be considered).
3. Candidacy (Barangay, Local, and National Election) – a member is given a leave of
absence during the duration of the Barangay, Local, and National Election to avoid
conflict of interest.
4. Transfer – During the duration of the transferring from this organization to another, a
member will not be scheduled to any services to avoid schedule vacancy once the
transfer took effect.

VII. SET OF OFFICERS

A. Coordinator
1. Appointed annually by the Parish Priest with the recommendation of the
parish worship coordinator, He/She can be re-appointed for a maximum of
three (3) consecutive years;
2. His/Her tasks include:
2.1. Presiding at meetings
2.2. Assigns and supervises the work of the ministry. He/She sees to it
that the plans, programs, and activities of the parish priest and
worship committee are carried out by the ministry. Order supplies if
needed;
2.3. Serves as a member of the parish worship committee;
B. Assistant Coordinator
a. Elected by the members of the ministry provided that there is a quorum.
b. Task includes:
i. Presiding the meeting in the absences of the Coordinator.
ii. Other tasks that will be delegated to him/her by the Coordinator.
C. Secretary
a. Elected by the member of the ministry provided that there is a quorum.
b. Tasks includes and not limited to:
i. Taking notes of the Minutes of the Meeting
ii. In-charge on creating Schedule of Services
iii. Other tasks delegated to him/her by the Coordinator.
D. Treasurer
a. Elected by the member of the ministry provided that there is a quorum.
b. Tasks includes and not limited to:
i. Collection of Monthly Dues of each member.
ii. Taking care of the finances of the ministry.
iii. Creating reports of the finances made by the ministry.
iv. Other tasks delegated to him/her by the Coordinator.

Peace in the Name of Jesus Christ!

We are submitting in your good office the approved and signed Ministry’s Guidelines and
Bylaws. It was created, ratified and approved by all members and officers o f the
Ministry during our Regular Monthly Meeting held last September 7, 2022, a t 7:00 in
the evening at St. Joseph Parish Pastoral Council Center.

May we humbly seek your assistance for your recommendation on the approval of these
Guidelines and Bylaws. We believe that this will not take effect without the approval of
our Parish Priest Rev. Fr. Joselino B. Tuazon.
